What is the purpose of Campaign? How will you measure the success of the campaign?

Description - The South African Department of Trade and Industry (DTI) has just released the draft version of the amended Copyright Act. In 2015 Wikimedia ZA participated in an event with the DTI to advocate for Freedom of Panorama as the current act makes no mention of Freedom of Panorama or Fair Use thereby greatly limiting South African Wikimedians from uploading images on Commons of public works of art (including buildings). The new bill that has just been released for public comment makes no mention of Freedom of Panorama. Anticipating this I already proposed and carried a vote on the South Africa project page on en.wikipedia (the most active community page for South African editors in English) and on Afrikaans Wikipedia. The vote has been passed unanimously in both cases (although I am still waiting for an Afrikaans admin to close that vote) and I would therefore like to proceed with putting up a banner calling for South Africans to tell the DTI how important it is to include Freedom of Panorama in the new act.

Metrics - Number of people writing in and signing the peition in support of Freedom of Panorama being included in the new Copyright Act bill before the period for public comment closes and the bill goes to parliament.
