Adding a prize competition for the long term WM-LGBT+ Wiki Loves Pride campaign, encouraging a jump in the numbers of LGBT+ cultural related photographs nominated for Featured Picture on all Wikimedia projects. Update

The requests below along with delays in transferring funds, have introduced delays of several months. There are 32 different language Wikipedia Featured Picture noticeboards identified that can be contacted through Embassies, including Commons, and this has now been done as listed at Posts progress. The Cantonese village pump was protected against edits for new accounts, but we have asked for advice via a LGBT+ User Group member in Hong Kong.
Additional notices have been left at French, Portuguese, Bengali and Russian embassies, though these Wikipedias have no active Featured Picture noticeboards, entrants will be able to enter using Wikimedia Commons.
Translations have been added in German, Dutch, Galician, Hindi, Russian, Turkish and Vietnamese for the proposed text of the notice at Banners.

I have been saying May, but if it would conflict with something else, I'm open to suggestions. We should avoid 18-23 May, as I'm out of the country then, but a notice run from 25 May would be ideal and ensures I'm around to handle any immediate issues. -- (talk) 16:08, 26 April 2017 (UTC)[reply]
@Fae: So you'd be unable to run in those countries participating in c:Commons:Wiki_Loves_Earth_2017 through May and through June, WMF fundraising will be running in several South American and Eastern European countries during June.
Some additional points, you still need to improve the landing page. I strongly recommend you look at re-purposing the setup of Commons:Wiki_Loves_Africa_2016/Participate. You will also need to request an upload wizard campaign as I've mentioned previously. Expecting brand new users to be posting to talk pages and leaving lists of files is still far too high a barrier to entry to participation. Seddon (WMF) (talk) 23:20, 26 April 2017 (UTC)[reply]
If this drive cannot run in May or June, then it misses many Pride events globally during 2017, by pushing the earliest launch date out to July. There are far too many key languages in the list of participating countries for this not be a conflict. Could you suggest some solutions please, and explain why this drive cannot run in parallel with WLE? As was required for the central notice to be agreed, there have now been 35 posts to different language projects, informing our community that the drive is about to start, and engaging their support. Putting the drive on pause for three calendar months due to central notice requirements, risks that current interest will be stale by the time of launch.
It is unclear what the content or quality requirements for the landing page are, there were no plans to improve it much further than it already is. We will take a look at WLA 2016 for further ideas, but it would helpful if someone experienced with the requirements for central notices could specify in a more measurable way on the drive discussion pages what has to be done for this drive to get started.
Nobody involved has set up an upload wizard campaign before. This seems likely it could be significant unplanned creative work in addition to the other requirements for our limited volunteer resources, which were planned to be a burden of no more than a couple of hours a week, and it is unclear what the benefits are for this intentionally short and small first past the post drive, compared to helping inexperienced contributing photographers personally. We will look into this requirement once the critical scheduling conflict is resolved and we are clear whether this might need to be done in the next two weeks or the next two months. For the scale we are talking about I would probably suggest we just run in the other countries where there are no clashes. There are an awful lot of countries where there is no WLE or fundraising and the project could still have a big impact. Running competing global campaigns is something that is avoided with central notice.
You should be aware Fae that what you have proposed should in no means be considered a small campaign. Multiple countries, hundreds of millions of readers and billions of pageviews. Campaigns of the scale you are proposing here typically have multinational teams consisting of tens of volunteers from multiple affiliates. In terms of audience, larger than anything except the old global fundraiser and maybe WLM. So I hope you can understand why I'm concerned about a user experience and design. I realise this may not be what you planned but I must insist for this size of campaign.
  • For the upload wizard campaign, Pharos has offered to assist below. I highly recommend reaching out to the users on this list.
  • For the campaign page, take the WLA page and modify it for your competition so that it's appropriate.

@Fae: We are limited not so much by language but by geography in terms of clashes. In terms of the languages it about what languages we can get translations for.

@Seddon (WMF): it's what I have in mind. As well as polishing the landing page and Pharos' draft UW campaign page, we'll be looking at what recognizable international dates might be useful to align with. Based on this commercial site, as unfortunatley Wikidata is currently poor at producing a report and Wikipedia has no detailed timeline, we can see that a launch around 17 June 2017 could work well as the drive would be running at the same time as several countries' Pride events. It would be excellent to be running during Madrid's Pride (23 June +) and London Pride (24 June +) -- (talk) 12:19, 30 May 2017 (UTC)[reply]

I am at hand watching the request. I do not have much insight into when or how central notices are to be used. Seddon's comments about having a simple landing page with no email seem reasonable to me. I did not know that to have centralized discussion, notice to 30+ village pumps was the norm, but since it is done then that seems good. Serious concerns

I am very concerned that WMF is pressing on with this ill-considered competition (ping Mjohnson who awarded the grant). It has come quite apparent that the sole organiser of this "featured picture drive" is Fae, who is not a regular on any Featured Picture forum. I checked on the en Wikipedia FP forum and there has been zero response to the post advertising the event there. On Commons Village Pump, there has also been zero response to the post. At Commons FP there has been only two negative responses, indicating they were unhappy associating Featured Pictures with a money prize. Seddon (WMF) raises concerns about making the competition easy for newbies to enter by using an Upload Wizard. This was noted by me on the grant proposal, which is nearly a year ago. That gives some indication of how poorly designed this event is.

Perhaps WMF are unaware how low-volume the FP forum on Commons is (and it is by some margin the biggest): we typically get a handful of images per day, and a good proportion of them are taken/chosen by regulars and have a good chance. The en Wikipedia FP forum is perhaps the most mature of the Wikipedia FPs, and gets less than one image nomination a day. In contrast, Wiki Loves Monuments attracted 277,406 images in a month (avg 9,250 a day) yet produced only 85 featured images. That is a FP success rate of 0.03% or 1:3000. The Featured Picture forums are capable of reviewing only a handful of images a day, and are not known to be "newbie friendly" -- images that are well below the standard are often quite tersely rejected. The WLM competitions had large teams of volunteers to review the submissions for each country. Each volunteer reviewed hundreds of images to help reduce the numbers over several passes. Eventually the numbers were small enough that they could be passed onto judges to award a prize at country level. And even then, many countries produced no pictures that would be considered FP quality.

The competition instructions suggest users add their images to a list and they will be notified if their image is suitable (i.e., LGBT related and likely to get some support at FP) "in a few days". However, it then says users can bypass this wait and post their image at FPC immediately. Since this isn't really a "competition" but actually a "race" to get the first and second FPs, the pressure on users to post to FPC will be great. There is likely to be serious negative impact on Featured Picture forums, none of whom are prepared for this, have volunteered for this, have helped organise this, or have expressed any support for this. Does anyone have any idea how many people and photographs will be entered? While I suspect the narrow topic of this competition will result in less interest than WLE/WLM, those two competitions are so huge that they cause big spikes in the upload/edit charts of Commons. Is Fae really going to triage all those photos all by themselves? And this triage by one user really representative of a Community competition? It almost seems like this "competition" is designed to crash and burn and take the good name of the Featured Picture forums with it. Central Notice Admin comments

So some feedback I left on the central notice admin mailing list:

  1. We cannot have a banner asking users/readers o email a private email address like we have on the page. For a case like this we should use the campaign functionality in the upload wizard. This will need to be set up and requested on commons.
  2. The landing page needs to be beautified a little. Simple clear set of instructions with a distinct button taking them to the upload form.
  3. Currently we have no ability to set targeting using wikidata. The list of countries would need to be set manually but given we are covering english we should consider this to be all them.
  4. A notice will need to be placed on the village pumps of the 34 language wiki's prior to the campaign going up linking to the central notice request and explaining it's purpose. We don't need a full blown discussion on all the wiki's individually but for such a large campaign the wiki's must be notified in advance.

This is all pretty solvable so once these issues are met the CN campaign can go ahead. Seddon (WMF) (talk) 22:16, 2 November 2016 (UTC)[reply]
