Why should NOT place a local unblock request on own user talk page?

Please do not place a local unblock request on your user talk page, they are reserved for local blocks. Local administrators are unable to remove global blocks, and will simply repeat the general instructions.
I did not know what this sentence meant and could not translate it.
- What is the reason for banning a practice that has been around for so long?
- What does the word "they" mean?
- What does the word "reserved" mean?
- What does "the general instructions" mean?
I read through the Talk:No_open_proxies/Archives/2021 and couldn't find any discussion or agreement on this, even though it can affect many projects. Am I overlooking something?--ProxyMon (talk) 02:27, 26 January 2022 (UTC)
- Stewards place global blocks, local administrators cannot remove them. {{unblock}} requests are be used for where someone is locally blocked, where local administrators can assist. global or local
In the section about global exceptions you find the sentence Please do not place a local unblock request on your user talk page, they are reserved for local blocks. Local administrators are unable to remove global blocks, and will simply repeat the general instructions.. Could somebody please check, if it has to be Please do not place a global unblock request .... As it is now it doesn't make much sense to me, but I may have misunderstood something.
