Request for CentralNotice banner for Libertad de panorama en Europa en 2015

Resolved. Banner not needed ATM, will be using local sitenotice and wait until the global FoP campaign starts

Hi, we have been discussing the Freedom of Panorama in Europe in 2015 campaign in the Wikipedia in Spanish and there is wide support for starting the campaign immediately instead of waiting until July 2nd, as planned for other projects.

This is the campaign:

We would like to rotate the two banners shown in this thread, but if that is not feasible for technical or practical reasons, there is a slight preference for using the one with white lettering over a dark background. If you intend just to limit just the banner to eswiki, maybe es:MediaWiki:Sitenotice would be better. It cannot be geolocalized though. Perhaps if other projects would like to complaint about this EP proposal, we can arrange a global banner, with translations. @Jalexander: what do you think? As far as I understood, language communities were about to protest individually. The German language community's signature campaign for instance already ended by now, its CN banner has been visible to all users with German as their interface language. Vogone (talk) 13:55, 29 June 2015 (UTC)
Hi MarcoAurelio and Vogone, thanks for the comments. At first I was also considering using a site notice in es.wikipedia, but then I noticed the German campaign in central notice and I thought that was the appropriate way to procceed. We have not discussed geolocation earlier (I have just brought up the subject), but I think it is best at this stage to target the campaign to those who can take some sort of direct action, since those banners are purposefully intrusive. --XanaG (talk) 18:55, 29 June 2015 (UTC)

Request for CentralNotice banner activation for Freedom of Panorama in Europe in 2015 (French language)

Hi, following this poll, I request to put this banner as a notice on the French language Wikipedia. Mediawiki:Sitenotice is currently being used for this, Mediawiki:Anonnotice isn't, and neither can be as precisely configured as CentralNotice.

Huh? The close icon in the CN banner works as one would expect it to. i.e. It closes the banner if you click it. It's different to how you had it on fr.wp sitenotice. -- KTC (talk) 15:47, 2 July 2015 (UTC)

Ur, it is supposed to be worldwide, I see no reason why all the readers of Wikipedia in French couldn't see this banner. Once again, the French leaving out of France are two millions and vote for the European elections. If you want the banner to appear worldwide to anyone who has their language set to French, then you'd need a separate CN campaign. The current one started as English Wikipedia only as that was who I was creating it for, and it appeared to me that they only authorised it for EU users. -- KTC (talk) 18:13, 2 July 2015 (UTC)
Thanks KTC but the idea was that the banner appear on fr.wikipedia.org (logged and IPs), not specifically on all versions for users that have turned their language to French. (I only discovered that about CN today...) For most people, there's not going to be any difference. One can only change the interface language if they are logged-in, so it definitely won't affect anon. You have to ask how many editors are there that set their Wikipedia interface language to French outside the French Wikipedia. You can of course go back to local notices, but do note that apparently anonnotice cache can be up to a week, so your IP users may not see the notice for a week / may still see the notice a week after it's been turned off. -- KTC (talk) 18:30, 2 July 2015 (UTC)

The EN_WP_FOP (en because that's who I was originally creating it for) CentralNotice campaign is currently set to

  • Languages: ca, cs, de, el, en, eo, es, et, fi, fr, gl, hu, it, lv, sl and sv
  • Countries: AT, BE, BG, CY, CZ, DE, DK, EE, ES, EU, FI, FR, GB, GF, GI, GP, GR, GY, HR, HU, IE, IT, LT, LU, LV, MC, MQ, MT, NC, NL, PF, PL, PM, PT, RE, RO, SE, SI, SK, TF and YT
You will only see the FoP banner if you are on Wikipedia, either on the desktop or mobile site but not Wikipedia App, and you are not logged-in and you are on one of those language wikipedia or you are logged-in and your interface display language is one of those above, and your IP resolves to one of the countries above. Note there are also other banners campaign on at the moment, so an user may be seeing those instead at any particular time. -- KTC (talk) 21:06, 2 July 2015 (UTC)

From what I can read on the French "Village Pump", I think it could be a very good idea to deactivate the banner on French version, at least for 24 hours, and let the community decide if they want to set it back with SiteNotice or Anonnotice, according to the new information on JM Cavada's decision. @KTC: I don't know what the community thinks... but I guess the best thing to do, with this new information, is to deactivate the banner during the time necessary to inform and let french community take a decision, as suggested by Starus. Request for deactivation of Freedom of Panorama banners, all languages.

User:dimi_z, WP's person on the spot in Brussels, has just emailed and posted the following diff to the co-ordination page on Commons.

The tl;dr is: we won. Cavada is now recommending deletion of his own text. The immediate threat is over, so it's time to suspend the banner campaign. (#4 below).

Here's the full text of Dimi's post:

UPDATE:

  1. We have managed to find enough MEPs from various groups to file a positive amendment affirming Freedom of Panorama. The signatures were collected with the help of mainly the Dutch, German and Estonian ALDE members.
  2. As a result of the big pressure we exercised and the fact that his own group publicly opposed him on this, Mr. Cavada has now called everyone in the European Parliament to vote to delete his wording, but also to oppose the amendment, as a compromise. It looks like there is a solid majority for this compromise.
  3. Delegations form the second largest group, the S&D, have taken public positions against the Cavada text. They have however also let us know, that they wouldn't appreciate being cornered into voting for new (ALDE) amendment. The reasons they cite are mainly of procedural nature.
  4. It would take a lot of pressure to get the positive amendment through. Such an aggressive campaign pushing for the absolute maximum this early on in the legislative process could, I am afraid, hurt our standing. Especially banners are only effective if they are used conservatively and there is an imminent threat. This threat is not given any longer, which we should all congratulate ourselves for. This is something we achieved! I want to personally thank each and every single one of the hundreds of people who worked on this.
  5. We can still push for the positive amendment by ALDE! We can do this by writing and calling our MEPs personally and ask them to vote for it. We can also do this by joining the www.change.org/p/european-parliament-save-the-freedom-of-photography-savefop-europarl-en petition, which will ask all its signatories to to do the same.
  6. What we can and should do now is invest in the contacts we established with MEPs and their assistants. Thank the ones who answered and promised to help! Invite them to a Wikipedia meet-up! Offer you expertise! Ask them to help you with FoP on the national level if you have none!
  7. Maintaining contacts is also important, as the copyright reform dossier will come to the European Parliament sometime next year. If we make friends now, it will make our lives much easier next time around.
  8. The vote on 9 July will go down as follows: First the positive amendment by ALDE will be voted on, then after that the "split" (meaning deletion) of the FoP paragraph. If the positive amendment passes, we would need the deletion to be rejected. If the positive amendment is rejected, we need the deletion to get a majority.

It are the various communities that decided to have a banner (or not), I do not think it is a good idea to just switch it off, as that would bypass the communities. Also there are various local Sitenotices about the same subject. If the communities are not involved first, they might re-active their Sitenotice again, and those had multiple times texts that are not accurate and are worse than the current CentralNotice. The current CentralNotice texts have been reviewed by WMF/EU team first. Romaine (talk) 20:36, 2 July 2015 (UTC)

Well, I can add an update to the various discussion pages about the situation. This update should then clearly describe what the situation is, what the results of our action have been and what will come. Also it should include what the reasoning is why. The long text of Dimi is a bit too long to effectively describe it. Can we try together to write a shorter text in what it is clearly described? Then I can post it on the various discussion pages. This is what I've written on the draft Signpost article:

UPDATE On 2 July, the French MEP Jean-Marie Cavada who had proposed the text effectively calling for an end to commercial freedom of panorama in the EU announced that he would no longer be supporting this proposal, and would now be calling on all MEPs to delete it. With the direct threat averted, User:dimi_z, Wikipedia's person on the spot in Brussels, called for the banner campaign to be stood down. (More below).

Situation as of 2 July. With the apparent collapse of support for the Cavada text, Wikimedians are still encouraged to contact their MEPs to confirm the MEPs' support for its deletion; as well as to suggest individual support for the Schaake amendment, on the basis that (for example) freedom of panorama encourages greater cultural sharing and vibrancy across Europe (and more complete Wikipedia articles!), whereas the present patchwork of laws is unhelpful and creates confusion, whether for photographers, for websites, or for small publishers trying to operate in multiple countries. However due to various procedural deals that have been made across the report as a whole, it is likely that group lines (in particular that of the centre-left S&D group) will be for deletion only, without addition of new text. The advice from dimi_z is not to push this, as at this early stage of the legislative process winning goodwill is more important than trying to win a vote that will be essentially symbolic—the essential thing was to show the depth of resistance to the Cavada text; but instead to try to build up relationships that may be valuable when the detailed copyright reform dossier comes into the parliament, some time in the next 12 months.

@ProtoplasmaKid: but you want the banner to say "Register Now! / ¡regístrate ahora!", which means you want people to attend the conference after seeing that banner. No one outside Mexico seeing that banner will decide "yes, I'll just register and catch the next flight to Mexico City and attend the last day/hours of the conference".
I've created a basic text only banner for you (en, es). It's one banner with translated text, rather than different banner for different languages. If you want something more fancy, you'll need to supply the HTML/CSS for it. @ProtoplasmaKid: I've limited the traffic to 50% as it was responsible for issues on the servers. Can you reconsider wheteher it should actually be shown to non-logged in users? Also I don't think it should actually end at 14th because the event starts the next day. Perhaps 10th is a better day for it to end? I've imported a page (Help:Bearbeitungskonflikt) that needed the importupload right to complete per Steward_requests/Miscellaneous#Import. It now needs moving to Help:Edit conflict/de replacing the existing page in order to complete the request. I'd prefer a local admin to do this rather than doing it with my Steward bit. Just driving by. I believe you are referring to the AbuseFilter disallowing your edits (e.g., Special:AbuseFilter/examine/log/80448). After a month of discussion:

  • Bureaucrat removal of the 'sysop' bit: rejected with 42% in support of the idea (8/11/0).
  • Bureaucrat removal of the bureaucrat bit: rejected with 11% in support of the idea (2/15/1).

Sysop abuse on the Azerbaijani Wikipedia

User:sefer azeri' is engaged in vandalism: 1 (Reliable sources wiped out.), 2 (Without any major wiped out the picture., , ) , 3 (Fraud. Map changed. 100 years have reduced the state's history.), 4 (Insult.)... Requires block it for at least a year. But it was never punished for their work. Sortilegus always supported him. He is also engaged in vandalism: 1 (Reliable sources wiped out), 2 (The name of the state, has been removed.), 3 (Reliable sources wiped out)... Wertuose always supported him. He is also engaged in vandalism: 1 (Picture of the article - az:Bakı xan sarayı), is deleted.. 2 (insult; Əxlaqsız ifadələrə görə...) and 3. The 3 users blocked me, without any reason! We do not have arbitration and appellate courts. Therefore, administrators dictator. No one can give me an answer?! To whom should I complain? I wrote about it: Requests for comment/Sysop abuse on the Azerbaijani Wikipedia, but there was no reaction?! The reason I am writing again. Please avoid vandalism. Perhaps now would be the reaction? I´m not sure that this is the right place to ask on meta, but could someone please protect my user-talk-page here? I have been hunted on English Wikipedia for years by this vandal: JarlaxleArtemis, and my talk-page there is protected. I got a SUL-account just a couple of months ago, and now he follows me around on commons and here.

I've took some measures from that to happen or reduce it though; although I believe that the best measure would be to sue him or fill a criminal complaint. Why would we want the bot with the right, rather than the user operating the bot? Granting bot accounts the right seems unusual.  — billinghurst sDrewth 13:06, 19 July 2015 (UTC)
It would be one less thing to do for the person publishing this newsletter. The bot has to be involved anyway, because some users want an automatic cleanup of old annoucements, which is not possible with MassMessage. Orlodrim (talk) 14:51, 19 July 2015 (UTC)
