Wikimedia CEE Hub/Governance models

Visualising different governance models for the CEE Hub. This is an experimental page and is not an official document of any kind.
The guiding principles for selecting a model are:
- Governance shouldn't assign an unfair weight to a single language or community
- Established communities should not make up the majority of votes
- This refers to the primary mission of the CEE Hub to support communities that are not yet on the same level as the more established ones
- This also refers to the 2030 Wikimedia strategy aspect of subsidiarity, where the communities affected by decisions on a higher level have a meaningful voice in those processes
- The model should be feasible in terms of the selection process for a person to have a mandate from a certain community and be implemented in time for the CEE Meeting 2023
- The model should allow for a consensus-driven process at the CEE Meeting 2023 to take place, i.e. with at least 75% being in favour of decisions
Model A
[edit]- Each country with a distinct separate language has 1 vote no matter the number of affiliates OR
- each majority language of a country without an affiliate has 1 vote; OR
- every language without a majority in one country has one vote; and
- partnership projects in the CEE have one vote - who are served or are supported by CEE Hub
- Partnership projects would be formally recognised by the CEE Hub at the annual meeting
The lists below show the languages/projects with a vote and who is supposed to faciliate the process to define a language/project delegate for the Wikimedia CEE Meeting. The participation in the CEE Hub is based on activity of the communities and a track record of engaging with the CEE region through projects like CEE Spring, WikiGap, etc., or participating in the CEE Meeting.
The process of establishing a mandate for a certain language / Wikimedia projects is yet to be outlined.

Model B
[edit]- Every Wikimedia project in a CEE language has one vote
- The vote is organised by the processes already established within each Wikimedia project
- A certain level of activity is probably required to be considered, with possible exceptions for minority languages
