Thank you for the links provided.
I'd prefer to only target anonymous accounts, when there are certain goals set, for instance in a (WMF or otherwise supported) grant, of in a fundraiser. We only very rarely should target our ip's, not automatically including editathons (where you do need a certain level of experience before you can join) and extra-especially when a banner on the one project would lead them to a whole new project, which 99% of the time they have never visited before. Could you explain to why you want to target tens of thousands of ip's, and the level of support and guidance these new users would get from you? @Jayanta (CIS-A2K): In case you missed my question: why do you want to target other ('all') projects, and where did you involve people from other projects in this? @Ciell:, sorry for the late response. Our contest is rescheduled to November (01 November 2020 → 15 November 2020).Most of the cases, our 12 Indic languages (Assamese, Bengali, Gujarati, Hindi, Kannada, Marathi, Malayalam, Odia, Punjabi, Sanskrit, Tamil, Telugu) community creat their site notice. I have announced most of all Indic language project here. I have announced all Indic Wikisource and wikipedia including English. If another contest asking for all project , you are not asking anything (event annoucement). When I ask for all project, you cannot understand. That why I am asking. I want to know that, for this central notice CentralNotice/Request/Bangla Wikipedia article contest 2020, where they announce all projects OR not. What is the meaning of All projects there? When I have made for all project targets, so may question aries. I have explained what I want. Still there so issue to approved. Please expain what link and documents you need? In May, with CentralNotice/Request/Indic Wikisource Proofreadthon, you only targeted the Indic Wikisource, in 12 Indic languages. These settings CentralNotice/Request/Bangla Wikipedia article contest 2020 would not have been my choice, but okay: because people are more lenient to Wikipedia (and Commons and Wikidata nowadays), I can imagine the CN admin approved the banner. But if you would like to display a banner about Wikisource on all projects in all 12 languages, and English targetting India, Bangladesh, Srilanka.... I really need to think about this and I would like to take your reasoning into consideration. And if the community agrees, I most probably will not have any more objections.
And, for the record: people change, projects change, emotions change. To be on the safe side, it's better to ask consent every year, it's just more polite. Ciell (talk) 20:31, 24 October 2020 (UTC)[reply]
I have change the all target are to specific two project (Wikipedia and Wikisource). Is this sufficient for you?? Still I am confused how you approved this project?? As said CentralNotice/Request/Bangla Wikipedia article contest 2020 here Target to all project.Still today I am seeing this in Wikivoyage, wikiuniversity, wikibook etc, whenever the contest was ended but still running the banner. @Jayanta (CIS-A2K): I've created a banner, the preview is here. Do you want West-Punjabi targetted as well, or only Punjabi? And since you are targetting Bangladesh and Sri Lanka as well, should the banner text not mention those countries as well? I have set it for logged in accounts only.
The Bangla banner is not active anymore, but can be still preserved in our server-side cache. It depends on how often this is refreshed (on our side, not on your computer or cell phone).

Many many Thanks @Ciell:, the banner is ok for me. Leave the West-Punjabi. I think this not needed, it is mostly used in Pakistan.
