This is a reminder to acknowledge and sign the new Confidentiality agreement for nonpublic information. As you know, your volunteer role in Wikimedia projects gives you access to secure and sensitive information.
The new version includes one major change.
- There is a change regarding the way personal data may be released. Accordingly, functionaries must notify the Wikimedia Foundation at check-disclosurewikimedia.org before releasing data, in order to obtain a written approval for doing so. The Foundation will respond within 10 days. However, for emergencies, such as cases involving threats of violence, functionaries may release the personal data without such explicit permission, but they should notify the Foundation immediately following the disclosure. If they choose not to disclose the data, the request for disclosure should be forwarded to the Foundation's emergency email address (emergencywikimedia.org).
There are also some wording changes that were made to more closely align the language with evolving industry norms, best practices and laws. The most notable of these has been the change of the term "nonpublic information" to "nonpublic personal data". None of these changes are intended to make fundamental changes to the scope or practice of the policy but we know they could appear as such, hence wanted to flag them.
The aforementioned changes require users that have already signed the previous version of the policy to sign the new version as well.
We therefore ask that you to sign the updated version. Signing the agreement is tracked on Phabricator's Legalpad. An online guide is available to help you with signing the agreement: Confidentiality agreement for nonpublic information/How to sign. If you wish you can sign it directly at https://phabricator.wikimedia.org/L37. The exact policy is located here: Access to nonpublic personal data policy. If you have already received this message and signed the updated agreement, you need not sign it again. Once is sufficient. In this case, we ask that you respond to Samuel (WMF) letting him know when (date) and how (method/process of signing) you have signed it so that we can update our own records.
Note: please bear in mind that if you still haven’t signed the updated version of the Confidentiality Agreement by February 13, 2019 your rights will be removed.

To make life easier for you for blacklisting, and/or you are going to poke your head into some of the COIBot reports, I encourage you to enable the SBHandler gadget. Makes blacklisting from Talk:Spam blacklist, XWiki report pages, with the requisite logging so much sweeter. Hi! I've just admitted that I can not do any edites in Wikipedia projects, exept for Ukrainian Wikipedia. The reason is that my IP was blocked from March 24, 2019 by you. Don't know how to do that. Anything that blocks long-time contributors from making contributions erodes the platform. In the meantime, continue to rail against the machine.

Please create an account to avoid further notices, and request Global IP block exemption at SRP, and if affected locally, please request a exemption from blocking by requesting a local IP block exemption at a Wikimedia project you frequent/edit. - @Sarah Julianne: JK will be able better see the IP range from which you are editing and therefore to comment from an evidence-base. Can I ask whether you were logged into your account whilst you were trying to edit? Often the blocks imposed only restrict anonymous editing, so once one is logged in, one is past that restriction. Bit like the Only Me character out of Harry Enfield, I keep getting blocked.
I am Richard Adamson and have, I believe, some (not too much!) valuable input to give Wikipedia.
Presumably I am for ever more going to be tainted by Mabelina - which was only half my doing & then got quite nasty after the divorce. I then forlornly tried to go under the new name of L'honorable but that only seemed to make things worse, because it was assumed I was trying cheat the system... which obviously not...
Anyway - can't see a way back - unless of course you'd like me back?

Blocked for no reason?
I went to go edit a page and it said that you blocked me for being part of a proxy server or something (I have no idea what this means, I literally just edit from my laptop at home.) I make very good contributions to the figure skating community and have no clue why I was blocked. Please unblock me so I can resume editing again.

- @Lilydog945: I hardly believe that an experienced administrator places a block for no reason, so can you entertain that your block may be consequential from some other protective action? Some general questions, were you logged into your account when trying to edit? If not, then please try again. As we cannot guess where you were editing or from where you are editing, then the data in the block message itself is needed to properly assist you, usually it will cite your IP address. I am guessing that the block message also says to contact stewards, so you can consider sending stewards a message at special:contact/stewards or you can consider asking for an IP block exemption at SRGP. — billinghurst sDrewth 01:36, 9 June 2019 (UTC)

My current IP address 85.255.236.47 is blocked. This is a UK Vodafone IP address, which is dynamic, so rotates around thousands of users. Whoever you blocked is long gone. Can you please release this block so I can edit? Thank you.
- The steward placed a range block on the /21, so the dynamic nature is not the factor. IP block - request for assistance
Hi there, I'm Sara (aka user:lirazelf), and have had a note from a partner organisation that their office IP has been blocked for cross wiki abuse. They're rather surprised by this and aren't aware of any activity that could be described as such. We have a series of editing events coming up with them in a couple of weeks and would like to get this resolved before then. They've had no response from the stewards email address, which they contacted on 25th June. The IP range in question is 85.255.232.0/21. Any advice would be greatly appreciated! VPN being blocked
Hi, I'm a regular wikipedia contributor using ccrypto vpn servers ( vpn.ccrypto.org ) and it happens that several IPs provided by their servers are blacklisted on wikipedia france, such as: *2001:bc8:3505:a000::ccb:3 et la plage bloquée est 2001:BC8:0:0:0:0:0:0/32*
I understand that people may use VPNs to bypass bans and do nasty things, though, shouldn't logged users be able to bypass said ban? as this VPN may also be used to prevent eavesdropping on non-secure networks.

IP/VPN block
I am using a paid VPN (NOT an open proxy) and have been blocked from edits. I maybe understand blocking an IP range from anonymous edits, but I'm logged in?!

Question
I review requests on w:en:WP:FFU and most of the requests have direct URL to the image file. I want to if there is an way to upload free files to Commons via direct URL. I always have to download the file and then upload it by my device. Commons is not my homewiki but I've never found any feature to upload images via URL. Je ne comprends même pas de quoi il s'agit... j'ai internet chez moi, où je vis seul, et cet internet n'est partagé qu'avec mon téléphone, mon téléviseur et mon système d'alarme, chacun étant sur son propre VLAN... Il est parfaitement sécurisé avec pare-feu, antivirus et VPN et je n'ai aucune idée de la raison pour laquelle ce steward a décidé de fermer mon accès...

Hi Jon, I'm affected by a block of my VPN, which I use for security reasons due to my job and my current location. I sent an email with a few more details to the Stewards about a week ago, in line with the message I see when I attempt to edit. Is it possible for me to be added to the IP Block Exempt List? J'utilise un VPN car je suis menacé de mort par des groupes d'ultra-droite (ce qui figure d'ailleurs sur ma page Wikipedia). Cela m'interdit donc de partager sur Wikipedia? Même si ce n'est pas le but cela revient à me priver de ma protection si je veux pouvoir contribuer à Wikipedia? Merci de vos éclaircissements. - @Howcheng: Hello, the IP you mentioned is part of a colocation webhost range, which also happens to be blocked on enwiki (which you aren't affected by because you're a sysop there). While that specific IP may be okay, there is no technical ability for us to whitelist a single IP out of a range. So that being said, I have added global-ipblockexempt to your global account. I don't understand the reason for this block. I have been speaking on Wikipedia for years and have never committed any abuse. No change in my name is inappropriate. I have always intervened on Wikipedia using my personal home computer and never from free wi-fi networks. No one else has ever used my password. All this seems to me an abuse. Is this the treatment that is reserved for those who collaborate, gratefully, to improve, even if modestly, the content of Wikipedia (in my case the Italian version)? thank you for any reply.

IP block for Travis CI breaks automated tool tests
Hi! Your block for 35.192.0.0/16 (Special:Redirect/logid/32361788) broke the automated tests for my QuickCategories tool (details), which try to make some edits on testwiki:QuickCategories CI Test/1. I’m not sure if it makes sense to classify Travis CI as an open proxy (No open proxies is missing a “definition” section IMHO), but perhaps that block could be lifted on testwiki, or restricted to IP users (my test logs in using a bot password), or I could get an IP block exception on testwiki? I also only used the VPN for good intent to evade internet restrictions forced upon me, and was not used as any means of disallowing Wikipedia's trust. You should be able to edit outside of the VPN without restriction. Hi Jon, I was rather shocked to learn that I was blocked from editing Wikipedia because of "open proxy." I sometimes need VPN to access certain video content (embedded in news websites) that is only regionally available. I must have left the VPN open unintentionally when I made a Wikipedia edit. I have learned my lesson now and will make sure VPN service is never on when I edit Wikipedia. But since I travel frequently to China, I need a VPN service on my computer. You are not telling me that even if I have Express VPN software somewhere on my computer I cannot edit Wikipedia... I hope that's not the case. - @Mandarin54: The IP address of the VPN is blocked, not you specifically. If you need to edit WMF sites, then you can simply not utilise the VPN at that time and it should be able to edit. This steward was elected to the role by the WMF community, so they are a person that the community has determined is able to make that decision on IP addresses that have been vandalising or spamming our sites. There was a scheduled delete on two of my articles recently and I decided that I could improve one of them with more first party resources, as recommended by the notice. That is why I added lengthy interviews with the notable person in question, Serkan Özay, by two large media entities, an invited contribution on an official Sony website, and also the videos of a guest academic lecture delivered on a university's official vimeo channel. For some reason, despite my attempts in good faith in trying to improve the article per Wikipedia's standards, it was nominated for deletion with the same exact reasons stated in the first notice--essentially disregarding the later edits that I surmise solve the valid issues raised.

Hello,
I recently noticed that my IP has been blocked due to "Open Proxy: Colocation webhost - Contact".
It is totally understandable since I noticed myself that my Antivirus activated a secure connection through VPN internet (that I've never used before actually), that I managed to turn off as quickly as possible. I am currently collaborating with various projects and willing to help in expanding Wikipedia by sharing knowledge.

This doesn't seem to be a global request to file; the comments over there say this only affects this wiki or that, not globally, when a user is logged in. Yet I'm logged in, and not able to edit now (at en.wikipedia.org), all of a sudden. IP block
I received an error message regarding an IP block, directing me to contact you. The IP I am editing from is my personal VPN, it is not an open proxy - the error message itself recognized the ip range as belonging to DigitalOcean, my host. I am the sole person with access to this IP. I only connect to the internet through it due to freedom of speech limitations in my country. Is it not possible to use Wikipedia with a VPN?

I recently tried to edit an etymology for the word aphenphosmphobia. I believe what was written by me was an almost perfect but also short explanation of the etymology. Therefore I don't find a reason as to why my IP is blocked and the etymology I wrote based on my knowledge was removed. I kindly ask for you to remove my IP ban and allow me to edit the etymology back to how it was. PS Here is a copy of the edit I did on the etymology of aphenphosmphobia. Aphenphosmphobia is a term to describe the fear of being touched, whether that is physically or psychologically. Evidence shows that people with PTSD or other similar psychological diseases suffer from this phobia(fear). Expect from the physical fear there's also a psychological counterpart which is thought to be fear of getting too attached with other people. Loving or giving to much attention to set people without getting any response from them is a possible cause and therefore this kind of phobia is created within their hearts. I believe that up until the part that says"... getting too attached with other people" is correct therefore I don't understand the fact of it being removed. IP Affected
Hi, the IP that I use for one of the servers that I admin (67.205.181.13) is affected by a ip-range block. That IP range is owned by DigitalOcean and that specific IP has been assigned to me. Due to some problems one of the bots that I operate cannot run on the toolforge's servers so I was planning to make It work on my own personal server. I am trying to edit "TMB Bank". The infobox incorrectly lists General Electric as owner. I tried to remove it from WikiData, but was blocked as I recently installed a VPN. (I admit that the title of this section might be a bit click-baitish and overstating, but...) I'm writing you from the Czech Wiktionary (not on its behalf). There has been a global block of an extremely useful, competent and prolific user. It was done on 13 November by Ruslik, with reasoning "Long-term abuse", and the user was blocked along with some other accounts - apparently aliases of the same person. The user account's name is Zabavuju flašku chlatu maskovanou jako zubní pastu. Personally, I find this block utterly unfair, unjustified and intransparent. Even, I daresay, damaging to our project in a longer perspective, as the colleague inspired others with his fruitful ideas and approach. (There might have been a pretext in the account's name which is sort of playful and jocular, but not at all profane or vulgar. Not even provocating. — Admittedly, it had been blocked with this very justification on Czech Wikipedia, but even there there is too little support in the rules.) When I addressed Ruslik on his talk page, repeatedly, to protest against the block and to ask about the true reasons, he chose to answer haughtily and derisively. He didn't bother to answer my questions and arguments - he only replied that he "wasn't inclined to unblock them". What shall I do to revert this global block?
