Requests for comment/Make Commons filemovers skipcaptcha globally

I'm from Chinese Wikipedia and today we have a Commons filemover complaining about having to fulfill captchas to complete the file moving precedure and we have to give her comfirmed right. Is it possible we somehow give Commons filemovers a global skipcaptcha

Oppose This would amount to adding all file movers to the CAPTCHA exemptions global group. The amount of work for the stewards that this would create greatly exceeds the value. * Pppery * it has begun 04:05, 14 January 2025 (UTC)

Oppose For security concerns, especially as nowadays wikitech:'s account login system is merged with SUL, by global automatically granting skipcaptcha permissions, file movers may also simply skip OATHauth (aka 2FA, the system to advance protect your account, that require you to either enter token codes, or scan QR codes by mobile phones, when enabled), which may potentially also result NDA-related sensitive datas been moved. - @SHB2000 Because, as said, this is a really sensitive right, and granting it to any non-sysop users should really be ultra-careful like the IPBE, as sockpuppets may also try washing their own socks as "non-sock" by this right. Support Please see the skipcaptcha requests on meta in 2025-01. I think it is useful. However Filemover is not a global right now. So maybe we should find a way to solve this. Hehua (talk) 11:21, 9 March 2025 (UTC)
Support, unlike other projects besides Wikidata, changes that occur in the Wikimedia Commons file space are likely to be global in natureand it is important for file renaming work that file names are changed globally in a timely manner after rename completed in the Commons. Also, we have several filemovers have experienced captcha-related problems, which I think is valid support for the proposal. A global user group obviously doesn't occur much of a security problem, and for issues that would add workload to stewards, I think we can use an automated process to solve the problem. I don't see the need for a separate global user group, "skip captcha" will suffice. It could be required that when filemover requests it, stewards can immediately grant this permission to the requester without any discussion, unless they have other confusions. Thank you.
