Requests for comment/Grant editcontentmodel right to interface editor

Interface editors do not have the editcontentmodel
right that allows to use the ChangeContentModel special page. It could be useful to grant them the right to change content models in order to fix possible issues when a content model is wrongly used on a page or migrate the content models of some pages after a change in MediaWiki.
