Purpose of the report

FDC funds are allocated to improve the alignment between the Wikimedia movement's strategy and spending; support greater impact and progress towards achieving shared goals; and enable all parts of the movement to learn how to achieve shared goals better and faster.

Funding should lead to increased access to and quality of content on Wikimedia project sites – the two ultimate goals of the Wikimedia movement strategic priorities, individually and as a whole. Funded activities must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. The WMF mission is "to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally."

Each entity that receives FDC funding will need to complete this report, which seeks to determine how the funding received by the entity is leading towards these goals. The information you provide will help us to:

  • Identify lessons learned, in terms of both what the entity learned that could benefit the broader movement, and how the entity used movement-wide best practices to accomplish its stated objectives.
  • Assess the performance of the entity over the course of the funded period against the stated objectives in the entity's annual plan.
  • Ensure accountability over how the money was spent. The FDC distributes "general funds", for both ongoing and programmatic expenses; these funds can be spent as the entity best sees fit to accomplish its stated goals. Therefore, although line-item expenses are not expected to be exactly as outlined in the entity's proposal, the FDC wants to ensure that money was spent in a way that led to movement goals.

Overview of the past year

The purpose of this section is to provide a brief overview of this report. Please use no more than 2–3 paragraphs to address the questions outlined below. You will have an opportunity to address these questions in detail elsewhere in this report. Also, we encourage you to share photographs, videos, and sound files in this report to make it more interactive, and include links to reports, blog posts, plans, etc as these will add context for the readers.

  • HIGHLIGHTS: What were 2–3 important highlights of the past year? (These may include successes, challenges, lessons learned. Please note which you are describing)
Wikimedia Argentina has gone through a lot of changes during 2014. Besides dealing with building a team of completely new staff, we had to take on an ongoing project and therefore try to achieve the estimated results proposed by the previous Directors.
Taking the above into account, we consider the following as accomplishments of the year 2013-2014:
  • Wikimedia Argentina’s Education project has grown remarkably during 2013-2014 consolidating as a program with specific strategic lines and in agreement with their development context.
  • Wikimedia Argentina’s Federalization program started to show its first positive results, improving the visibility of Wikimedia in the inland regions of the country. A community was built in these regions and we are developing the strategic foundations to effectively plan the construction and creation of communities of volunteers in the inland regions of the country, future ambassadors of Wikimedia projects.
  • The GLAM project improved its position within cultural institutions in Argentina. New spaces for cooperation were created through our digitization program, as well as several activities designed to promote Argentina’s cultural heritage. These have become the perfect space to develop a much more stable, participative and long-term GLAM program.
  • SWOT: Reflecting on the context outlined for your entity in the FDC proposal, what were some of the contextual elements that either enabled or inhibited the plan? Feel free to include factors unanticipated in the proposal.

Financial summary

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. Note that any changes from the Grant proposal, among other things, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement.   • Wikimedia Argentina expected to received as its anual grant USD 175.000 - ARS 1.399.650. During the design of the Annual Grant Proposal an exchange rate that resulted higher than projected was estimated. In this sense, the money that we received from WMF was changed into Argentine pesos. The official exchange rate at the time of receiving the grant was taken at USD 7,99. However the depreciation of the ARS Peso continue during all the year 2014. March. The anual grant 2013 was designed under a exchange rate of 5,77 ARS per USD but by the end of the year the Argentine Peso respecting the USD was ARS Peso 8,56 per USD
For this reason, a difference between what was expected - 1.399.650 ARS - and what we finally received - 1.522.316,29 ARS - was 8,05% higher, which meant that the amount of pesos received was as well, higher.

Important issues regarding budget

  • Our budget refers to what we initially budgeted according to 175000 USD and how our budget headings were defined at the beginning. This option was taken as we define this way of budgeting the most stable option to refer our budget headings regarding an specific plan.
  • The difference between what we budgeted and what did really received are 122.666,29 ARS - USD 14.330,17 according to the exchange rate by 31st of December
  • According to the money finally received -1.522.316,29 in ARS Pesos - , Wikimedia Argentina spent the 77,89% of its budget
  • Wikimedia Argentina spent on programatic and projects the 96% of its budget according the initial budget - 1.399.650 ARS- and the 91% according to what we finally received -1.522.316,29 ARS
  • Wikimedia Argentina underspent ARS 336.530,65 - USD 39.314,32

The FDC needs to understand the impact of the initiatives your entity has implemented over the past year. Because the FDC distributes general funds, entities are not required to implement the exact initiatives proposed in the FDC proposal; the FDC expects each entity to spend money in the way it best sees fit to achieve its goals and those of the movement. What were the stated objectives of this program? Please use SMART criteria to explain these goals.
According to the plan presented during 2013, the goals suggested by Wikimedia Argentina for the Education program were:
  • To improve the incursion of Wikimedia projects as teaching resources in the classroom and enhance the participation of students, teachers and academics.
  • At least 50% more activities carried out during 2014 in the area of education and improvement of the presence of Wikimedia and its projects in classrooms.
  • At least 3 new agreements made between Wikimedia Argentina and educational institutions in order to promote Wikimedia projects.
  • At least 1 of Wikimedia Argentina’s Education Plans achieved during 2014.

Expected vs actual results:
The workshop was useful in that way, and I think that if we can motivate at least one of twenty people like that, then it’s worth the hard work.I remember the particular case of a teacher who was interested in using Wikimedia as one more project on her teaching calendar.It is not a matter of teaching how to use Wikimedia as an isolated activity and stop at that; I think the double objective should be to teach the movement behind Wikimedia, and incentivize students to be motivated and enthusiastic about using and participating in this resource

CITEP:

Flyer Wikifuturo Autor Wikimedia Argetina

WikiFuture was a project developed in partnership with the University of Buenos Aires aimed at giving students a space to reflect upon how they envision their university in the future. The dynamics of the competition were based on improving the contents of Wikimedia Commons about the University of Buenos Aires, as a starting point to build, through the interaction of participants, a picture of how they expect the university of the future to respond to the students’ needs. Collective editing workshops were held in WikiFuture, where the CITEP article was created in Wikipedia. 2 (two) new articles were created and 5 articles related to different departments were improved during the 3 hour workshop. A total of 246 images were uploaded to Wikimedia Commons with the participation of 23 people. 24 images were used to improve articles. 6 participants remain active since the project ended and none of them were previously active; therefore, 100% of them are new users. After this first experimental activity, Wikimedia Argentina and UBA/CITEP are currently on the last steps of elaborating the cooperation agreement that will set the institutional frame required to continue implementing coordinated activities during 2015.
IBERTIC

"Día de clases en verano" Concurso escuelas argentinas 2014

IBERTIC and Wikimedia Argentina, allied to hold a competition by the name of Lights, camera, click! Its main goal is to build a database of free photographs of Argentine schools, portraying their cultural wealth, as well as contributing to the Worlds Heritage by creating quality contents that reflect on the local reality of each educational institution. The contest was launched in November of 2014 and is currently active. Its goal aimed at improving the photographic database of Argentine schools. We hope that by May and with teachers returning from summer vacations to begin with the school year, the number of photographs will increase in Wikimedia Commons. The competition contemplates a further stage after its closing date, during which Wikipedia articles related to education and Argentine educational institutions will be improved using the material gathered during the competition. 532 images have been uploaded by 88 participants, to date. 18 new articles have been created and 7 images from the contest were used to improve the content of articles related to Argentine schools. Of the 88 participants, 5 were previously active users. 63% of photographs were uploaded by 16 participants. 70 participants uploaded between 1-9 photographs.
RELPE
An online course “Puentes entres las culturas escolares, y libres” was held with the main objective to trigger different education-related ideas in which the classroom and different digital platforms work as meeting point, where the key goal is user participation highlighting the importance of community work. Throughout the eight-week course, participants took the standpoint of editors and analyzed Wikipedia as a teaching resource from their own roles as teachers, breaking cultural misconceptions linked to the reliability of this tool within the classroom. Participants were also introduced to Wikimedia projects with the objective to claim and introduce their own local contexts, thus promoting the diffusion and understanding of digital and free culture. The eight week course allowed participants to familiarize with the Wikimedia world and make an approach to article editing, as well as learning to intervene them from different standpoints, working as active developers and creators of knowledge. The first online course promoted by Wikimedia Argentina was took place during November and October 2014. Being an experimental project, it was open to 100 leading people in education from all over Latin America. The map of participants can be found here. The course’s main objective, the dynamism of the program which went beyond theoretical lessons, and the positioning of teachers as leading actors and generators of contents through the impulse of their own capacities, where the key points that made this experience a success.
70% of the teachers successfully completed the course. Out of the 100 teachers who started the course, which was held during the last two academic months –a difficult time within the teaching calendar- 70 finished the course to the end.
The activities involved analyzed the teacher’s role from different perspectives that can be summarized as folows:

44 out of the 70 participants became new users during the course. +600 edits were done 7 new articles were created and 86 articles were revised by participants 62% retention rate
Motivation-wise:

  • 100% of participants would attend the course again and asked to attend a second one to go into detail on editing.
  • 58% of participants considered that editing in Wikipedia is complex but that it can be learned.

The teachers who attended the I (first) online course “Puentes entre las culturas escolares digitales y libres” will become the first Group of Wikipedia Educational Ambassadors. The creation of this group responds to one of Wikimedia Argentina’s main strategic lines for 2015 and its main objective is to promote projects with the help of volunteers.
ORT Argentina:
Wikiworkshops called Digital Artisans (Training workshops) in the fields of education digital incursion and the use of Wikimedia projects as teaching resources in the classroom were organized for teachers. This was the first phase of a project that will be carried out during 2015 at the two facilities belonging to the Institution, involving students, coordinators and teachers from different areas of specialization. 84 teachers were trained in Wikimedia projects, specially Wikipedia, during 2014. The training aimed at engaging teachers and students to collaborate with the projects in the classroom during 2015. 76 of the 84 teachers were new users. 4 users were previously active editors. 3 new articles were created during the training period. 11 users remain active after completing the training. We are currently about to begin teacher-student activities .
Conectar Igualdad Program

Conectar Igualdad Workshop

During December of 2014 we held Conferences at a national level with an audition of 300 professionals from technical and jurisdiction teams around the country. We addressed the importance of free and digital culture and improved the incursion of those in charge of developing public policies as editors in Wikipedia. Conectar Igualdad, promotes the incorporation of technology and bridges the digital gap among high school students. More than four million computers have been distributed among students around the country, in an effort to eliminate technological inequalities. The program is part of a federal policy involving specialized people in different jurisdictions, in charge of correctly developing the main goals of the program. 281 new users were created during the Conference and 2 users were previously active. Participants worked on the Wikipedia article related to the program Conectar Igualdad, resulting in an update of 10408.0 bytes. The article continues to be updated presently. The Conference gave way to alliances between different provinces, in order to work with jurisdictional referents, as well as teachers and students involved in the program in each province.

  • Wikimedia Argentina faced numerous challenges during 2014. Wikemedia Argentina’s team faced the construction of a completely new team while maintaining the planning stablished by the previous work team. Nevertheless, we consider that the goals proposed in 2014 were achieved.
We must take into account that the design and development of the Educational Plan involved an initial effort to make strategic alliances with counterparts with which to work in a sustainable and long-term manner. From the month of April through to September of 2014, the team put their efforts into defining the objectives pursued by Wikimedia Argentina in matters of education, how to implement the programs, who are the counterparts and what the common needs detected, in order to plan high-impact actions and activities.
Defining our goals involved a thorough analysis of needs and demands. This resulted in the creation of new goals and objectives during 2014 that became a starting point of the activities beginning now in 2015.
  • Wikimedia Argentina could only put into work its planned activities from September, which means our activities started in the last trimester of the year. Still, results are satisfactory up to date.
We are aware that we need to improve the following aspects:
  • Improvement of articles through the use of photographs that result from Wikimedia Commons’ photography: Wikimedia Argentina must improve the use of photos and videos to be used in Wikipedia articles. Educational competitions planned for 2015 are linked to this idea.
  • Improvent of the number of edits and updated articles: Wikimedia Argentina has made notable efforts aimed at improving teacher’s perception of Wikipedia as a teaching resource. Our goal during 2015 is to implement the project among students and teachers establishing it as part of the syllabus and evaluating process.
  • The online course held by RELPE was a success. RELPE and the National University of La Plata plan to organize further university-certified courses in 2015.
Lastly, we shouldn’t forget that Argentina’s academic year begins in March and ends in November; therefore, results regarding education become relevant as of April of the

During 2014 Wikimedia Argentina organized a new photography competition. Wiki Tour was an initiative powered by Wikimedia Chile, one more sample of the cooperation between chapters which are geographically close. It was also the response to the objective to generate new contents in Wikimedia Commons aside from the WLM competition held in previous years. Wiki Tour focused on emphasizing the cultural wealth of the country, understanding it as a concept that involves a lot more than just monuments. Latin America’s contextual wealth is very different to that found in Europe or other countries, and the concept of “monument” is linked to the correct understanding of the context in which we are working.
In this regard, with Wiki Tour we aimed at highlighting the cultural wealth of the country differentiating the images in three categories, with the idea to provide Wikimedia Commons with newer and richer photographic material of Argentina. Cultural expressions, architectural representations and landscape images tried to portrait Argentina’s wealth through its intangible heritage. Still, we consider there are lessons to learn and points to improve for these photography competitions to become more than a mere exercise of picture uploading. In this regard, during 2015 we will be launching an edition project together with the Educ.ar portal. The project will be aimed at school students and will use the images uploaded during 2013 and 2014 in the photography competitions organized by Wikimedia Argentina.
Wiki Tour Argentina provided 2042 images for Wikimedia Commons, and at least 96 articles were improved in any of the Wikimedia projects as a result. Even though the number of images uploaded is comparatively lower than that achieved in 2013 and in the WLM competition -4119 participating photographs in 2013- we substantially increased the number of participants, with 350 participants next to the 150 participants of 2013. 11 of these were new participants, and after the end of the competition 20 editors remained active users contributing more than 5 edits after 3 months.

Digitization Project 2014:
Wikimedia Argentina’s digitization project started to show very positive results in 2014. It should be pointed out that the project is run by one of our volunteers, who coordinates the delivery and training of the scanners that Wikimedia Argentina loans free of charge to different organizations. At present, 3 large institutions have received scanners to begin digitizing and releasing contents in public domain.

The experience of an organization such as Wikipedia approaching Government institutions such as ours is very positive, it is all about joining efforts to disseminate knowledge and, on that matter, the objectives of the Historical Archives and Wikimedia are the same. I think it could be improved with more regular visits of Wikipedia volunteer editors to our institution, perhaps the ones who live in the city of La Plata

Wikimedia Argentina owns 6 scanners, 4 of which have been placed as follows:

Historical Archives of the Province of Buenos Aires (Spanish: Archivos históricos de la provincia): So far 1816 images from the historical archive have been made public during 2014. The institution received suitable training on using the scanner and uploading contents for free public use. We are currently defining collections of interest and working in partnership with other archives in the province of Buenos Aires to implement actions that facilitate the digitization process.
Library of the Buenos Aires City Legislature (Spanish: Biblioteca de la Legislatura Porteña): a scanner has been already placed in the library but it is still not in use. Training on the use of the scanner is also pending.
Argentine Academy of Letters (Spanish: Academia Argentina de las Letras): the scanner is ready for use. The work plan is correctly defined and it is currently in trial period. We expect that material will start to be digitized shortly.
Wikimedia Argentina’s scanner: The scanner located in Wikimedia Argentina’s offices is not fully available yet. We are working for this resource to be available to the Wikipedia community as soon as possible.

The remaining two scanners will likely be placed in the archives of the National University of la Plata (Spanish: Universidad Nacional de la Plata) and the Fine Arts Museum (Spanish: Museo de Bellas Artes) where we are already defining the terms of our future cooperation. To date, 13 images have been used to improve articles in Wikipedia and in Wikimedia projects.

I think the work experience proposed by Wikimedia Argentina is extremely interesting and above all, very effective. It does not stop at the virtual world but promotes an actual encounter with our cultural heritage, with people, with testimonials, with institutions. The work meetings we had so far proved to be useful and it is obvious that Anna, as well as the rest of the team, are compromised and love their job. The always come in with a smile, bringing in new ideas and eager to hear the Archive’s proposals. The Archive has always been open, since public documents must be publicly available. And this is just what our cooperation agreements and activities such as the editathons promote

Wikitravel UNESCO competition

In October, Wikimedia Argentina ran an editing competition on Wikitravel, in partnership with UNESCO. UNESCO’s ASPnet (spanish redPEA) is a network of schools which aim to improve and preserve the cultural Heritage of the country. The competition, which was not open to all schools, targeted groups of participants aged 7 to 18. This pilot project allowed us to analyze the impact and reception that this type of initiatives can have within the school and teaching communities.
Despite the fact that the proposal was not open to the entire school community -a point that should be revised in 2015- and thus no advertising was made through our usual channels, 140 students and 14 teachers participated actively in the first part of the competition. 60% of them were within the 7 to 13 age group, thanks to the collaboration of teachers who supported the upload of photos to Wikimedia Commons and encouraged the participation of the pupils through photographic safaris. 168 images were uploaded to Wikimedia Commons by the participating students, which meant a remarkable improvement in the representation of scenes of the inland provinces of Argentina.
The second part of the competition encouraged participants to edit on Wikitravel, a project which so far counts with a very limited number of articles in Spanish. 79 editions were made, which translated into 12 new articles. Though we cannot say that the results were as expected, we did learn from the experience and came to conclusions that will allow us to improve in the future organization of school competitions of this type. 3 users remained active editors three months after the end of the project.

Editathons
Wikimedia Argentina boosted the promotion of cultural institutions in 2014 by organizing editing marathons. The general planning of the activity is being revised in 2015 to improve results, but still, the results obtained with editathons in 2014 was remarkable.
In comparison with 2013, when Wikimedia Argentina held 3 editathons, 9 editathons were celebrated in 2014.
Wikimedia Argentina organized 7 editathons with the aim to increase community participation through editing events in cooperation with different cultural institutions. In addition we supported the organization of 2 editathons proposed by the community.
138 people, both new (7) and regular editors, took part in the activity as volunteers and over 30 participants belonging to the collaborating institutions worked actively to improve and guarantee correct access to the information.
Thanks to editathons, 299 images and 65 videos were released. 58 of these images were used to improve articles, mainly on Wikipedia. In addition 36 new articles were produced during the editing events. The retention ratio of editors after the activity is 87%.

  • We cannot say that the time of the year chosen for the photo competitions was the best. Wikimedia Argentina made a big effort to generate a stable organizational structure, however, any new photo competitions should be planned for the first or second school terms of the year. We believe that participation will be higher then, even though the number of participants last year increased noticeably, we can also find new ways to guarantee that the contents generated have a direct impact on the Wikimedia projects.
  • The photo competitions should be accompanied by some other activity involving the creation of articles or the improvement of contents of any of the Wikimedia projects. This measure can be extended to the material released during the year by the cultural institutions we work with. Wikimedia Argentina must be able to carry out activities that convey all of the different participation opportunities, contributing to the projects with the aim to build up knowledge. We understand it is important to digitize and release contents, but it is also our task to make these documents visible and useful. The same strategy applies to editathons.
  • Wikimedia Argentina’s editathons must be more than a mere space where community volunteers edit under a common subject according to each institution we work with. Wikimedia Argentina is in the process of reformulating this activity looking for a higher involvement of the collaborating organizations encouraging their active participation. Prior editing workshops or prior release of materials must be a requirement without exception.
  • Editing competitions at schools must be approached from a different perspective. Teacher training through very precise tutorials is key. The implementation of new tools such as the visual editor will substantially facilitate the approach of students to editing on Wikipedia and its sister projects. Besides, we must consider other needs such as a support network of volunteers who can manage the needs and demands of participants, and the production of tutorials adapted to different ages and capacities, which will allow us to improve our expected results.
  • The digitization project is showing very positive results. It is remarkable that this project is run by a volunteer who organizes everything from scanner construction to their distribution and works along with the different organizations to define the contents and most interesting collections to be digitized. Wikimedia Argentina must compromise to engine actions that help give visibility to the documents uploaded to Wikimedia Commons, to increase community knowledge, to work jointly with institutions in their demands and needs and to support volunteer work as required.

Federalization

It was a highly positive meeting, active, hectic, doing many things, with a very good vibe among the participants. Our main objective was to have the museums of Bahia Blanca in Wikipedia and we achieved it

The Federalization project which we conducted over 2014 –not achieving the possible and expected results- has been reformulated as a program. The consolidation of communities in the inland regions is one of our main objectives, and we made our best to achieve satisfactory results during 2014. In this regard we organized 2 Wikipedist meetings in inland provinces, one in Mendoza and one in Bahia Blanca. 12 people attended the meeting in Mendoza and 5 people participated in Bahia Blanca. We can say that the community in Mendoza is currently active, and we are still working to fully establish the community in Bahia Blanca.

HTML 2014 Festival

Assisted by the community, we carried out two editathons in each of the provinces. The one in Mendoza was impulsed by the community directly, and thanks to intervention, the I Environmental Editathon was carried out by a Wikimedia community in the country, involving 12 participants and producing 5 new/improved articles which were added to Wikipedia. This community is currently in talks with different museums in the city for the organization of new activities.
The meeting in Bahia Blanca was significantly smaller, with a budding community that still has a lot to learn. It is our job to show them how to continue to develop rather than to demand results. We need to keep our demands on this matter in balance. We carried out an editathon with the help of two members of staff, and 4 articles were started, although they are a long way from being considered finished/quality material.
A third meeting with the community was held in Buenos Aires at the end of Iberoconf 2014. Over 40 people attended the event, where they could share ideas and discuss challenges with representatives of the organizations belonging to Iberocoop, as well as representatives of WMF. Even though the community of Buenos Aires is a consolidated and very active community that puts ideas forward and participates in activities, we need to provide them with wider space for action with the proposals oriented to this objective, during 2015.

Accreditation support

Argentina - Misiones - Oberá - Inmigration festival 2014

During 2014 there was little demand from the community for support in terms of accreditations to attend events celebrated in the country. Still, we provided accreditation for one volunteer who attended the 35th Immigration Festival and who contributed to Wikimedia Commons with 93 new images, 6 of which were used to improve articles in Wikimedia in Spanish.

Until not long ago, it was something unimaginable for me to be able to join two passions of mine in one event. It also coincided with a very special moment, the club’s 100th anniversary; and gave way to future collaborations between both institutions

Wikimedia Argentina backed up two of these projects. The first one, proposed by a member of the community, was the first editathon held in a football club in the frame of the Centenary of the Atletico Lanus Football Club. 10 volunteer participants attended the editing marathon and as a result 17 new images were uploaded to Wikimedia Commons and 9 articles were created/improved. In addition, during the month of November, and at the request of one of the community members, we gave a sensitization lecture to increase awareness of Wikimedia and its projects at the National Technological University of Resistencia, Chaco province. As a result of this action, we are currently elaborating a program of training courses and workshops in the province, while keeping the volunteer involved in our actions. Approximately 120 people attended the lecture.

During 2014 Wikimedia Argentina has arranged, whenever requested, the mobility grants necessary for participation in our activities. To date, we have allocated monthly mobility grants for attendance to our Board Meeting, and grants were available for attendantce to the Wikipedist meeting in Buenos Aires which was held as closing event of Iberconf 2014. In 2014, 2 people have received grants, one of them on a regular monthly basis.

  • Wikimedia Argentina did not have an adequate enough plan to respond to the needs that a program such as Federalization presents. 2014 was a year of first incursion into this matter which we consider key for the improvement of our reach and work during 2015.
  • Our planning in respect of the proposed projects was also poor. We realize now, counting on a solid team, that a lot of the activities we have been conducting could be improved with the implication of at least one volunteer to run them. A number of strategies are being defined in order to create leading roles among the community as generators of activities and actions, and always directly supported by our own work.
  • We need to carry out a participative selection of strategies before elaborating our annual plan. Even though this year we did conduct a survey among our partners and volunteers, it is necessary to allow sufficient time to generate participative and cooperative instances, so that projects are built as common objectives and to position the people involved as makers of Wikimedia Argentina..

In regard to our annual plan 2014, the main Outreach objectives were the following:
To foster knowledge among different institutions of the concept of free culture and Wikimedia projects, particularly to increase the awareness of Wikimedia as a tool and to facilitate in depth learning about projects such as Wikimedia Commons and Wikitravel, which Wikimedia Argentina considers to be of high potential.
  • At least 5 new training courses on Wikipedia and its use as pedagogical tool, carried out at teaching institutions, preferably taking an approach that encourages the participation of women in the project.
  • New materials designed for Wikimedia and Wikimedia Commons.
  • New materials designed for Wikitravel.
  • New promotional material designed.
Wikimedia Argentina conducted activities aimed at reaching the proposed objectives all along 2014. We must point out that Outreach has undergone some of the most important reformulations among the programs for the year. Always keeping in mind our main objective, to promote Wikimedia projects, Wikimedia Argentina has tried different approaches to this goal according to the possibilities of our chapter in 2014.
For this reason, our objectives for this program were the following:

  • At least two educational tutorials created, conceived to increase the knowledge of Wikipedia and its sister projects.

PENT FLACSO: In April 2014 Wikimedia Argentina organized an Eduhackathon in partnership with PENT-FLACSO. After this 4-day activity, Wikimedia Argentina together with the university, issued a publication summarizing the experience and the results obtained in the event. The proposal combined two activities, the first one, which was called Eduhackathon, was an experimental initiative in which five organizations –one of them being Wikimedia Argentina- described the specific problems linked to the daily activity of their organizations. The second activity, the Wikithon, was an invitation to edit a Wikipedia page on digital citizenship. This activity was specially aimed at beginner or inexperienced editors, and was supported by a series of materials that we developed as guiding tools, encouraging the participants to try the experience of editing on the Wikipedia free Encyclopedia perhaps for the first time. The eduhackathon achieved 296 interventions, 46 of which were aimed directly at addressing the problems presented by Wikimedia Argentina. 86% of the total of interventions focused exclusively on the difficulties described by Wikimedia Argentina rather than addressing the problems presented by any other organization. On another hand, the article on digital citizenship registered an increase in the number of bytes of 3088, during the two days allocated for the edition of the article.

Promotion Workshops on Wiki culture:
During 2014, Wikimedia Argentina organized 7 training courses aimed at promoting free culture and Wikimedia Projects, especially Wikipedia. A total of 422 people participated actively in the training courses and conferences held all over the country. Only one of them took place in Buenos Aires, the rest were celebrated in different provinces like Mendoza, province of Buenos Aires, Chaco and San Luis as well as neighbor countries like Uruguay.

Non formal education:
Wikimedia Argentina took part in a non-formal education session, Lenaied 2014. More than 300 students participated actively in different workshops run by the organization, where Wikimedia Argentina had a space for participation. Over 100 students belonging to schools in the Lenaied network received diffusion materials from Wikimedia Argentina containing information of Wikimedia projects.

Tutorials:

How we edit Wikipedia?

Wikimedia Argentina developed tutorials for Wikimedia Commons and Wikitravel, in response to the needs presented by the project proposals we had for the year. In this regard, Wikimedia Argentina made an alliance with Educatina to make educational videos, through which students of primary and secondary schools could improve their knowledge of Wikipedia and the rest of the projects. Besides, other materials such as prezis and institutional presentations for the workshops where designed in 2014 to boost the promotion of Wikimedia projects.

In terms of numbers:
4 videos were made
1 presentation was designed by the team with the assistance of a designer, and a prezi presentation was created to facilitate better understanding of the projects and prompt the incursion of new editors in Wikipedia.

Education website:
Wikimedia Argentina’s Education program is a completely new project. For this reason a whole new page has been created in our website, reflecting our strategic lines on this matter, the proposed projects and activities carried out, as well as opportunities for participation. This page has been conceived as a dynamic space where the community plays a leading role. The new education site is the first of Wikimedia Argentina’s steps to achieve a higher presence of our projects, objectives and expected results, in order to involve the highest number possible of institutions, volunteers and new community members. New contents along this same line are being prepared for the GLAM and Federalization programs.

New analysis tools: Wikimedia Argentina ended the year with a gathering of testimonials from our participants made through new tools. Videos are taking a strong position within the organization as a strategy for closer contact with the participants of our projects. The testimonials are extremely important to allow us to improve and reformulate our objectives and projects during their implementation stage. So far Wikimedia Argentina has highlighted 5 testimonials using video.

  • Wikimedia Argentina needs new audiovisual resources to reinforce promotion and positioning.
  • We need to give a more didactic approach to our tutorials, and this can be achieved by making strategic alliances on this matter.
  • The improvement and update of our website contents concerning Education, GLAM and Federalization must be priority objectives.

Institutional strengthening: Wikimedia Argentina went through a number of staff changes during 2014. The achievement of our objectives was inevitably affected by these changes. We had to consolidate a team of people from very different disciplines and capacities, and there was a process of adaptation and hard work during the first months to build new alliances and impulse our work towards the results we considered correct. Today we can say we have built a strong team of people who give their best towards the work we develop at Wikimedia Argentina. In this sense, the team has made big efforts to design specific guidelines for all our processes. The objective is to have clear guidelines in our work, especially concerning the evaluation and follow up of the projects.

Presence of Wikimedia Argentina:
Wikimedia Argentina took part in the two most significant events for the Wikimedia community. 3 people from Wikimeda Argentina participated in the Wikimedia Conference 2014 in Berlin, reinforcing the compromise of our organization with the Wikimedia movement. Under this same premise, 4 Board members from WIkimedia Argentina were present at Wikimania 2014 in London. During the month of October, Wikimedia Argentina’s ED attended the ED Meeting in Paris, a key step to start paving a way in common with other chapters and to be able to share experiences and good practices.

Iberoconf 2014:

Wikimedia Argentina took care of even the smallest details, from finding a beautiful place for the event, to catering, cleaning and security. The rest of us simply had to follow the instructions which had been carefully laid out for us beforehand.I had the opportunity to hear some of the most experienced wikipedists of every country exchange opinions in regard to the basis and future of the chapters of Wikimedia.In sum it was a great event from beginning to end, where we managed to agree on many issues with view to the future of Wikimedia in Iberocoop

Wikimedia Argentina was the chapter in charge of organizing Iberoconf 2014, the annual meeting of the organizations belonging to the Iberocoop network. The main objective of Iberoconf was to strengthen cooperation and collaborative work among the representatives of the Iberocoop network, improving their capacities and having a positive impact in the correct development of activities within their respective chapters and user groups.
Concerning the program for Iberoconf 2014, it proposed three work days during which participants attending the event received training to improve their skills. During the months prior to Iberoconf 2014, we conducted two surveys with the idea to highlight the topics of interest for the participating chapters and user groups. In this sense, we approached each one of the demands in terms of training with the aim to improve and strengthen the strategies of each organization both at individual level and collectively. Iberoconf was attended by representatives of all user groups and chapters as well as representatives of Ecuator, Amical WIkimedia and Costa Rica. The Wikimedia Foundation was also represented by different members of staff who participated actively of the sessions and workshops. For the first time since the annual meeting, Iberoconf 2014 counted on support from external consultants. The three work days were divided into training workshops and good practice workshops. Concerning training, we programmed workshops that responded to the needs presented by the organizations for their everyday work as well as for the implementation of different projects that could work in their countries and Wikimedia communities. Iberoconf 2014, was also a space where the participating chapters and user groups could share their success. A good part of the meetings focused on the accomplishments made by the different organizations, with the aim to share their knowledge and to find opportunities to work in cooperation.. The topics of the workshops were chosen according to the surveys previously conducted, and we counted with collaboration from the participating representatives to run this activity. Iberconf 2014 finished with a half day of intensive work by the Iberocoop network. Again, we counted with support from external consultants, with whom we worked to elaborate a well-structured plan for our Movement. Mission, vision, action points as well as some strategies were defined with the idea to continue to work on them and materialize them into concrete projects at regional level.

  • 27 representatives from the chapters and user groups of the Iberocoop network.
  • 8 representatives of the Wikimedia Foundation.
  • 12 representatives of Wikimedia Argentina.
  • 2 external consultants.
  • 5 representatives from local counterparts.

  • The internal training program has been postponed to the first semester of 2015. The small timeframes and the build-up of the new team have hindered this activity which we consider to be necessary and interesting for our staff. It is also true and remarkable that Wikimedia Argentina has made great efforts to design process manuals by which to organize their work in an orderly manner.
  • Iberoconf 2014 was not included in our annual plan. Nevertheless we took on the challenge as we understood that, at the time, Wikimedia Argentina was the only chapter who could take care of the organization of the event. We also realized that this year was key for the network, and that the impulse we could achieve through the meetings could be vital to boost the organization of joint programs and projects, main objective of Iberocoop as a network.

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned and insights from entities who receive funds, and to share these lessons across the movement. Please answer the following questions in 1–2 paragraphs each.

1. What were your major accomplishments in the past year, and how did you help to achieve movement goals?
  • Wikimedia Argentina has substantially improved the activities proposed for the fulfillment of its main programs. In this regard, the Education program has been designed to obtain sustainable results in the long term, to meet the objectives of our Movement and to improve the number of teachers and students who not only know the Wikimedia projects, but who can also become active editors. Within the Education program, we must highlight the number of alliances made at institutional level and, at programmatic level, the I (first) online competition powered by the Education program with remarkable results for a pilot project. The distance-learning course turned out to be a good strategy to meet the demand for teachers outside the city of Buenos Aires and, considering the great distances that characterize Argentina, making training initiatives available to all educational leading persons who might require them, responds to one of the major objectives of the Movement, such as favoring free access to knowledge for everyone and increasing their implication in the construction of knowledge as a collectivity.
  • The GLAM program started to show good results in terms of digitization. Wikimedia Argentina is currently reinforcing the project together with its counterparts on this matter and increasing awareness about this program among the community on a cultural level. We believe this program must render superior results, but nevertheless, the fact that archives are starting to open their records on a more massive scale, makes us think we are on the right path to face the objectives of the project during 2015.
  • Iberconf 2014 was considered a successful meeting and to date we continue to work in cooperation with the members of the Iberocoop network. The design of the first projects started January 2015. At present, Iberocoop counts with general coordinators for each of its programs, one of the main objectives of Iberoconf 2014.
2. What were your major setbacks in the past year (e.g., programs that were not successful)?
  • Wikitravel UNESCO: the first editing competition that we carried out in partnership with UNESCO did not return the expected results. Even though the number of participants was acceptable -140 students providing a total of 163 photographs, the edits (79) resulted in very low number of articles created (12). Our main conclusions after the competition were as follows:
  • Students do not find any difficulties to upload photographs to Wikimedia Commons.
  • Editing is a complex exercise. Related training should be more exhaustive and the involvement of teachers should be increased.
  • Wikimedia Argentina must improve the tutorials used to support this type of competitions.
  • The articles to be improved/created must be clearly identified.
  • There must be training on the Visual Editor as a resource.
  • Call for editathons: More than 100 people attended the editathons this year, a very similar figure to that of 2013 with a difference of 5 more editathons during 2014. Wikimedia Argentina is reformulating this activity, however, we understand that above all we need to guarantee the implication of the participating institutions as well as reinforcing the compromise of the different organizations through prior training courses and active opportunities for cooperation.
3. What factors (organizational, environmental) enabled your success?
  • Wikimedia Argentina went through a lot of changes in staff during 2014. In May 2014 no staff was left from the previous team. The new ED, Anna Torres, with assistance from the Board, had to build a work team from scratch and allocate spaces and learning times while meeting the demands of a job such as we carry out at Wikimedia.
  • The lack of knowledge about how the movement works at global level accounts for the fact that some results were not as good as expected. We are currently revising each of these issues.
4. What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?
  • The biggest challenge Wikimedia Argentina faced was the construction of a new work team. We must remark on the continuous backup received from the Board, who supported each of the projects from their planning through to their development.
5. What are the 2–3 most important lessons that other entities can learn from your experience? Consider learning from both the programmatic and institutional (what you have learned about professionalizing your entity, if you have done so) points of view.
  • Construction of a multidisciplinary team:
  • Set up of a work team integrating people from different disciplines and articulation of an annual plan containing new programs, projects and activities.
  • Integrating our counterparts within the team as active players in our actions and activities.
  • Improving our relationship with volunteers and generating new spaces within Wikimedia Argentina’s planning as an inclusive organization.
  • The Board takes active part in the continuous work we carry out at Wikimedia Argentina.
  • Education Program:
  • Wikimedia Argentina is currently positioned as a reference organization throughout the key counterparts in charge of the education policies in the country. .
  • Reinforcing of the teaching community outside the city of Buenos Aires as leading actors in our projects.

Lessons for the future

The Wikimedia movement grows as each entity in the movement reflects and adapts its approaches to changing needs and contexts. 1. What organisational or program strategies would you continue?
  • Generating procedure manuals: Wikimedia Argentina is organizing its work procedures through the design of manuals for each of its processes. Guaranteeing the correct use and implementation of the processes is key to turn our actions and development of projects, into results.
  • Participatory Action Research Methodology: Wikimedia Argentina has planned each of its programs following the PAR methodology. In this regard, we want to continue to build our programs and actions in a participatory way, implicating each of the actors involved in the work. The process of concretion of the projects takes longer than usual but it offers the advantage of having counterparts who build their objectives in common with us in the long term
2. What might you change in organisational and program strategies in order to improve the effectiveness of your entity?
  • Improving the level of active involvement of the community in the process of construction of our annual plan. Wikimedia Argentina aims to be, not just an inclusion space, but a participatory place where we gather the demands and projects of the community. We must take initiatives that strengthen the incursion of the community in our programs and projects, and which are widely known by the community in order to raise agents of change within the community itself: leading actors of our projects. New strategies for recruitment of volunteers are being designed at present in order to improve our results.
  • The processes of follow up and evaluation of the programs and projects must be a coordinated exercise between the different project managers of Wikimedia Argentina. In this regard, we must provide better and higher training for our staff and for the leading volunteers involved in our projects and activities. We are currently developing manuals for the follow up and evaluation of programs to ensure the same strategies are implemented in all aspects of the matter.

Case study: success

  • Online course: Wikimedia Argentina-Relpe
Initial analysis:
Wikimedia Argentina, together with the Latin American Network of Education Portals, launched the I (first) online course of Wikipedist content. The course “Bridges between school, digital and free cultures” aims for the participants to reflect on their local contexts, from the standpoint of their day to day activities, and challenges them to take a leading role in the adventure of getting to know Wikimedia Projects, and Wikipedia in particular, a reality already present in classrooms.
The online course was also the most adequate way for Wikimedia Argentina to respond to the needs evidenced by initiatives from different education benchmarks in the country.
The creation of a meeting space for leaders in the field of education from all Latin America, together with daily tutorial sessions for the proposed activities and the flexible, easy-going approach with which each action was presented -allowing teachers to question the challenges presented from their own context and expertise- were the keys to the success of this proposal.
70 teachers followed the course through to its finishing date, although the activity was open to 100 teachers initially. We need to consider that the course took place during one of the most complex times in the teachers’ calendar: the end of the academic year.
Strategy:
The production activities contained in the online course “Bridges between school, digital and free cultures” have an element of challenge and possibility of co-creation. These can be approached from the local/current perspective as well as from the standpoint of the participants’ previous knowledge and experience on the particular subject.
This is a vital point in order to understand the success of the activity. The teachers/participants did not find proposals set out in a foreign scenario, but an invitation to participate from their own places and experiences. In this sense, we broke the traditional evaluation of what we consider to be correct, and went for a proposal where participants could learn at their own pace and according to their preconceptions, about Wikimedia and the reality of their own classrooms.
With this strategy, we worked our way from the basics to the most challenging aspects, generating spaces for listening and instances for participation for everyone.
The first activities had to do with sharing personal ideas and previous experiences in regard to Wikimedia projects and Wikipedia in particular. Acknowledging the difficulties and arguments is a starting point that does not leave out the realities, obstacles and reluctance existing within the education scene. This first step created an atmosphere of trust and validation. The production activities aimed for participants to be able to solve challenges from their local context, for instance, by revising the contents of their academic plan to see which Wikimedia projects could be integrated into the classroom activities.
The edition of Wikipedia was one of the intermediate steps proposed. It covered the logics of edition in the first place, followed by the application of its educational potential on subjects of interest for the classroom and educational projects, to finally give participants a sense of Wikipedia that went beyond mere writing.
We presented also a space to exchange ideas concerning the evaluation and application of these proposals among the participants, since each educational center has its own evaluation parameters.
The discussion forums and use of hashtags such as #wikipuentes (wikibridges) provided a further space for exchange outside the course hours, favoring the construction of a community aside from the program of the course.
Impact:
The course set out with the participation of 100 leading persons in the field of education in Latin America. 70 of them followed the course through to its finishing date and are currently being organized to constitute groups of wikipedist ambassadors around the country. In this sense, the course is not only helping us to promote Wikimedia Argentina’s projects, but also to have leaders in education powering these projects in Argentina.
In addition, teachers were invited during the course to participate actively in other projects we were conducting simultaneously. This is a remarkable advantage, as it allows for the creation of contents from different perspectives in one single platform.

Case study: challenge

  • Volunteers and knowledge of WMAR
Initial analysis:
Wikimedia Argentina was constituted as a new staff during 2014. In this regard, we inherited a healthy organization in every sense, but we had to adapt a good part of our objectives from zero to the projections already stablished by the previous team.
We consider that along this path we started, Wikimedia Argentina has faced several challenges, the majority of which can be solved with hard work from the organization. Consequently, the edition competitions –with a very low number of new articles created and improved, and the Digitization program, are being formulated in a much more correct way.
Wikimedia Argentina considers that its biggest challenge at this time is to improve the knowledge of Wikimedia among the community of users and active editors of the projects, as well as to increase the number of volunteers in the chapter. Our purpose, rather than creating new spaces, is to adequately manage the existing ones, as well as getting closer to the community.
The number of editors in Wikimedia Argentina increased noticeably in 2014 and our objective is to continue to improve our results during 2015 thanks to intervention of activities by Wikimedia Argentina.
Strategy:
Wikimedia Argentina has not had a clear strategy to approach and get to know the Wikimedia community in the country. During 2014 we organized wikipedist meetings in different areas of Argentina, but our presence is still limited. We need to elaborate a more focused strategy for 2015 aiming to reach a larger number of potential participants for our activities. In this sense, new community support projects, new training sessions aimed at improving the knowledge of our volunteers, and a new planning in matters of Federalization, are being designed to generate an improvement of our results.
Wikimedia Argentina works for and with the volunteers and the community. It is through them that we must power the Organization’s projects and actions.
We need to make significant changes and improvements in our strategy, favoring spaces for participation of possible volunteers and the Wikimedia community, and detect the needs and interests that will allow us to create projects that can be pushed forward by volunteers and Wikimedia Argentina together.

During 2014 the media and communication faculty of the University of Santa Fe, encourage their alumni to edit articles as part of their evaluation within the subjects. Through different activities the teachers, empower their students and the evaluation was done by reviewing their improvements on specific articles in Wikipedia.
The initiative generate the improvement of +100 articles and it will be replicate during 2015.

1. As required in the grant agreement, please report any deviations from your grant proposal here. Note that, among other things, any changes must be consistent with our WMF mission, must be for charitable purposes as defined in the grant agreement, and must otherwise comply with the grant agreement.
  • The biggest deviation was planning Iberoconf 2014. The event was not originally planned to be hold in Argentina. Finally, Wikimedia Argentina organized the annual meeting of Iberocoop an a part of our budget was used to pay the local expenses.

3. Are you in compliance with provisions of the United States Internal Revenue Code (“Code”), and with relevant tax laws and regulations restricting the use of the Grant funds as outlined in the grant agreement? Please answer "Yes" or "No".

Financial information

1. Report any Grant funds that are unexpended fifteen (15) months after the Effective Date of the Grant Agreement. These funds must be returned to WMF or otherwise transferred or deployed as directed by WMF.
  • WMF founded the flights regarding Iberoconf 2014. It was not implied a transfer of money, WMF directly bought the flight for the attendees.
2. Any interest earned on the Grant funds by Grantee will be used by Grantee to support the Mission and Purposes as set out in this Grant Agreement. Please report any interest earned during the reporting period and cumulatively over the duration of the Grant and Grant Agreement.
