This proposal has been approved. The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.
A committee member provided the following comment:
The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
Item about the language at Wikidata. It would normally include the Wikimedia language code, name of the language, etc. Please complete at Wikidata if needed.
"Wikipedia talk" (the discussion namespace of the project namespace)
Enable uploads
no
Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin"). Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
"Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces
For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings
Anything else that should be set
Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above.

User:Luwanglinux: What would the namespace "ꯑꯍꯦꯟꯕ ꯃꯃꯤꯡꯌꯥꯎꯐꯝꯁꯤꯡ" be called in English? Was there a discussion in the community about its creation? Also, what would the corresponding "talk" namespace be called? Also, what does the setting "ꯑꯍꯦꯟꯕ ꯁꯦꯝꯐꯝꯁꯤꯡ" mean? --MF-W12:20, 24 January 2021 (UTC)[reply]
MF-W "ꯑꯍꯦꯟꯕ ꯃꯃꯤꯡꯌꯥꯎꯐꯝꯁꯤꯡ" This would mean a rough translation of the english word " more namespace" ..."more" means "ꯑꯍꯦꯟꯕ" or "ꯍꯦꯟꯅ" in Meitei language."space" can mean "ꯑꯍꯥꯡꯕ/ꯃꯐꯝ"(Ahangba/mafam) also.. .actually there are no exact similar words for certain english words both in meaning and uses so we are actually translating it to our best in the sense that the Meitei_project users can know easily the idea behind the word used... "talk" means "ꯋꯥꯉꯥꯡꯉꯨ"(Wa Ngang uu) used as a ""verb"" but as a ""noun"" it can be "ꯋꯥ ꯉꯥꯡꯕ" or "ꯋꯥꯉꯥꯡ" also "talk-place" would mean "ꯋꯥꯉꯥꯡꯐꯝ" here "ꯐꯝ" is short for "ꯃꯐꯝ" meaning "place" ..and the setting "ꯑꯍꯦꯟꯕ ꯁꯦꯝꯐꯝꯁꯤꯡ" mean "more settings" here the wordssuffix "ꯁꯤꯡ" in every Meitei word can be used to indicate plural numbers as I have mentioned "ꯑꯍꯦꯟꯕ" means "more"..finally the word "ꯁꯦꯝꯐꯝ" exact meaning is "factory"(place where things are made or repaired..in a polite way "ꯁꯦꯝꯒꯠꯐꯝ" read as (sem gat fam) can be used too-thanksLuwanglinux (talk) 13:34, 24 January 2021 (UTC)[reply]
I think there has been a misunderstanding. These fields in the template are not meant for translating the words "Additional namespaces" and "Additional settings", but for indicating that the wiki should have special namespaces. An example is that en.wikipedia has a namespace for "Portals". But you don't need to enter anything in this template if these special things are not needed for your wiki. Also, they can always still be added later. --MF-W13:42, 24 January 2021 (UTC)[reply]
Ok the best way seems to be add it later..I have no problem with both option my intention was to complete the main settings required..ah one more thing will the Meitei-wiki logo be changeable or permanent once set-Luwanglinux (talk) 14:08, 24 January 2021 (UTC)'[reply]
rangets & Luwanglinux, this other logo is not acceptable either. First of all it has a wrong w:aspect ratio; it's supposed to be 27:31 (135x155px). Secondly it's not even a real SVG: it's just a PNG packaged in it. Just give me whatever is written in there in plain text form and I will do the text layout. --Artoria2e5 (talk) 21:59, 3 February 2021 (UTC)[reply]
Done, see Artoria2e5. I am sticking to open-source fonts for copyright reasons, so I can only choose from Noto Sans Meetei Mayek and Eeyek. Eeyek seems to have a more "serif" stoke form, so there it is. I think some more manual editing is needed to connect the character baseline bar (ligature). --Artoria2e5 (talk) 22:31, 3 February 2021 (UTC) (Oh great, now I am finding Eeyek's kerning atrocious. Maybe I will change it again... --Artoria2e5 (talk) 22:42, 3 February 2021 (UTC))[reply]
