2024年Wikimedia Taiwan採用了新框架來歸納我們的策略,其中「伙伴連結」是較新的領域。我們在這裡嘗試了新的系統(CRM)以及廣告A/B測試的方法,更科學化地了解我們工作的成果。不過今年因為還在熟悉工具的階段,還沒有能夠有效利用這些工具規畫出促進連結的方法與頻率。在一些工作上我們面臨無法吸引社群認同並加入的狀況,也在需要大量人力的館聯計畫上造成人力不足。
另外兩個領域雖然多半是過去熟悉的業務,我們在過去基礎上採取兩個方法增加創新,一個是提供更多的報告、紀錄,使學習心得可以傳承為組織的內化知識;另一個是替活動增加子項目,以嘗試新且較有風險的領域。
2. Were there any strategies or approaches that you felt were effective in achieving your goals?
我們和一些外部社群合作已經達成了不錯的成效,例如協助台南一處社區的組織建置地方知識,工作成果就吸引台灣的文化部來與我們尋求合作,進一步找到館聯專案嘗試的起頭。無人空拍機社群的合作也拓展了未來工作的可能性。
除此之外提供國際連結的機會也會激發許多工作的創意,尋求低成本、語言屏障低的方法鼓勵更多交流是很重要的。
3. Would you say that your project had any innovations? Are there things that you did very differently than you have seen them done by others?
如同第一題中的回答,我們嘗試了新的工具CRM系統及臉書廣告的A/B Test。
CRM系統在過去曾被建議使用,但當時評估過於消耗工作時間,在去年我們試著以這個系統進行會員及合作者的互動管理,以利之後改善我們與這些人的互動關係。今年的主要發現是系統內的,包括我們規範了怎麼在系統中歸納活躍志工的所屬專案;以及利用新系統更有效率管理會員的會籍狀況。
A/B Test 不是新的工具,但也我們第一次有意義地去討論臉書宣傳文應該如何取主題。我們在測試中發現針對普世價值議題、以負面警示的方式敘述,召喚人們參與維基以改善壞結果的宣傳最有成效,但是受眾也有強烈的性別落差。這有助於我們精確擬定更好的活動宣傳。

去年社群很大幅度接下了主要活動執行的工作,使我們更專注在策略及支援上。Wikidata社群與新樂園合作的Wikibase研究,以及和OpenStreetMap合作的專案,都由台灣分會擔任支Physical sponsor;Wikidata Conference 2023也是基本由Wikidata社群籌辦,我們在旁協助行政、帳務管理等工作。女性社群則大致主導了藝術與女性主義編輯松的企畫。
有一些社群則由我們提供專案教學、並提供企畫建議。包括館聯專案、台南學甲社群等。
我們也透過一些會議(發起人不一定是台灣分會)強化與社群在工作上的相互理解,特別是反覆介紹2030戰略目標與他們可能的關聯。

Part 2: Your main learning
[edit]8. In your application, you outlined your learning priorities. What did you learn about these areas during this period?
1. 我們與會員、社群、合作伙伴、潛在合作伙伴之間的互動頻率、形態為何?以及不同的頻率和形態可能對關係造成什麼樣的影響。
因為是第一年的關係,我們對於這個學習點只能建立基礎數據,還沒有更進一步的觀察;一個粗淺的理解是:我們今年發佈活動資訊給會員的頻率由每月提升到每週,以密集但少量的資訊來做聯絡,但是會員並沒有提高活動參與度。
2. UCoC對中文維基百科社群有何影響? 這項目發現推廣並不容易,我們的課程因人數不足而取消,且UCoC似乎還未被中文維基社群認知為重要管理原則。
3. 如何強化小語言社群與維基媒體運動的連結、如何產生金錢以外的編輯誘因。 與國際社群交流、激盪想法,以及塑造認同感對他們來說有很多的誘因。今年多個社群都在著手設計他們的識別標誌,對台灣分會補助Wikimania 2023參與也非常有回應。
4. 在轉型為HUB的ESEAP中,台灣與其他區域內國家如何合作互動、這些互動產生什麼影響? 在ESEAP Hub的討論過程中碰到滿多難題,各個國家之間的文化習慣、社群發展特色都需要許多的協調。但是台灣在Hub的推進上有盡力做到我們的責任,提供許多經驗跟制度的建議。
9. Did anything unexpected or surprising happen when implementing your activities?
我們在館聯專案發生了非常多的意外,原因來自於對與政府單位合作上的不熟悉。包括: 1. 在初期擬定計畫目標時,雖然我們已經警告目標過大,但是被合作單位以「先嘗試」為由說服。當我們預期前期的緩慢進度可以足以證明我方的評估準確,使公部門修正目標,但後來發現降低目標需要非常繁瑣的行政程序。這也讓我們理解未來必須在前期多加堅持。 2. 一些合作館舍在接到上級單位交付的任務後,會迅速招標給外部廠商執行。這個過程會導致更難修正不合理的目標。 3. 我們發現翻譯條目到英語維基百科有非常多的困難,包含若只有中文紙本來源時可能會不被接受,即便以其他方式保證文獻可靠性,草稿審核志工也不太願意開啟我們提供的文件核對。一些生物分類上的歧見,會使英語世界不熟悉的區域物種(或亞種)被挑戰是否存在或是否可獨立成條目;以及作品名稱的翻譯很容易被視為難以理解。由於世界性的條目英語版比中文版豐富,能由中文譯為英文的多為具有地域特色,可能只有中文文獻關注的內容,這會使得未來規畫相關翻譯案上,我們能夠選擇的標的要更加有所限制。

1. 數位工具的部分,會在今年的基礎上持續觀察比較,以得出更精確的資訊。 2. 社群上我們會再嘗試以比較小規模、和緩的方式經營館聯專案;以及更進一步鼓勵小語言社群成立自己的自治體。 3. 國際交流上,會以確定ESEAP hub的組織架構、同時將在區域有發展潛力的專案歸入這個平臺上去執行,以分會力量加速 Hub 發展其功能。

社群賦能及一般行政分別有224,313及260,752未動用,佔了大部分。 社群賦能的經費未動支來自於社群活動使用了許多免費資源,同時社群活動舉辦的需求浮動較大。 一般行政中較高差額來自薪資與交通,薪資是因為職員試用期後敘薪未達計畫上限;交通則是因為館聯專案有許多教學需求,在審慎的行程安排下,大部分的移動都由其他單位支付了。
