維基媒體基金會理事會邀請維基媒體社群就維基媒體內容版權的提案投票,此提案可令維基媒體內容根據共享創意姓名標示-相同方式分享許可證 (CC-BY-SA)方式授權,而同時保持根據GNU自由文檔許可證 (GFDL)方式的雙重授權許可。理事會已經衡量過各種可行而且適合維基媒體內容的授權方式選項,並且相信本提案是通向達成我們的共同目標——也就是收集、發展、傳播教育性內容,並永遠地讓所有人不論身在何處,也可以免費地取得這些內容——的最佳途徑。

  2. 要求其後維基社群的新編輯以此方式按雙重許可協議發佈,但允許來自第三方的内容只按CC-BY-SA發佈。
  3. 告知使用者只按照CC-BY-SA發佈的資訊不能按照GFDL發佈。

為與所制定的政策、做法,以及CC-BY-SA授權模式保持一致,作者與編者需要默許被用家提及;最低限度透過他們貢獻文章的超連結。

動機

是次提議改變的主因如下:

  • 我們目前雙向地不能與其他CC-BY-SA授權項目分享文字內容。全球有數以十萬計作者採用共享創意授權(參見統計數據), 迅速地成為軟件以外最被廣泛使用的法定工具發表作品的權利。因此這個與其他非營利組織及網上社群相互操作的障礙與維基媒體的使命有所衝突。
  • GFDL有些繁冗的要求,例如需要在每個副本中包含協議全文。這些要求阻礙我們重用自由內容文本與媒體檔(如口述之文章或列印之圖文)。維基媒體基金會需最大限度顧及自由知識的傳播。雖然我們一直允許使用比較低限制的再使用條款,但不一致性可能導致恐懼,不確定,以及懷疑合法與否。祗有能夠負擔法律諮詢費用的用戶才能研究使用條款。這與維基媒體的使命有所衝突。

提議的授權更新可達到更大的相互操作性和世界知識的運用以達致我們的願景:一個人人皆可自由地分享所有集成知識的世界。

表決過程

我們誠邀所有在2009年3月15日之前在任何一個維基計劃編輯達25次的貢獻者參與是次表決。表決透過委員會投票軟件實行,並將由第三方安全地執行。

投票有三個選項:

  • 是,我支持是次改變。
  • 不,我反對是次改變。
  • 我對是次改變沒有意見。

若少於一半的投票者表達支持改變的意願,決議不會立即實行,而作進一步委員會與社群的諮詢。

若一半或以上的投票者表達支持改變的意願,決議會轉交理事會承認。根據投票結果及反對性質,理事會會考慮進一步商討、修訂建議,或按原定實行。若理事會通過,會設定實行日期。

  • Copyleft/Share and Share Alike: If you make modifications or additions to the page or work you re-use, you must license them under the Creative Commons Attribution-Share-Alike License 3.0 or later.
  • Indicate changes: If you make modifications or additions, you must indicate in a reasonable fashion that the original work has been modified. If you are re-using the page in a wiki, for example, indicating this in the page history is sufficient.
  • For further information, please refer to the legal code of the CC-BY-SA License.

You may import content from other sources that is only available under the CC-BY-SA license, but not only under the GNU Free Documentation License.
