Introduction
[edit]The Indian Wikimedia community had two national community conferences till date i.e. in 2011 and in 2016. Both the conferences had been effective in bringing the diverse and the massive Indian community together for a collective and collaborative effort. The cross-community connections made during these conferences led many future activities across the country.
We haven’t had a national conference in India since 2016. Though we have had several national-level events, but not in a conference format. A national conference will help us to connect from people from other communities, share knowledge, learn new stuff, and come closer to the Wiki-family. After almost three years since the last conference, there is a need for the Indian community to organise the next one for itself.
In this context, we would like to propose hosting the next conference for 2020 in Hyderabad, Telangana. For 2016, we had the process of bidding and jury, but since then organizing the next WCI has been long ignored, going through the entire process of bidding again will only lead to wastage of volunteer time and energy. So, we are proposing this forward. At this point, we would also like to make it clear that we are only proposing conduct it in Hyderabad, considering the connectivity of the city, the facilities it has to offer, and also the capacity of community from Andhra Pradesh and Telangana to organise the conference on-ground. But the conference will be collaboratively organised with the support from Wikimedians across India, as done in 2011 and 2016.
We are open to discussion about this matter, and be happy to be in-line with whatever the community consensus is. kindly go through them before posing other questions.
What is the importance of national conference or why should it be conducted?
[edit]A national conference is a way for a Wikimedians to meet other Wikimedians from across the country, share, learn, and build connections for further collaborations. Significant amount of skill and knowledge sharing takes place when people meet in-person. When a lot of people meet, this gets multiplied by several times. In the Wikimedia movement, events (of any format) facilitate such sharing. But training events are specific to the focused topic, but conferences are not bound by any topic and are open to all.
Some Wikimedians might have had the chance to attend international conferences such as Wikimania, Wikimedia Summit, and GLAM-Wiki Conference. But these are only a very few of all the community. A national conference such as what we are proposing now, will let many Wikimedians from India and its neighbouring countries to have similar experience, that will help them in further contributions to the Wikimedia movement.
Unlike in 2016, why is Hyderabad directly being proposed to host the conference?
[edit]Though the process of bidding is good and democratic, sometimes not everyone may have the time to commit to organise the whole thing. For various reasons, we haven’t had any conference for the past three years. Though one can say that India is a huge country to coordinate and organise a conference, it is not required to wait for so long to have a national conference. Conferences such as Wiki Indaba, WikiConference North America, CEE Meeting, ESEAP Conference, bringing together several countries, and sometimes the whole continent together - an amazing thing them about them is that they do it every year. We must also ideally be doing the same, but it doesn’t work in practice given the diversity and complexity of our community.
To avoid further delay of hosting a national conference, Hyderabad is being proposed considering its logistical flexibility and the potential of the community around it host it. Discussing a little more on that matter, there are many active Wikimedians from Telangana and Andhra Pradesh who willing to invest time into this, and there are also people who have wide experience in organising cross-community initiatives. Recently TTT 2019 was also organised. Considering all these factors, Hyderabad is being proposed to host WikiConference India 2020. We would be happy to have a conversation to finalise this, and see where it goes. We would again like to make it clear that the entire Indian community will be involved in organising all aspects of the conference (probably apart from ground logistics).
How will the community members across India will be involved in organising the conference?
[edit]Though the ground logistics may be best handled by the local community, organising a conference is a lot more than that. There are several areas of the conference such as program, scholarships, communication, friendly space, finance, travel and sponsorships. Most of them can be worked by people being involved online. We will have community members serving in these areas. There will an open call for the organisers once the main preparations begin.
What is the proposed timeline for the conference?
[edit]We don’t have any fixed timeline as of now. If the Indian community is happy with the idea and arrives at consensus, then we should be applying for a grant to WMF by late January 2020. But before that a survey needs to be done to understand the needs of the community, and the responses from the survey will be used to draft the grant proposal. Once WMF takes a decision on grant, and there is an approval, the conference is planned to happen in December 2020. The decision regarding the grant proposal is expected in April, and we would be needing 6-8 months for preparation and organising. A more specific timeline will be discussed as we proceed further.
What if another community is interested in organizing this conference?
[edit]This is a national event. Each and every Indic Wikimedian is welcome to help in organizing this conference. But for WCI 2020, we would like to avoid the bidding process and invest that time and volunteer energy in organizing the conference. If some community is interested in organizing WCI 2021, then let us work together for WCI 2020 and start planning for 2021 at the same time. It is very important and crucial for this to happen annually. We can announce the organizers of WCI 2021 during WCI 2020.
What is the budget of the conference?
[edit]We don't have any estimate on that yet. The budget for 2016’s was around ₹33 lakhs. This is largely dependent on the survey that is to be done to understand the community, and an estimate will be provided post-analyzation of that. It is also dependent upon the number of scholarships being offered, and several other factors. It will be discussed with the community before being finalised.

I like the idea of not going into bidding because that makes it sound like a competition among communities. Whereas, for an event of this scale, all the different communities need to come together to make this a success. I also like the intention of making this an annual event and start conversations around that as well. I am sad that the momentum upfrom WCI 2016 didn't pick up but at the same time, I can't express how excited I am on seeing that it is finally happening. Oppose The idea of bidding promotes competitive efficiency.I would suggest that initailly conference idea should proceed with a bidding system such that best community leads the initiave and sets up a benchmark. Subsequently, any idea of non-bidding should be revisited. Personally having organised two Hindi Wiki conferences and third in line, there happens to be a large enthusiam amongst the communities to host a National Conference. There are many more communities such as Karavali who had previously shared their intent for Wikimania etc. I believe any arbit decision such only in the name to save time should not be abided. - Strong support Wow! Kudos to Telugu community for initiating this program. I am waiting from past 3-4 years for next Wiki Conference India. Each Indian communities showed interest in conducting next Wiki Conference, Wikimania etc. But no one came forward and took initiative. So going for bidding idea has failed. This bidding will increase competition in Indian communities and which is not good. Becuse Indian communities sizes are very different. All communities are not large like Tamil, Punjabi, Telugu, Hindi etc. All communities may not be have enough resources to participate in bidding (Example Kannada). - Support One request - In the program for three days, we should not use plastic bottles and throwable dishes, glass etc. In this, we shouldn't give an exception to gest who came from out of India. IRC (20 October 2019)
[edit]After the first announcement of the proposal on 2 October 2019, it was very well received by individual Wikimedians and communities as a whole. As of 20 October 2019, 86 Wikimedians and 10 communities endorsed the proposal. There were also some constructive discussions on the talk page. To clear any concerns and doubts Wikimedians might have had, an IRC was hosted on 20 October 2019 to speedup the process. It was attended by 28 people at peak point, and went well -- several doubts and concerns have been clarified. Resolution by Andhra Pradesh and Telangana Wikimedians
