Global blocks don't affect Meta-Wiki, so if your IP address or account is blocked, you can still appeal here. IP addresses or accounts that cause disruption on Meta should be reported at Meta:Requests for help from a sysop or bureaucrat instead of here so that they can be blocked locally.

Please describe the kind of cross wiki abusive activity you see from the IP or account. Saying an IP or account is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. If you do not provide enough details, your request might be declined.

Warning! This is not the place to ask for locks based on your opinion that someone is disruptive. Global locks are used exclusively against vandalism and spam, not because of content disputes, not because you think that someone deserves to be globally blocked. In such cases, you should ask for local blocks at appropriate places.
If you are globally locked, you should appeal your lock to stewards-appealswikimediaorg.

Please describe abusive activity of an account before reporting them here. Since stewards are often not active at projects the reported accounts are, things that seem obvious to you may not be equally obvious to the reviewing steward.

When it's crosswiki and not an obvious vandalism-only account it can sometimes make future investigations easier to see immediately that the account is locked. Just my opinion though. ~~~~

Besides this CU misconfirmation case deployed by checkuser DHN for having the same proxy, there were no evidence to confirm him as a sock of Trieu Thuan Son (a globally locked user) such as WP:DUCK, that means he is probably innocent and this only needs local handling action, thanks. ☀DefenderTienMinh⛤☯☽ (talk) 15:24, 28 September 2024 (UTC)Reply

The account had been locked prior to this request, thus why it was marked as done by the bot (as it cannot tell the difference between unlock and lock request since they use the same template).

Anyways, at the moment, this is not done. As the request was not made by a CU, I would at the least want to see a confirmation from DHN (or possibly the blocking admin at viwiki (Nguyentrongphu)) that this is indeed not TTS, before considering removing the lock. As Trieu Thuan Son is locked and this user is confirmed at them at the moment, the account will remain locked as long as the CU interpretation is not confirmed to be incorrect. @EPIC: It is misconfirmed due to same proxy or route, I mean it is too heavy for him to be locked globally, I think the best choice here must be a global block, if he is truly innocent then global lock is a worst choice here beacuse it can prevent him from editing if being caught. Good thing, the account he created (TARGET6tidiem-Cat-a-lot and The sunflower of chemistry) wasn't globally locked yet. ☀DefenderTienMinh⛤☯☽ (talk) 16:00, 28 September 2024 (UTC)Reply

I see your point, but I'd want to see a comment from local CU(s), or at the very least, a local admin, as the user is still blocked for sockpuppetry at their home wiki, and I don't see any on-wiki confirmation that the CU data was incorrect. EPIC (talk) 16:49, 28 September 2024 (UTC)Reply

@EPIC: Hello EPIC, I am Plantaest, a sysop of the Vietnamese Wikipedia. The user TARGET6tidiem has been confirmed to share the same IP with the sockpuppet "Trieu Thuan Son" in a CU investigation. From my personal perspective, there is a possibility that TARGET6tidiem is truly not "Trieu Thuan Son" because of his useful contributions over many years, and he has publicly disclosed his real identity on Facebook (and many people are aware of this). However, the IP match could have occurred because TARGET6tidiem and "Trieu Thuan Son" might be in the same area, and both of them use the same local internet provider, SCTV. Since this is a small provider, it has a very limited number of IP addresses. Overall, this was a highly controversial case in viwiki. However, in my last conversations with TARGET6tidiem, he accepted that he would "say goodbye to the Vietnamese Wikipedia," and I advised him to create a new account for future activities.
