Purpose and vision

Members of the LGBT+ User Group together with Wikimedia Austria are planning to organize the first ever "Queering Wikipedia" conference focusing on both LGBT+ content across Wikimedia projects and also on the LGBT+ community within the global Wikimedia Movement. Since the movement started working on its 2030 strategy several years ago, all affiliates and the Foundation have been embracing inclusion and diversity on all levels. This is why outreach and community-building work has been dedicated to engage vulnerable and under-represented people, and it is why we believe this conference will be a very important step toward making LGBT+ contributors across our community feel more integrated, safe, visible inside the movement as editors, team leaders, and project managers.

Strategic discussions: What are the top issues affecting your community that need to be discussed in person?	Representation and engaging new capacity: For many reasons, the community is not well-represented or visible in content and decision making in our movement and our projects. How can we involve more LGBT+ people into our movement and how can we motivate existing LGBT+ people in the movement to contribute queer content? How can we make sure that we as LGBT+ people are represented in the decision-making of our movement? Organisation: How can we as LGBT+ people from all parts of the world unify and become a movement within the movement? What spaces and communication do we need? What can we learn from this event itself to allow us to increase our community and impact as a result of learning to do this a first time? Safety: The safety question has been a very controversial one during the discussions within the Wikimedia LGBT+ User Group. Many LGBT+ volunteers are not feeling as safe in their local communities as non-queer ones, especially in countries and regions where LGBT+ topics are a taboo or even illegal. While some people can edit freely and express their identity without any concern, others risk a lot of discrimination and violence following the smallest difference they can show in their editing, behaving, or expressing their opinions. How can we make the movement a safer space for everyone? How can we be in solidarity with LGBT+ people in places where queer expereinces and knowledge are silenced and not open and accessible for everyone? Content and partnerships: Sadly, queer content is poor in almost all projects, with a big gap between languages. While some languages have good covering of basic LGBT+ related content, others have little to nothing available. How can we increase content? What are basic concepts and articles all languages should have? How can we partner with LGBT+ organisations, archives and museums? How can we strengthen the coverage of local LGBT+ knowledge and history?	High
Capacity development: Are there important skills that many people in your community need to learn?	Working on questions of security and LGBT+ outreach needs training and capacity building. We will share experiences and hands-on skills on how to organise LGBT+ Wikimedia projects both in relatively safe contexts such as the yearly Europride projects or the Wiki Loves Pride events in North America as well as in low-security areas such as the Write for the Rights project in Tunisia. What are basics of project management that you need to know if you want to organise a queer Wikimedia project? How can we organise inclusive projects? How can you tackle this topic in a diplomatic way that does not jeopardize your own or your participants' security or acceptance locally? Finally, the User Group needs to work more on its partnerships strategy and external communication. We would like to build up partnerships at the conference itself by inviting non-Wikimedian stakeholders. These participants can discuss opportunities of collaboration, but also give valuable external points of view.	Medium
Working groups: Are there joint projects that need to be planned in person?	Safety and peer support - We need to come up with structure on how we can support each other, when faced with harrassment and discrimination on our projects - and how chapters and the Foundation can support us here. We need to come up with basic needs in a nondiscrimination policy and a reporting structure to map the homophobia and transphobia we experience. Common campaigns - We need to discuss how we can strengthen the Wiki Loves Pride campaign globally and locally, how we can support each other in the organisation of local projects and what events we could start planning projects around (e.g. IDAHOT). Wikidata focus - Modelling gender in Wikidata is a major challenge to benefit both the Wikimedia community and demographic research for academia, business, and government. We have a mix of technical skills in the membership, however the effect of gender modeling impacts everyone. In-person discussion and some consensus would remove the barriers to progress on this issue.	Medium
Community building: Are there other in-person activities are important for community building?	The LGBT+ community in Wikimedia might be one of the largest and most geographically separated community in the movement. LGBT+ people are evenly distributed in every geographic location, which often means that in any location there are few community members but globally the community is large and shares common concerns which transcend geography. This group has limited opportunity to meet in advocacy of itself, and instead past meetings have happened incidentally to other meetings with other agendas. An in-person meeting would introduce many stakeholders to the larger community for the first time, which means the successes of the conference could then be brought back and shared with local communities. Survey analysis:

1. How many people did you send the survey to? How many people responded to the survey?

   We shared a series of questions regarding the need for the conference in four channels: The Wikimedia LGBT+ User Group Talk page, the LGBT+ User Group mailing list that has around 300 subscribers, the monthly live online meetings we have been having to build and foster community, awareness, and support of our efforts as well as the LGBT+ meetups at Wikimania. 15 people and 2 chapters (Wikimedia Austria and Wikimedia Serbia) answered on the mailing list with approval while 5 on the meta page showed interest. Also, around 40 participants gathered in Wikimania’s two LGBT+ User group meetings, along with a dedicated discussion about this conference proposal.

2. Did you see consensus around shared goals that this community wants to focus on in the next 12 months? What were the top 2 goals?

   Yes. We had some disagree on the participants criteria in the conference (should it be restricted to LGBT+ members or extended to allies as well and anyone working on the cause). But we had anonymous consensus on the fact that we need such conference to set clear guidelines and strategy for the LGBT+ volunteers in the movement. Also, we agreed on the need to set a clear agenda for our work and become more organized and structured in an institutional way. In fact, since its creation, the user group volunteers have been working in their local communities in a separate way, without coordinating with other people of the User Group. We are in urgent need for structural reorganization.

3. Based on survey responses, what are the most important things your community should do at the conference to achieve those goals?

   During our last meetups in Wikimania 2019, we discussed the needs for this conference and what we want to achieve through it. These are the major points all of the participants agreed on:

   • Work on a unified Code of conduct based on a non-discrimination policy for the user group, and suggest that other affiliates use it.
   • Starting a safe and structured support system for the victims of misconduct and harassment
   • Working on structured and scientifically-based Wikipedia editing guidelines related to gender issues.
   • Working on the LGBT+ User Group strategy and structure.
   • Building more efficient and long term partnerships to make the user group’s impact bigger.
   • Working on the community’s health and enhancing its resilience by team building exercises that strengthen the security and safeness within it.

Context

It is helpful to get an understanding of why this event is important to your community, and what experiences you have had in the past. Please answer the applicable questions below.

1. What inspired your community to begin planning this event?

Years of ongoing harassment specifically targeting our community, the history of the movement for LGBT+ rights, conversations since on-wiki LGBT+ wiki community organization in 2012, a few years of organization and participation as a recognized Wikimedia user group, growing the critical mass of community participants to make a conference meaningful, and years of hundreds of people repeatedly raising the same concerns. In fact, the agenda of the conference was set after various discussions with the LGBT+ user group where we expressed our needs and what we want to learn/get back with us after the conference for our local projects.

2. How does this event relate to other activities that your community is working on?

The theme of the conference is the central theme that the LGBT+ User group, community of the participants majority, was created for. This meeting will give the opportunity for people who have local activities (such as Wikipedia for Peace, Write for the Rights, Les sans pagEs, etc), or global ones (Wiki Loves Pride, Art+Feminism, Wiki Loves Love, etc) to present them, hear the audience's feedback and see how to scale or improve them. Also, the LGBT+ User Group is working on a strategy not only for its community but for the whole movement, and this will be a great opportunity to finalize such matter.

3. Please list the priorities identified in the report from the last conference organized by this community. What progress have you made in those areas?

Plan

Venue and Logistics

1. If the venue is more than 1 hour away from a major airport or transportation hub, how will participants travel to the event venue?

Linz has an international airport and is easily reachable by train from around Europe, but most participants will probably arrive first to Vienna, which is 1,5 hours by train.

2. Is the event venue within walking distance from the hotel? If not, how will people travel between the two locations?

Yes, event venue (Grand Garage) and hotel are walking distance.

3. Is the event venue and hotel accessible for people with physical disabilities?

Yes, it is.

4. Do you anticipate any challenges with using the space for the event you are planning?

No, our event space is big enough for a conference with 50 people and there are additional small rooms that we can work in. It has all appropriate facilities (wardrobe, projector, micro/headset, table, maybe podium, 50 stools, camera+livestream, kitchen with water and fridge, WiFi access everwhere, gender-neutral bathrooms, accessability for people with physical disabilities). We are in good contact with the team who runs the venue and are looking forward to the collaboration with them.

Especially important for an event in a sensitive area such as LGBT+, we intend to follow and announce on several points the Friendly Space Policy of the Wikimedia Foundation. We might come up with additional points or highlight some that might be extra-important in a space like this, such as correct usage of pronouns.

Participation

It is crucial that most participants have a minimum level of Wikimedia experience so that they can engage actively in workshops and discussions. Please answer all applicable questions below.

1. Please describe the target audience for this conference or event.

We aim to gather a global community of Wikimedians working on projects related to LGBT+ content and advocacy across different Wikimedia projects to collaborate. We also want to invite non-Wikimedia participants from LGBT+ rights organisations. Some are regional leagues of Queer NGOs such as the Arab foundation for freedom and equity, a league for NGOs operating in the MENA region, the African Queer Youth Initiative, same concept but for african NGOs, the international federation for librarians and archives's LGBTQ Users Special Interest Group, ILGA, which is the biggest network of LGBT+ activist organisations and possibly some of its members, IGLYO, which is a network of LGBT+ youth organisations, OII, a network of intersex organisations, Transgender Europe as well as LGBT+ museums and archives (e.g. QWIEN in Vienna or Schwules Museum in Berlin).

Also, we will try having someone from the UN's high commissioner for human rights. As you can through these examples, we have 2 types of insitutions we are inviting: One for the academic collaboration for the content on Wikimedia projects, and one for starting new communities of LGBT+ wikimedians in countries where so far, there aren't any.

2. If your conference has an outreach component, how will you ensure engagement with these participants after the conference, and what impact do you see them having on the projects?

The outreach aspect of this conference is to support and grow our community within our LGBT+ User Group. We expect more projects to happen as an outcome of this conference, more edit-a-thons happening locally to recruit new queer editors for Wikimedia projects (e.g. in the Wiki Loves Pride months of June and July right after the conference), more safety for LGBT+ contributors that already are active on our projects to be in place and more community built for bigger global and regional collaboration (e.g. during the Wiki Loves Pride campaign or for IDAHOT 2021).

Another point is that is building partnerships with the Non Wikimedian institutions we want to have. These partnerships will be evaluated is through the emerging communities that will be developed thanks to them, as we are mainly seeking institutions working in countries where so far, the LGBT+ User group didn't reach.

We intend to also before and after the conference continue strengthening our community through monthly video conference meetings, an increasingly active Telegram group, our email distribution list, and increased discussions on our User Group talk page.

If successful, we expect the conference to be repeated. How, where and when would be discussed at the conference itself. We can imagine for example smaller regional conferences around LGBT+ issues.

3. Are you thinking about inviting WMF staff to attend or participate in the event? If yes, please list individuals or teams who you may want to invite, or describe how you would like WMF staff to be involved in the event.

We want to be as inclusive as possible and welcome WMF staff to attend our conference. We believe representatives of the Trust and Safety Team will be especially useful to attend this conference, as many of the issues our global community faces are ones that this team would find interesting to know more about. Furthermore, as we continue to draft a nondiscrimination policy and this conference would be a vital meeting point for this, their input would be especially helpful.

2. What expenses will the scholarship cover?

Scholarships will be provided for participants who are not part of an affiliate that can fund or wants to fund their expenses (mainly flight, visa and local costs). We want quite a lot of scholarships to ensure representation from the CEE region and the Global South, which have less funds available for self-funding, but are a substantial part of the LGBT+ movement in Wikimedia. We consider giving out very few scholarships (1-3) also for representatives of the invited non-Wikimedian LGBT+ institutions that we want to have among us.

3. How will scholarship recipients be selected?

According to their past contribution on Wikimedia projects, especially related to the theme, according to their engagement and the work they have done for the User Group and the movement, and according to a geographical repartition in order to ensure diversity and inclusion.

Risks

• Not having enough people interested in joining: ask for help from chapters to provide travel grants, call for participation.
• Not having a balanced representation of the movement's affiliates and ethnicities (e.g. not having enough Africans or Asians): Scholarships for overseas participants + asking chapters for support for additional representation of community members from the Global South.
• Not sharing this conference information with the broader Wikimedia community and instead only speaking with the community who already sees the value in this -- this would be a missed opportunity for telling the Movement we exist and our work is important.

• We have an almost free venue thanks to a local partner, that will host all the activities of the conference.
• Several chapters will support their participants or representatives's flight tickets and visa (if needed) as well as costs of non-scholarship participants from other regions that have less access to chapter funding.
• We might be eligible for small co-funding by the city of Linz (approx. 500 EUR).
• Several participants will self-fund their travel to the conference.
• We will also try to negotiate reduced prices for some of the leisure activities.

As a movement we know how powerful 'in person' events and conferences can be in strengthening networks, deepening discussion and facilitating online impact, and there have not been many previous opportunities for LGBT+ Wikimedians to meet in this way. Wikimedia UK recently supported the costs of two of our volunteers to participate in the Wikipedia for Peace/Europride Vienna 2019 event - also organised by Wikimedia Austria - and look forward to seeing how we can best support our local LGBT community's involvement in this conference. Changes due to Covid-19 pandemic

Due to the Covid-19 pandemic the offline Queering Wikipedia conference was cancelled in March 2020 and postponed to 2021. In consideration of the development of the pandemic the organizer Shikeishu and Wikimedia Austria decided to suggest to move it further to 2022 and hold an online meeting in 2021 instead.

Scope of the online meeting

The online meeting is more an user group event than an outreach event. It aims to strengthen the user group and their structures and focuses on capacity building as well as on planning of the 2022 event. The event will take place from April 23rd to April 25th, 2021, each day 3 hours long to ensure that as many people from different time zones as possible may join the online meeting.
