[edit]It mostly depends on the local deadlines (please notice Russia already performed it).
It's a clear priority in countries with national organization but, as in 2017, sitenotices in certain countries are quite useful to get a reliable upload. One of the international winner in 2017 was from a country without local jury. There sitenotice with generic landing pages in many languages, and site notice for specific countries.

Italy

- A sitenotice specific for the country is needed, probably around the second and third (or, alternatively, fourth) week of the competition. Main target platform for the sitenotice linking to the Italian page should be itwikipedia. Similarly, the general sitenotice in English should be put on enwikipedia (for foreing researchers)
United States

I totally support the USA. they are a hub country, they provided one winner image in 2017 (later disqualified because of a silly composition mistake) and the image of the tornado which was also the best image of the year. We cannot do this competition without their active role. they are at the top for quality and quantity and their current upload category contains only two file after 10 days. [edit]Anglophone countries such as USA, Ireland and Australia all take part. Probably a generic en-N banner at least on Commons and Wikiversity is a good strategy, while keeping national sitenotice on enwikipedia.--Alexmar983 (talk) 18:19, 9 November 2019 (UTC)
More in general this should be also done for foreign researchers working in France, Italy, Poland, Switzerland, Portugal... they should know that WSC has a national competition, they can learn from the general website.--Alexmar983 (talk) 18:00, 12 November 2019 (UTC)
