Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

We have calculated the number of articles (edit-a-thons, Wikiconcours Lycéen and MOOCs) and Wikidata entries (Ma Commune Wikipédia and the Eté des Régions) which have been improved and/or enriched in addition to the quantity of imported audio data (Lingua Libre) and images (WLM, WLE, L’Eté des Régions, images supported by WMFr, GLAMs in France). We have also taken into account the pages improved thanks to the importation of these images.

Telling your program stories - all programs

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change.   • We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
  • Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
  • We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.

Since last July 2016, 43 different edit-a-thons have been held. The themes were as follows :

Possible next steps

This year, several partners who have already carried out edit-a-thons in partnership with the association are now in a position to organise these autonomously, and will be able to organise new ones next year. At the same time, we are continuing to organise edit-a-thons with partner organisations and new stakeholders with the aim of training target audiences, of encouraging institutions to submit content and of enriching Wikimedia projects. We have noted that some edit-a-thons have been repeated during the year thanks to interest from volunteers, to committed partners and to loyal contributor audiences.

The themes most often dealt with in the edit-a-thons are those concerning women and feminism in addition to local and architectural heritage. The guide for organising an edit-a-thon will be translated into English with the aim of further assisting volunteers and chapters to organise this type of event.

The number of edit-a-thons should increase over the coming months, thanks in part to external communication concerning previous events, which has generated interest from organisations potentially keen to organise edit-a-thons in partnership with the association. A civic service volunteer is currently being recruited to help the mission manager organise these.

In order to also meet expectations and to boost the reach of our GLAM activities, an initial attempt at drawing up an inventory of previous and ongoing activities has been launched. This is associated with a wish to unite the partners around the ideal of the free sharing of knowledge, particularly by working more closely with stakeholders such as ICOM France (the International Council of Museums) but also by integrating Wikimedia projects in training programmes for museum personnel. Over the coming year, projects such as Wikimuseum should be boosted in order to develop a genuine, long-standing network of national partners.

Description of the activity

The group of Parisian contributors to Wikidata was organised at the start of 2016 and took part in several events concerning this subject. On July 2, two contributors held a workshop at the Pas Sages en Seine hackers festival / Hacker Space Festival 2016 in Choisy le Roi which included a general presentation of the Wikidata project followed by a mini contribution competition using the Mix'n'Match tool. These two contributors, along with another, also ran a further workshop during the Wikiconvention in August. In September, two contributors took part in the Open Asso hackathon organised by Etalab (the organisation with responsibility for the policy of opening and sharing public data by the French government) and worked on aligning data on the various French districts between Wikidata and Geohisto. In December, during the hackathon run by the Open Government Partnership, also organised by Etalab, a similar information harmonisation process concerning the French districts was performed with the website Communecter. In January, one Wikimédia France staff member joined the Open Knowledge France team during the hackathon organized by the French Ministry of Foreign Affairs, working on the importation of the CITES database of endangered species on Wikidata.

More widely, all of these events provide an opportunity to help make the various people attending the events aware that Wikidata exists and of how it functions. In June, we held a mini-hackathon about free and open source software on Wikidata, with participants we first met during the regular Wikidata workshops, the Open Government Partnership and Wikidata pour la science (Wikidata for Science).

At the same time, in July and from September to January a series of monthly workshops have been organised on the premises of Wikimédia France in Paris, with a different topic each month: presentation of the databases in September, interface customisation in October, external tools (duplicity, Mix'n'Match, Wikidata Games, etc.) in November, constraint tracking in December and mass upload (QuickStatements) in January. Four "Introduction to Wikidata" workshops were also held in Rennes in July, August, October and March. A second edition of Wikidata pour la science (Wikidata for Science) was organised in April, and the event is now an annual one in the Université Paris-Saclay. Also in April, we organized a full-day Wikidata workshop in Nantes.

Finally, we organized an online workshop on June 28, as part of Soirées Wiki en ligne. With 12 people connected, it was a success for this kind of event and we plan to do it again next year.

We planned to organise a conference on the theme of open data, to capitalise on the experience acquired with the organisation of the European Wikimedia Hackathon of 2015, on the previous Wikimedia Meetup events in 2007, 2010 and 2012 and on the activities related to Wikidata, but this project was delayed after we obtained only half of the FDC for next year. Likewise, we had translated the three leaflets aimed at specific audiences (researchers, companies and institutions) made by Wikimedia Sweden, but they were not printed.

Possible next steps

We will organize a smaller event for the fifth anniversary of Wikidata, focusing on students. We are working on the three leaflets we translated to unite their messages into a new one. As the online workshop was popular, there will be more.

Possible next steps

Wikidata is now one of the most popular Wikimedia projects, and we want to continue advocating it and ensuring it is known by scientific and cultural institutions, as well as administrations that hold data. In the same time, we want to support the evergrowing volunteer community.

Lingua Libre

Origin of the activity

During the launch of the Langues de France project, the ability of minority language speakers to participate fully in the written aspects of Wikimedia projects encouraged us to come up with a new way of contributing. Also, offering a response to the lack of audio files on Wikimedia Commons, Lingua Libre came about as a result of discussions between the Ministry of Culture, the partner associations working to protect linguistic heritage and members of Wikimediens France. After a contribution discovery day bringing together these various stakeholders, the development work began in April 2016.

Description of the activity

Related to the Shtooka project, Lingua Libre benefited greatly from the expertise of a volunteer, Zmoostik, but also from a number of contributors highly involved in Wiktionary. After several months’ work, an external website was developed: lingualibre.fr.

The features of this website are as follows:

  • Creation of a user account with validation of the CC-BY-SA license ;
  • Creation of a speaker profile associated with one or several spoken languages ;
  • In the recording studio, Lingua Libre requires access to the computer microphone then proposes two recording methods.
  1. An open recording ;
  2. Listing-based recordings (by extracting the themed lists from Wiktionary, Lingua Libre makes it possible to automatically interrupt the files, identifying when the recording begins and ends).

Thanks to the collaboration with other chapters, particularly Wikimedia Deutschland, the Amical Wikimedia and the Basque User Group but also the participation of Wikimédia France in the Digital Language Diversity Project, the results obtained in France will be quickly replicated on a Europe-wide level. As a result, Lingua Libre is gaining a foothold in the European university world and is emerging as a tool available to all, favouring the promotion of linguistic diversity. Since the launch of this initiative, new types of contributors have appeared in the projects, via our partners including associations (such as for example Lo Congrès or Gau un Griis) or public organisations such as the OLCA and the OPLB. We have also contacted the community of contributors to projects in minority languages to plan future activities with them.

Possible next steps

The Lingua Libre tool is gradually assuming a new dimension. After Wikimania 2017, Wikicon 2017, followed by the French-language Wikiconvention 2017, Lingua Libre should be closely linked with the academic and university environment. An initial project has seen Wikimedia France working with the University of Strasbourg, with the CNRS (the French national centre for scientific research), with the University of Zurich and with the University of Liège, for the use of Lingua Libre as a platform for the submission of linguistic surveys. All the records derived from these recordings will therefore be available to the Wikimedia projects and will enable us to move forward with the creation of a corpus of free audio material. A second project should shortly be finalised between the INALCO (the National institute for oriental languages and civilisations), the CRI (interdisciplinary research centre) and Wikimedia France with the aim of using Lingua Libre as a resource for the free teaching of languages.

But above all, Lingua Libre should continue to develop by being finally fully incorporated within the Wikimedia environment. To achieve this, a development phase still needs to be planned in order to allow for contribution to Commons, with the categorisation and reuse of this audio content in all Wikimedia projects. Great progress has already been achieved during the 2017 Vienna Hackathon but all avenues for progress currently being explored should really come to fruition in 2017-2018.

For WikiMOOC #2, we aimed to achieve two new objectives:

  • Replacing certain demonstration videos by interactive tutorials directly on Wikipedia (guided tours), which are better adapted ;
  • Adding an optional module on wikicode and templates, two advanced and technical aspects of Wikipedia which some people felt was lacking during WikiMOOC #1.

WikiMOOC #2 was held from March 6 to April 19 2017 on FUN platform. The filming of the videos of the MOOC took place in December on the association's premises. This was handled by the same video makers’ association as last year. The MOOC was presented by three Wikipedians, representing the French-speaking world in all its diversity: Natacha Rault, from Switzerland, Habib M'henni, from Tunisia, and Valentin Guillaume, a Parisian.

Description of the activity

After an initial successful event held in February-March 2016, with more than 6,000 people who signed up (and very high satisfaction ratings), a second event has been launched in March 2017 on the France Université Numérique (FUN) platform supported among others by the Ministry of National Education, Higher Education and Research. The MOOC is intended for novices and beginners. It is also used by some teachers in the secondary and higher education sectors. This online course was launched at the initiative of around a dozen volunteer contributors from Wikipedia, who contacted Wikimédia France to obtain its support. This support is both financial and human, with the project coordinator being a Wikimédia France employee.

Possible next steps

The second MOOC (in 2017) included new functions and features, and content revisions allowing for reuse in identical circumstances in 2018. These latest changes could even give rise to the use of this resource in new forms, such as "tutorials". Finally, due to insufficient resources, we are setting aside our plans to develop a MOOC platform dedicated to Wikimedia projects for the time being. Origin of the activity

Supporting photographers is one of the main methods traditionally used by Wikimédia France to support the Wikimedia Commons community and in doing so to help boost the multimedia content of all Wikimedia projects.

Description of the activity

From July 2016 to June 2017, 96 contributors published 25,524 files supported by Wikimedia France. In addition to the events already mentioned in the progress report, we should mention photos taken during an edit-a-thon in La Ferté-Macé, a Wikicheese session in Béziers during the contribution month, a trip to the Musée du Quai Branly and portraits of authors taken during the Book Fair.

A new camera is available for loan, having been contributed by a volunteer who no longer used it. Apart from the highly specific equipment (120-300 mm lens, Go-Pro, photo table, high-speed camera), most of the equipment made available in Paris is almost always on loan.

Possible next steps

We will continue as we are now. We are planning events organised around the theme of sports photography, including in particular capturing sporting movements with the high-speed camera. We plan to purchase a standard lens for the 7D, to be able to put together a pack which is easy to use for beginners.

Description of the activity

On Monday 28 and Tuesday 29 November 2016, during the Partnerships workshop, executives, directors and program managers from Austria, Germany, France, Sweden, Argentina, Poland, Estonia, the Netherlands, UK and the Wikimedia Foundation shared experiences on partnerships in different fields.

This workshop was also used to work on a strategy for collective impact in order to know how we can make this work even better, share our learning with the movement and through that, build capacities in other chapters regarding partnerships.

In summary, the group wants to stay open and inclusive using the Partnerships portal on Meta, as long the content is kept tight. The group intends to meet at least three times in the year (Wikimedia Conference, Wikimania and a 3rd meeting). The group also wants to actively promote, preach and live “Collective Impact”.

The European GLAMwiki Coordinators meeting took place in Paris in February (17 to 19). It was the opportunity for GLAM teams from different chapters or local groups to share about their experiences, expose their successful partnerships and the difficulties that the GLAM projects can bring out. This kind of meeting can also offer a unique opportunity to aim good practices and create a real mutual assistance helping to consider GLAM as an international movement despite of the cultural specificities of each country. This year the meeting took place at the UNESCO where staff members and volunteers of our chapter explained the French part of this great project with National Archives, WikiMuseum and University of Rennes as spearheads.

From 30 march to 1 april 2017, members of the board and staff members participated to the Wikimedia Conference in Berlin. This great event permitted us to share with multiples stakeholders around advocacy, strategy, community, partnerships or fundraising basing on our representatives expertise. Some of these exchanges contributed to tighten the links and work together with other affiliates among which Wikimedia Canada could be a good example.

Possible next steps

For the last year, monthly discussions have been held between the two volunteer support teams from Wikimedia France and Wikimedia DE. The aim is to encourage exchanges of experience in addition to greater coordination between the European chapters. In addition to the WikiAlpenForum, Wikimedia France should increase the number of activities carried out jointly with other chapters. A multilingual contribution day devoted to the end of the First World War is already being considered for 2018, jointly organised with Wikimedia DE. Work focusing on minority languages is also a good way to promote cooperation between the chapters (Wikimedia Canada, Basque User group).

Origin of the activity

The WikiConvention is the French version of the WikiCon events organised just about everywhere worldwide. As a sort of French language Wikimania, the WikiConvention is an international conference bringing together French-speaking contributors to the Wikimedia Foundation's projects (Wikipedia, Wiktionary, Wikidata, Wikisource, etc.). It discusses the manner in which these projects operate, the production of free content and participative aspects, etc. The event provides a platform for debate, training and the chance for the participants in a project to meet up. The idea of organising a WikiConvention has often been discussed within the French-speaking community. An initial attempt was proposed to the Wikimédia France executive board in May 2012. However, we had to wait until summer 2015 to see the project take shape, at the initiative of a Wikipedian. The Wikimédia France association then provided financial and logistical support at the request of this individual.

Description of the activity

Volunteer Wikimedians met via two committees (the organisational committee and the programme committee) to participate in the organisation of this event. An employee and two volunteers supported the contributors with this initiative. The rest of the Wikimédia France team contributed logistical help ahead of and during the convention. This was held from August 19-21 in Paris at La Halle Pajol. The event programme for these days is available on the event’s Meta page.

The next French language Wikiconvention will be held in Strasbourg in October 2017, once again in partnership with the International Organisation of La Francophonie and the Ministry of Culture. Supported by the public authorities (the Grand-Est region and the City of Strasbourg), the purpose of this second event will be to put this willingness to work together on a long-term footing. This year, we will be particularly attentive to the impact of the Convention on the town of Strasbourg. The numerous local partners involved in its organisation (the University of Strasbourg, the Office for the language and culture of Alsace and Moselle) but also the local press and the support of the town hall should make it possible for the Wikiconvention to initiate several trial contribution projects. The chosen location will also see us focusing more on Wikimedia projects in Germanic languages with the support of Wikimedia DE. The event programme for the second event is already available here.

The Wikipedia "Eté des Régions" (Summer of the Regions)

Origin of the activity

With the goal of raising the profile of our regions on the world's largest encyclopaedia, the second Wikipedia Été des régions event (Summer of the Regions) ended on September 21. The purpose of this initiative is to invite French citizens (and tourists) to take photos of local towns, villages, landscapes, statues, arts and crafts, events and celebrities, and in short anything which contributes to the richness and charm of the French regions. The photos uploaded to the Commons can be used to illustrate Wikipedia articles concerning the subjects photographed. The idea came from an analysis of the data and images contained in articles about the regions on Wikipedia. We noticed that the articles were sparsely illustrated and that the photos were not always of a high quality. We therefore forged targeted partnerships aimed at generating new content.

Possible next steps

The online publication of the Ma Commune Wikipédia website should follow on from this initiative, which began with l'Été des régions. According to the results from the 2017 initiative, we will consider whether we should maintain a summer photo campaign or if our activities should focus more on the Ma Commune tool, which had been designed to combine the photographic aspect with that of contributing to Wikipedia and the other projects.

Description of the activity

After several months of work and development, Ma Commune Wikipédia has now been published. In its redesigned form, it now makes it possible to offer a detailed overview of the information contained in the Wikimedia projects (Wikipedia, Commons, Wikidata, Wikivoyage) concerning a particular town. The website has been designed to facilitate contributions while overcoming any obstacles which may arise when discovering the Wikimedia projects. For this reason, the tool analyses the content of the Wikipedia article and proposes the least developed sections first, with a link to recommendations to write specific content for each section.

The project was just put online right before the end of the period. It currently serves data about 39002 current and former French communes.

Possible next steps

The website is now in production. For the time being there are no new development phases planned, but any possible bugs will be corrected. We now need to get the tool better known, particularly by institutions and contributors. We will therefore get back in touch with the Association of French Mayors, and give presentations to local Wikimedia France groups.

Origin of the activity

Wikimedia France has supported the development of local wikimedian activities by assisting with the creation of contributor groups in France. The goal is to cover the country as thoroughly as possible through the emergence of local communities organised with the association's support. This support accounts for a significant proportion of Wikimedia France’s activities, with Wikimedia France seeking to respond as effectively as possible to the requirements expressed by contributors. We provide logistical support through the sending of documentation, equipment (overhead projector, high-quality camera, etc.) but also by handling institutional relations with the organisation of partnerships. This support function is also accompanied by financial support, while at the same time seeking to promote the autonomy of local communities.

In September 2017, 14 contributors’ groups were working in France, performing training sessions, edit-a-thons, wikipermanences and content contribution with partners. To further boost the autonomy of local groups, a special budget was set up for each local group. The aim was to enable contributors to have a clear overview of the costs incurred by their activities while at the same time enabling them to plan any purchases likely to help them in their work. Work was also undertaken on Meta-Wiki to ensure that each group has dedicated pages where it can consolidate its information: Example: the local group for Brest

The Wikilettre newsletter has been upgraded, with the aim of improving the quality of the information exchanged between the local communities. The drafting has been transferred onto Meta-Wiki with the publication of alerts on the discussion pages of the registered contributors. A specific diary has been set up for the local groups, in addition to the communities mapping tool which was developed by 0x010C, who was on an internship at that time at Wikimedia France, in order to improve the involvement of contributors and to bring about closer working relationships between them.

During 2017, wikimedian activities were undertaken in new regions. We need to pay particular attention to these enthusiastic volunteer contributors in order to develop new local activities. This particularly concerns the following towns:

  • Caen
  • Moulins
  • Nevers
  • Fort-de-France (Guadeloupe)
  • Arles

Brainstorming and analysis work has been undertaken with the representatives of the local communities to analyse the successes and the difficulties encountered during the group structuring period. Particular attention was paid to the resources made available to favour the launch of new wikimedian activities but also the relationship with the GLAMs. This work will result in the publication of two learning patterns:

It should be noted that two training sessions were run for members in the regions: one in Nevers in May and the other in Marseille in June. These two training sessions were intended to improve volunteers’ skills in various subjects: contributing to Wikimedia and Lingua Libre projects, the stakeholders of the Wikimedia movement, finding partners, and managing an edit-a-thon project, etc.

It is never easy to clearly calculate the results obtained through the huge range of activities carried out by the wikimedians in the regions. We will therefore attempt to categorise them by type. To have an overview of this activity, the various issues of the Wikilettre drafted by the contributors between January and June 2017 are a good starting point

Each month, Wikipermanences are held in several French towns. The list can be found on the Wikipedia page dedicated to the organisation. Local cooperation between Wikimedians and open-source enthusiasts have given rise to projects such as that for the Ch'tiplouf underwater drone currently being developed in Lille and supported by Wikimedia.

Possible next steps

The regional organisation supported by Wikimedia France has borne fruit for several years now. However, events over recent months have shown us that we need to review this cooperation to make it more efficient and coherent. Particular attention needs to be paid to recently established new local groups in order to provide greater assistance to volunteer contributors from very diverse areas. For example, after several contribution days in the Caribbean, we hope to find the right formula for supporting the development of wikimedian activities 6500km away. Similarly, responding quickly, decisively and effectively to requests from isolated contributors keen to launch new dynamic local initiatives should be one of our priorities.

These factors must be considered along with the thought being given to the way we welcome new members. Along the lines of the Wikipedia evenings, a standing team to provide information and answer questions and a dedicated area for questions from new members of Wikimedia France should be set up shortly.

Origin of the activity

Wikimedia France makes part of its premises available to volunteer contributors during the day, and events are regularly organised in the evenings and at weekends.

Description of the activity

Since the move to the current premises in 2014, a room has been set aside for contributors. This is equipped with a book scanner, a mini photo studio and a slide/negative scanner. The meeting room, which contains a library, can also be made available, as can computers.

Two series of regular workshops were planned: in July, then from September to January, six Wikidata workshops were held on the premises (please see the part of this report devoted to Wikidata). Similarly, four "Wikigrenier" evenings were held between September and February, with the aim of scanning a large collection of slides. However, the contributor managing this initiative had to stop for health reasons.

Other one-off events were organised in the contributors’ area, including a training session in Inkscape held over the space of a day in March and a two-day JavaScript workshop in June.

A new SVG workshop is being planned, in addition to a photographic workshop. We also envisaging organising another technical workshop (Lua or Javascript, with no decision yet taken).

Origin of the activity

The Wikimedia France website no longer corresponds to the requirements and the image of a fast-growing association. It does not fulfil its target role of being a central hub enabling us to interact with partners, the general public, members and journalists. For this reason, we are envisaging producing an attractive community website enabling us to centralise the different communication channels. This should then become a genuine information resource used for both recruiting and generating loyalty among members, donors and the general public.

Description of the activity

A schedule of conditions and mock-ups were prepared in cooperation with the association’s staff and members during 2015. Following this, a service provider was recruited in November 2015 but as he did not prove satisfactory he was dismissed in August 2016. The project was therefore managed in-house, opting for a simpler version while at the same time keeping in mind the key requirements. We chose a WordPress solution, which facilitates the participation of members in writing blog articles in the news section. This is the world's most-used CMS or website engine thanks to its ease of use and its many possibilities for adaptation.

Today, the association has a website using responsive design, making it accessible to as many people as possible whether using desktops or mobiles, as the interface resizes up according to the size of the browser, offering an optimal experience for each display resolution. Numerous social features have been added to encourage the transfer of traffic to the social networks and to circulate details of Wikimedia France’s news and activities in as far as possible.

The design is elegant, simple and gets straight to the point. The black-and-white interface only uses the colour blue for the logos of the Wikimedia projects. This sobriety enables the Wikimedia Commons photos to really stand out. Modern, intuitive and fast, the new website offers a new, more fluid user experience.

Description of the activity

Six activities carried out since July 2016 clearly reflect our wish to motivate research networks:

  • In July 2016, the annual report from the Agence Nationale de la Recherche (the government agency which finances research work in France) included a section on the possibility for researchers to contact Wikimédia France to carry out research work in relation to Wikimedia projects. Currently, one research laboratory has contacted us, in order that we may work with them over the next two years. The theme in question concerns the automatic updating of broken links in Wikipedia ;
  • In September 2016, the association participated in a research colloquiums on the digital humanities in Paris. This research field is very popular in the Anglo-Saxon world but far less so in France. The colloquiums was organised by a network of French-speaking researchers in the digital humanities field (Humanistica) and a network of teachers which we contacted with a view to participating in various future activities. There is enormous potential here including participating in talks during colloquiums, the joint drafting of a manifesto and the training of teachers/researchers in the social sciences, etc. ;
  • In September 2016, a Plaidoyer pour enseigner Wikipedia en classe (Call for the teaching of Wikipedia in class - Higher level) was published on the association's blog by a researcher. This call was shared and published on numerous blogs and judging by the comments generated excellent feedback. More widely, it provides an opportunity to establish a theoretical basis for work together which meets with the approval of researchers ;
  • On the French language version of Wikipedia we find a Projet:Recherche (Research project) page which was active in 2013 but has since been abandoned. We have therefore carried out a great deal of redesign and updating work for this project page. This now contains a list of work and studies published or currently being drafted in relation to Wikimedia projects, providing a genuine knowledge base for contributors.
  • In April 2017, participation to a workshop lead by Minsiter of Education and Research to publish a science paper about the link betweent science and society.
  • In April 2017, coaching of two students which work about Wikipedia. One of them will held a conference at the Wikiconvention.
  • In June 2017, participation to a symposium about education, domain public and data.

A research work has been initiated last year about the vizualisation of different edits but the project leader moved in another country.

Possible next steps

We have been able to forge a link between Wikipedia and the digital humanities through our participation in two research colloquiums in September 2016 and June 2017. We hope that eventually this will make it possible for researchers to regularly produce work in this area.

We will also continue to support doctoral students with their thesis work when this is related to Wikimedia projects.

The research projects we support span lengthy periods, generally 2 to 5 years, and can lead to scientific conferences involving researchers and practitioners (we have already established contact with researchers with this in mind).

Description of the activity
  • The Wikiconcours Lycéen (high school wikicompetition) is organised in partnership with the Ministry of National Education via a network of academic bodies (the CANOPÉ network). Over the space of six months, classes in the lycées (high schools), supervised by documentalists and teachers, work on improving Wikimedia projects. At the end of the sixth months, the contributions are assessed by a jury comprised of volunteers from the association and partners. Before the competition begins, the trainers are briefed in contributing to Wikipedia. This training is designed and run by the association. Throughout the competition, the teachers can count on the association's volunteers for help and additional assistance is available via a project page accessible online, set up in 2015, which includes questions and answers in addition to a help section. This initiative was launched on December 1, 2016.
  • Each year, the project with the University of Lille involves 60 doctoral students from several countries who study for their doctorates at university in Lille. As part of their university studies, they undertake a teaching unit entitled "Valoriser ses connaissances avec Wikipedia" (Knowledge enhancement with Wikipedia). During two, three-hour sessions they receive training in contributing to Wikipedia and then have 12 weeks, i.e. three months, to contribute to Wikimedia projects. Their contributions are generally related to their theses or their interests. At the end of the 12 weeks of "free" contributions their output is assessed based on the number of publications and interaction with the community, etc. An overview is drawn up then converted into university credits by the University. The four training sessions are run by an employee and (according everyone's availability) by members of the local group from Lille. This activity got underway on October 19, 2016.
  • We also trained trainers (teachers and documentalists) which are very enthiusasts about Wikipedia in education.

We should also mention our participation at the Éducatec show in November 2016, a professional show held annually in Paris. In all, 250 people came along to meet the association’s volunteers. This year, two conferences were dedicated to Wikipedia, one by a teacher having carried out an activity with primary school classes and the other by one of the volunteers from the association focusing on educational issues, the media and information. In the medium and long term, training sessions and educational projects will be set up by teachers and teacher-documentalists.

Possible next steps

We are currently contacting local education authorities and chief education officers in France with the aim of having sessions dedicated to the use of Wikipedia in the classroom included as part of the annual training programmes. Most of these training courses take place between October and December and we hope that there will be quite a few of them once again.

The association is also continuing to support educational projects from secondary to higher education involving teachers and teacher-documentalists, whose experience helps us improve the educational kit.

Overall, we have received many requests from all over the country to carry out training in the educational uses of Wikipedia, and we have noted an increase in the number of requests for cooperation, particularly from the managers of educational establishments, thanks to the high visibility of the approval gained by the association.

Origin of the activity

Following the lobbying of collecting societies (royalty collection societies) working for its withdrawal and threatened by the national legal context and the cultural specificities, Wikimédia France has decided to continue its lobbying activities.

Description of the activity

This last year has been the continuation of our activities aimed at producing a legal, social and cultural environment favourable to the free sharing of knowledge. Accordingly, we continued our efforts regarding commercial restrictions on the freedom of panorama, the law concerning freedom of creativity, architecture and heritage and the texts submitted to the European Commission regarding a directive aimed at reforming copyright.

International activities

In this particular field, Wikimédia France works to further the objectives of the Free Knowledge Advocacy Group EU concerning various major themes covered by propositions from the European Commission, out of step with current realities and digital practices which are still slanted in favour of the cultural industries (freedom of panorama, directives concerning databases, public domain digitisation, etc.). We need to obtain support from various strategic key players in the field of legal affairs. A meeting was held from November 17-24 between Dimitar Dimitrov and Wikimédia France and multiple exchanges concerned EU copyright reform and the different amendments we had to work on. In the same way, we participated in the "Big Fat Brussels Meeting" from april 21 to 23 organised by Dimitar. The event was the occasion to get together with all the various active stakeholders from the European Wikimedia movement.

National activities

For its part, the Loi Numérique (digital law) was adopted on September 28, 2016, including the freedom of panorama but for non-commercial use. The law concerning creativity, architecture and heritage created a new economic right in the field of the image reproduction right for some monuments in France so-called "closely related to" French culture and history, however, belonging to the public domain. Finally, the France's cultural specificities demonstrate that the collecting societies make a real enclosure around digital cultural commons. These multiple threats led us to maintain our participation in various projects and create others.

The most noteworthy stay the organisation of the campaign "Connaissance libre 2017" during March. The operation #Connaissancelibre2017 aimed to raise awareness among general public, political decision-makers and media. It was deployed on social networks and via the street marketing by a distribution of t-shirts and a poster campaign. The main event of this project was a free exhibition from 17 to 19 which shew works of art and masterpieces related to the different laws and enclosure that we have to face. In other words, works of art of which the exhibition could be forbidden. The second main time consisted in creating a web platform that permitted us to directly ask questions regarding these stakes to the candidates of the presidential election. This campaign stay an example and a basis on which we can keep up our efforts.

Here are other examples of public consultations, colloquiums, debates and press articles thanks to which we can build awareness among decision-makers :

  • On November 16, at the Paris Open Source Summit, which provided a further opportunity to fly the Wikimedia flag, during which we were able to put forward the advantages and challenges of the "open culture" ;
  • On November 26, with the publication of an article in the daily newspaper Le Monde jointly written by Jimmy Wales concerning the "right to be forgotten" which poses a threat to the protection of the right to be remembered ;
  • On November 30, during our participation at the Ted Talk in Social Good Week, on the theme of the relationship between Wikipedia and education ;
  • On December 1, at the Association des Services Internet Communautaires, on the theme of "The search engine: Guardian or referee of web neutrality" where we presented the challenges posed by changes in the law ;
  • On December 5, with our participation in the launch of the Fondation Terre Solidaire via a speech concerning Wikimedia projects: "Wikimedia projects: a social innovation?" ;
  • On December 6, as part of Social Good Week at Microsoft where we focused on the importance of data for Wikimedia projects. The speech was filmed and rebroadcast live. You can find it on our channel Youtube. ;
  • On December 7, 2016, during the Open Government Partnership in Paris which provided an opportunity to promote "common digital assets";
  • On January 9 2017, during the conference « Réforme du droit d'auteur pour le 21e siècle » (Copyright reform for the 21st century) at Mozilla Paris where we participate to a talk about royalties reform;
  • On February 28 2017, for the launch of the action plan co-created in the framework of the «Open government partnership» 2017-2019 ;
  • On March 1st 2017, during an exhibition called "l'Art de la Rencontre" around the different ways to create new relations between citizens and culture. We spoke about the Wikimuseum project with our partner in the presence of the Minister of Culture ;
  • On March 9 2017, when we took part in a webinar organised in the "Université Paris-Nanterre" ;
  • On March 17, 18 and 19 when we organised with others digital commons charities, the exhibition #Connaissancelibre2017 ;
  • On March 30 2017, at the "9èmes rencontres Moustic", where we took part in a conference on public domain and particularly the "voluntary" public domain.
