The aim of the Wikipedia Pages Wanting Photos International Team is to support local organizers, raise awareness about the campaign, increase new contributors and contributions to the Wikimedia projects, and strengthen local Wikimedia communities around the world to build and engage community. The international team leads and facilitates an annual global campaign where Wikipedians across Wikipedia language projects and communities add photos to Wikipedia articles lacking images. This is to promote the use of digital media files collected from various Wikipedia photography contests, photowalks organized by the Wikimedia community, on Wikipedia article pages.
Based on the mission of the campaign, the international team has identified the following issues to work on in 2021:
- Challenges in new countries: In 2020 the campaign had a good coverage in many regions. At least 36 Wikimedia affiliates communities in 27 countries joined the campaign and the campaign was implemented by 18 Wikimedia communities in 14 countries. However, there are also several communities where it was very difficult to implement the campaign or achieve impact. There is a need to review and evaluate the challenges of organizing Wikipedia Pages Wanting Photos in new countries, and consider adapting a suitable model for these countries. Essentially, we strongly believe that tools, volunteers capacity, active communities, and potential mission-aligned partner organizations will all play a major role in this.
- Barriers for local organization: The Wikipedia Pages Wanting Photos is a new campaign, and organization by local communities might not be as easy as it could be. However, some barriers have been identified after evaluating results from the maiden edition in 2020 (see our findings in the 2020 evaluation report draft).
- Maintenance work: Facilitating a campaign that deals with mainspace articles in multiple Wikipedia language projects requires substantial coordination, follow-up, improvements in underlying technologies and documentation, etc. (This is part of the maintenance work that the Wikipedia Pages Wanting Photos team needs to do annually.)

This year, we want to strengthen the campaign across the world. Based on the identified problems stated above, we want to adopt the following approach to resolving or at least significantly addressing them:
- Evaluate the framework: The international team will start a discussion with local organizers of the campaign to understand whether the framework under which the maiden edition of the campaign was organized is suitable and impactful for their community. This would require extensive discussion and consultation with multiple communities. We want to adopt a highly flexible approach, which may includes surveys and face-to-face meetings with organizers and potential organizers. We want to identify the problems peculiar to each community/country, and suggest what we think might work well or serve as a best framework for them.
- Collect and share best practices with local organizing communities: In the first edition, some local organizers were unable to successfully implement the campaign. We are committed to undertaking the responsibility to design best practices, create or lay the foundation for an infrastructure that contains documentation, templates and potential tools to help support local organizers in organizing and implementing the campaign effectively.
- Maintenance work: This year we will intensify our maintenance work, which includes but is not limited to monitoring project participation and engaging local organizers in actively cleaning up any disorderly content created by new editors. We will also be documenting this process to get a better understanding of how we can effectively track and address occasional disruptive activity by new editors.
- Language or regional ambassador: One of the priority goals of the WPWP Campaign is to grow communities that are underrepresented on Wikimedia projects and central coordination may not be enough to achieving this goal. We want to try a new experiment this year. Experienced editors would be selected/appointed to serve as volunteer Ambassadors in various language communities and regions. For example, "WPWPCampaign Regional Ambassador, West Africa", "WPWPCampaign language Ambassador, Arabic language communities", and "WPWPCampaign language Ambassador, indic language communities".

The WPWP Campaign international team has seven main goals. These goals are:
- Promote the use of freely-licensed media files from Wikimedia Commons on Wikipedia articles
- Increase contributions to Wikimedia projects
- Build and engage community
- Increase new editors or contributors
- Increase diversity of contributions and content
- Strengthen local Wikimedia communities
- Support local organizers in implementing the campaign

Increased contributions to Wikimedia projects:
- Continuing impact of this goal is based on supporting local organizers and helping them to effectively implement the campaign in their communities. We will determine our impact via a survey among the local organizers, the same way we successfully executed a local organizers survey in the year 2020 and plan to do this again.
- Campaign metrics is a significant way of measuring impact. We will be using an improved version of the hashtag tool this year and we will be able to effectively track metrics and report same.
- Where applicable, our resources, tools and documentation can be re-used by similar campaigns. We continue to make an effort to make available and promote the re-use of our resources by other projects.
Strengthened local Wikimedia communities:
- Wikimedia communities are one of the greatest assets of the Wikimedia movement, and by design, the WPWP Campaign is a project that will strengthen and promote collaboration in growing and emerging Wikimedia communities. It would provide an opportunity for community members to work on a shared goal of improving Wikipedia pages with photos, facilitated by the project's resources including guidance from the team for the community organizers.
- Scientifically and accurately measuring the impact of Wikipedia Pages Wanting Photos in communities requires research resources that are not available in abundance to the international team. Therefore, we limit our measurements to counting the number and measurable activity of new affiliates/countries with whom we will help organize the WPWP campaign in 2021. The international team will continue to focus on the longer term, rather than aggressively bringing onboard new countries.
Collecting and sharing best practices:
- A documentation page would be available and up-to-date describing all core information that volunteers would need to organize in their local campaign. This documentation will suggest a standard (with templates where possible), but may also refer to alternative approaches in less detail.
- We plan to attend a number of international events, where we will both have one-on-one and group meetings with participants and organizers. These will help with both sharing best practices and providing Wikipedia Pages Wanting Photos ongoing continuity. This will lead to (at least internal) reports on the participation in these events. This may require adaptions to accommodate the circumstances of the COVID-19 global pandemic.
Increased diversity of contributions and content:
- As communities and individuals carry out the WPWP mission adding available photos to Wikipedia articles lacking them, new and veteran Wikipedia editors will diversify project content by improving formerly underdeveloped pages.
- Participating communities will recruit new, or retain existing editors among those who find creating new articles or addition of text unappealing, including editors with stronger visual than linguistic skills.
- Adding a file to an equivalent page in multiple WP language projects (via interwiki links on the Wikidata item) will encourage contributors to explore and edit pages in other languages.
Increase in new editors or contributors:
- Newcomers will find it easier to add photos to existing articles than to create new articles. The new users can become enthusiastic as they gain success in adding images. In the process, exposure to the target pages will expand their familiarity with page layout and other Wikipedia standards.
- Local communities will be encouraged to conduct online or in-person edit-a-thons, supported by the organizing team, to boost skills and promote discussion of the Wikipedia editing process.
Do you have any goals around participation or content?
[edit]Are any of your goals related to increasing participation within the Wikimedia movement, or increasing/improving the content on Wikimedia projects? If so, we ask that you look through these three metrics, and include any that are relevant to your project. Please set a numeric target against the metrics, if applicable.
Yes, two out of the seven goals mentioned earlier are directly related to the increase in participation within the Wikimedia Movement as well as increasing/improving content on Wikimedia projects. We will use the following metrics and numeric targets to measure whether we meet that component of our goals. Note that by design, a substantial amount of work in the international Wikipedia Pages Wanting Photos team is focused on empowering local organizers to organize the campaign. As a result, not all metrics suggested in the link above are metrics over which the international team can have direct control. We will only report metrics over which the international team has direct control and/or metrics that the change in their value can be directly associated with the initiatives by the international team.
- Total participants: For the international team, the participants are the local organizers. We measure each affiliate's community/country participation as one participant, independent of the number of community members involved in that community for organizing the campaign. We set a goal to have at least 15 countries/Wikimedia communities participate in Wikipedia Pages Wanting Photos in 2021.
- Number of newly registered users: This is a metric that is expected to be largely driven by the national organizers. Therefore, we are not setting a target to meet for this metric. However, the international team is interested in this metric as a measure of the campaign's reach, and we will monitor this number throughout and after the campaign. We do this for one or more reasons mentioned below:
- The international team is in a good position to monitor the number of newly registered users across participating countries to identify and share best practices across projects, as well as notify the countries or Wikimedia communities in case an unexplained signal is observed in our trends.
- The international team may be responsible for initiatives that could have direct impact on the number of newly registered users; for such initiatives, we will report the number of newly registered users.
- Number of content pages improved, across all Wikimedia projects: This is a metric that is expected to be largely driven by the national organizers as well, but we can collate the overall pages improved with photos using the hashtag tool.
- Basic goals: As the coordinators of Wikipedia Pages Wanting Photos, the international team has set the goal to meet the following targets on top of what is described above:
- All critical infrastructure necessary for the start will be ready before June 1, 2021.
- The international team will ensure the availability of critical tools developed and/or maintained by the team throughout the contest and will monitor all other critical tools throughout the contest.
- The international jury process is finalized and a jury report is published before the end of the year.
- A survey for national organizers will be executed to learn about where the international team has done well and where the team and its efforts can be improved.

The international team is responsible for a wide range of activities around organizing the WPWP Campaign. In this section, we will describe the activities that are (directly) funded by this grant.
Preliminary work:
- Inform local organizers and affiliates about the new campaign, initiatives, and projects the international team is working on;
- Collect feedback and suggestions from local organizers;
- Hold regular internal team meetings to review work done and plan for the work that is ahead;
- Communicate with the WPWP community periodically.
General Coordination:
- Update and communicate the international rules;
- Update and share documentation;
- Prepare (or coordinate for others to prepare) communication material that can be used and/or built upon by national organizations;
- Facilitate communication channels;
- Monitor statistics;
- Set up clear timeline.
Project Management:
- Set up and coordinate the international team;
- Write grant request;
- Maintain communication with relevant staff at Wikimedia Foundation;
- Measure and collect data to be reported at the end of the program;.
- Report monthly and midterm on activities to WMF;
- Report on the use of budget at the end of the program;
- Write grant evaluation report.
Technical contributions:
- Help with the setup and maintenance of the technical infrastructure including tracking tools, templates, etc.;
- Help with the setup and maintenance of the CentralNotice;
- Maintain an international website for participants.
Communication and partnerships
- Update the project page with the necessary/useful information;
- Update social media channels;
- Disseminate the results of the international jury;
- Maintain communication with international partners;
- The partnership activities are focused on long-term relationships with partners.
Follow and help national organizations
- Give specific suggestions and support to national organizers (mostly online, though we additionally offer onboarding sessions over Hangout to the countries participating for the first time);
- Collect and answer questions of the national teams;
- Crisis management for national campaign;
- This year in particular: improve the infrastructure that is used by national campaign. This includes documentation, templates and perhaps some tooling.
Set up and run the international contest:
- Set up jury processes;
- Find suitable jury members for the international jury;
- Collect results of national competitions;
- Support the jury in their process;
- Provide & distribute international prizes, awards and certificates.

Considerations:
- Prizes and certificates: This is for the purchase of prizes for the top 10 winners (exact distribution to be determined) in the image files usage category, top three winners in the audio file usage category, top thee winners in the video usage category, and honorable mention certificates for the top 15.
- Outreach and branding: This includes design for materials to support national campaigns (templates and documentation), branding and thank-you gifts (T-shirts, stickers, mugs, etc.), and may be partially used for outreach efforts to potential participants. While the international team can prepare a significant amount of material by spending our time and existing expertise, making a truly effective, accessible, and inclusive process will require bringing in some professional design support to illustrate and create select material. All design assets will be freely licensed, so they can be reused for future competitions, and shared with national WPWP Campaign organizers for additional usage and adaptation.
- Project Management: The project manager would be responsible for setting up and coordinating the international team, write the grant request, maintain communication with relevant staff at Wikimedia Foundation and local organisers, measure and collect data to be reported at the end of the program, report monthly and mid-term on activities to WMF, report on the use of budget at the end of the program, and write the grant evaluation report.
- The 2020 edition was coordinated and managed by User:T Cells who will continue in this capacity this year. The amount budgeted for the project management is to compensate for the time dedicated to this project which is more than what could be done on a volunteer basis.
Community engagement
[edit]How will you let others in your community know about your project? Why are you targeting a specific audience? How will you engage the community you’re aiming to serve at various points during your project? Community input and participation helps make projects successful.
Wikipedia Pages Wanting Photos international team uses several channels and digital venues for communication. The most common channels used are WPWP Campaign mailing list and WPWP Organizers mailing list. We also use the WPWP Campaign Social Media outlets WPWPCampaign Facebook and WPWP Campaign Twitter to engage our audience and participants. Further, we will continue to be active on social media throughout the year to engage a wider audience beyond the Wikimedia community. When the COVID-19 pandemic eases, we will take advantage of in-person events such as Wikimedia Conference, Wikimedia Hackathon, and Wikimania to present ourselves and hold meetings with local organizers.
