Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their progress after completing the first 6 months of their grants. The time period covered in this form will be the first 6 months of each grant (e.g. 1 January - 30 June of the current year). This form includes four sections, addressing grant metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

WMAT's take on 20 years of Wikipedia

After almost 1,5 years COVID-19 pandemic, Wikimedia Österreich has not only redesigned the day-to-day business to cope with new conditions and many restrictions, but also adpated its mid- and longterm planning and strategy work to meet the requirements of a increasingly complex and unpredictable world. Furthermore, the health and well-being of our volunteers and staff is of utmost importance to us and we provided a vaccination program for our team and continue to conduct regular PCR tests when face-to-face interactions are necessary. We also successfully managed major staff and leadership transitions successfully, i.e. the 8 months maternity leave of Executive Director.

Regarding our programs our biggest challenge is still the quantity of content, with the pandemic taking its toll on our photography community, which is still the most important pillar of our work in this respect. However, we are glad to see that we managed to keep our community involved in other ways and our targets regarding overall community engagement, diversity and quality are by and large well on track. In addition, we can show some success stories in terms of free knowledge advocacy in Austria.

  1. Participants: The number of people who attend your events, programs or activities, either in person or virtually. This definition does not include people organizing activities, social media followers, donors, or others not participating directly.
  2. Newly registered: The number of participants that create new accounts on a Wikimedia project. These include users who register up to two weeks before the start of the event.
  3. Content pages: A content page is an article on Wikipedia, an item on Wikidata, a content page on Wikisource, an entry on Wiktionary, and a media file on Commons, etc. This metric captures the total number of content pages created or improved across all Wikimedia projects.

Grantee-defined metrics

  1. Quality: High quality – the number of community decorations for media files (featured, quality, valued) and articles (quality, featured) – and improved quality – the number of improved main namespace pages tagged as having quality issues.
  2. Diversity: The number of participants and/or organizers of activities who belong to underrepresented groups in the Wikimedia movement in Austria. These groups are defined as women, lesbian, gay, bisexual and transgender people, persons belonging to ethnic, language or religious minorities in Austria, foreigners and people with disabilities.

Community Support

A diverse community of volunteers with a wide range of skills, a desire to continually improve their work together and that offers a constructive working environment to existing and new users


What did we achieve so far?

Online meetings
As the image gallery above indicates, online meetings are still our main tool to keep in touch with our communities, to conduct projects, and to coordinate within our organisation as well as with partners. We expanded our portfolio of online platforms and we are still supporting communities within and beyond Austria with this comprehensive infrastructure (this includes the provision of the technical platform, optional personal support, the coordination of online meetings of the German-language Wikipedia community and the development of a special safe space policy for video conferences). Highlights of this year's events so far include celebrations around our 20th birthday and several events around gender diversity in March for International Women's Day. This extensive groundwork is also reflected in our metrics: While we came short of our goals regarding diversity in 2020 - mainly due to cancelled events - we could make up leeway and are already above our target for this year.

Queering Wikipedia - Working Days
Wikimedia Österreich supported the LTGB+ User Group as a fiscal sponsor and with organisational support during their first ever event. Originally it was planned as an in-person conference in Linz, Upper Austria, in 2020. When the pandemic hit, we had the event 90% planned out. It was challenging for the group to deal with the situation and come up with a suitable online alternative, especially as there was also a change in project leadership. But taking the time and effort paid out and lead to a new concept: it became an online workshop focussed on governance. The Queering Wikipedia Working Days took place over three half-days with participants from 5 continents and produced tangible results regarding governance and structure and a possible follow-up event in 2022. We provided help with budgeting and planning as well as selecting and contracting facilitators, interpreters and translators and documentation experts. Thanks to our extensive work around friendly and safe spaces for online events, we could also support the group in designing a suitable policy for their own event.



What are our biggest challenges?

Developing strategies for a VUCA world
It was obvious before, but the pandemic drove the point home with an intensity that few us would have been able to imagine: We live in a world that is volatile, uncertain, complex and ambigious (VUCA). Planning and developing strategies under such conditions becomes increasingly hard or even impossible, when one applies a causal logic which assumes the future can be predicted by events of the past. In addition to external uncertainties and complexities, the future of the Wikimedia movement itself is also in progress to an unprecedented extend: The implementation of the strategic recommendations has just started and many cruicial decision on governance, funding etc. are still up in the air. Hence, WMAT decided to incorporate new approaches into our planning, namely the priciples of effectuation and a dynamic and flexible co-creation of the future with partners and stakeholders. This fits our organisational culture which has been collaborative and sociocratic (see for example our expert groups) for many years now. In a first step, we revisited our current multi-year strategy, which has been in place since 2017 and expired in 2021. The goal was to get a viable understanding of what we can achieve with our current means and to align with and to incorporate the basic ideas and principles of the 2030 Wikimedia Movement Strategy where possible. In a next step and after we will have more clarity on the new requirements for WMF grantmaking, we will flesh out whether and how this translates into metrics, where we can plan based on past experiences and set classical targets and where we will need to find more flexible approaches to further our mission.

Non-equity and contradicitons in pandemic-related restrictions
As outlined extensively in our progress report the WMF imposed pandemic-related restrictions regarding offline meetings and projects keep challenging us on a day to day basis. Firstly, we are deprived of possibilities and hindered in our day to day operations compared to other organisations. WMDE and WMCH are allowed to fundraise, don't need WMF grants and as a consequence are not bound to the restrictions. This actively deepens and reinforces exisiting inequalities in the movement and makes the effects of the pandemic even more harmful for us. One of many examples: This year we will be the only chapter in the DACH-region who cannot be co-host of the German-language WikiCon. Secondly, the WMF does not follow its own rules and procedures either. For Wikimania there were grants that actively promoted in-person meetings to follow this year's online Wikimania in groups. This contradicts the event restrictions, which have never been revisited or revised, despite changing circumstances.



What's up next?

Wikimania: Contributions on Volunteer Support
Wikimania has always been an important opportunity to share experiences and to learn from each other. WMAT with its strong focus on community work has traditionally been a very active founding member of the Volunteer Supporters Network and will therefore also provide staff resources for the preparation of a common session for this year's online Wikimania. The steepest learning curve for most of us during the past 1,5 years was probably around online events and hence topic is the natural choice for this occasion (see session on safety and inclusion at online events).

WMAT community survey
Traditionally we conducted our yearly community survey in early summer and subsequently featured the results in the progress report. As one main question of the survey is the volunteer's satisfaction with WMAT's general direction, we decided to postpone the survey to autumn this year, to give the community time to digest our new strategy document which was only released during the General Assembly in June.

Generating, opening, and distributing multifaceted and valuable content that fascinates and engages Wikimedia volunteers, partners, and readers alike


What did we achieve so far?

International Museum Day: Wikidata Contest
Atfer the huge success last year, WMAT started a second edition of the Wikidata contest around the International Museum Day. In cooperation with WMAT, WMDE, WMFR and WMIT and a central-notice-based campaign we raised awareness about content gaps in Wikimedia projects about museums in Austria, France, Germany, Italy and Switzerland. Our main contribution to the campaign was conducting a community contest on Wikidata around items about museums in the respective countries, with a focus on museum staff (researchers, directors etc). More than 432 users enrolled in the competition (181 of them new editors) and 18,113 Wikidata items were edited. We could double the number of new contributors and almost double the number of overall contributors. However, this welcome development takes a bit of a toll on the content pages and number of items edited which decreased by roughly 10%: While a few experienced volunteers last year edited huge numbers of items and often with technical tools, many of the less experienced people this year contributed smaller numbers and often individually by hand.

Quality of content
Similar to last year, we are exceeding our target regarding quality of content: After six months we already hit the target for the year. For our metrics, we define quality in two ways: there are (1) high quality as the number of community decorations for media files and articles and (2) improved quality as the number of improved main namespace pages tagged as having quality issues. The pursuit of quality is deeply rooted in our communities and has long been supported by us through competitions, loans of high-quality technical equipment, book grants, workshops, skill-sharing activities, and more. The main reason for this is an unexpectedly high level of community engagement in the German-language Wikipedia and a link to the pandemic seems increasingly likely, as we generally perceived increased online engagement during this period. A recent study on the response to the pandemic by the global volunteer community seems to support this observation.


What are our biggest challenges?

Event and travel photography
The negative trend regarding photography projects which we outlined in the last Impact Report continues and got more severe, as this year started with a hard lockdown and restrictions dominated the better part of the last six months. Normally we support our highly active and productive photo community with equipment from our tech pool, accreditations for events, travel grants, post-processing software or skill transfer activities. All this is useless when it comes to taking pictures at sporting events, concerts or film premieres that are canceled, or taking joint photo tours to GLAMs that can't take place. So far our alternative measures, i.e. the Wikidata contest could not make up for these losses and we missed the targets for the first half of the year. We hope that summer and progress with vaccinations will lead to some improvements, but with the Delta variant on the rise and a 4th COVID-19 wave in the making, we believe that there will be massive throwbacks in autumn.



What's up next?

100 years of Burgenland
The Austrian state of Burgenland celebrates its 100th anniversary in 2021. We received a grant by the government of Burgenland for improving the coverage of the federal state on Wikimedia projects. We will organize a "Wiki Takes Burgenland" photo tour with a group of volunteers in August - a proven concept to cover gaps in coverage and a suitable project set-up that enables a collaborative project within the framework of current COVID-19 rules and procedures. Burgenland photography will also have its own special price category in this year's WikiDaheim edition.

What did we achieve so far?

Results of our Wikipedia 20 campaign
We started our preparations for Wikipedia 20 in autumn 2020. To ensure direct involvement by the Austrian Wikipedia community, we chose a participatory approach with volunteers organized in a committee of festivities, which would coordinate and oversee all activities. We joined forces with the two other German-language chapters WMCH and WMDE in a coordination group. We designed our own Wikipedia 20 website for public relations purposes and conducted two major press campaigns one in January (for EN:WP) and one in March (for DE:WP), which resulted in high media interest (over 30 media reports). In addition, we successfully employed the narratives around the anniversary to secure additional funding for this year's activities from the city of Vienna.

Advocacy work: City of Linz
After years of advocacy and strategic partnerships of Wikimedia Österreich and like-minded communities (e.g. the Open Knowledge Foundation AT), the most recent digital strategy paper of the City of Linz (see page 14) now contains a clear commitment to use free licenses for data, information, media etc wherever possible. Wikimedia Österreich is explicitely named as a partner organisation in this regard. Linz is the capital of Upper Austria and the third biggest city in Austria. For many years, the City of Linz has been a valued partner and a main in-kind donor for our activities (e.g. the Queering Wikipedia Conference or the wiki ♥ vielfalt edit-a-thon series). For us this is a great example how strategic partnerships over years can lead to results that are more than the sum of individual projects.

What are our biggest challenges?

The gender gap on Wikipedia in the public eye
In March, just before the birthday celebrations for the German-language Wikipedia began, the deletion requests for several Austrian women led to many discussions on social media and subsequently the Austrian press on how misogynistic Wikipedia is. As a result, all of the extensive media coverage around the anniversary had the gender gap as one of the main themes. However, especially the discussions on social media (first and foremost Twitter) were often one-sided, measuring all of our communities by the same yard stick and promoting an incomplete picture on how Wikipedia works. Wikimedia Austria was often actively drawn into these discussions, as many people still think affiliates have a direct influence on the processes on Wikipedia. The challenge for us was to respond to these dicussions with empathy and showing our general support for more diversity on the projects, while providing a more differentiated picture on the nature of notability on Wikipedia and other reasons for deletion, such as a lack of sources. Our goal was also to draw attention to the many people in our communities who actively work on closing the gender gap, especially in March around International Women's Day. So we switched from a reactive to a proactive communication strategy very early in the process and launched some press interviews and a Twitter thread with links to new arcticles about women and community activities around the gender gap. Luckily, we already had some diversity events (e.g. Wikimedia_chapters/Reports/Wikimedia_Österreich/March_2021#WikiGap_(Austria-Germany-Switzerland)) planned around that time, so that we could also point to these and even get more participants out of it. Overall, the outcome was positive, our efforts led to more balanced discussions and media coverage as well as positive feedback from some of the women affected by the deletion requests.



What's up next?

City of Linz: Wikimedians in Residence
As a first tangible result of our successful advocacy work with the City of Linz (see above), we are currently discussing two Wikimedian/Wikipedian in Residence roles with our partners in Linz: One for the city's archive and one for the museums. The aim is to free content and data and to train the staff of these organisations to continue this work in the long-term.

Campaign for free licenses in public broadcasting: ORF.Wie Wiki.
As a result of our new strategy (see also Program 1 above) and opportunites from resources which are available to us as a result of a changed activity patterns during the pandemic (e.g. fewer and/or cheaper events, less travel etc) we are planning some advocacy work and an awareness campaign around free licenses in summer and probably fall this year. The occasion is the election for the head of the national broadcasting agency ORF and planned law amendments for the ORF's digital future.
