Summary
[edit]According to our plans for 2013 from December 21, 2013[1] we managed to:
- In terms of our support for content creation
- Wikigrants, Wikiexpedition, Wiki Loves Monuments, Wilamowice, Wikireporters were finished as planned; one new, not planned projects was succsessfuly finished (Kolędy Polskie) and several planned and not planned are in good progress (cooperation with Chancelery of Senate RP); we were not successful with cooperation with Szkoła pod Żaglami II (School under sails II) - the negotatiation with the organisers of the event failed due to copyright issues.
- In terms of Wikimedia outreach/promotion
- POTY/WLM exhibition, Wikiworkshops and 1 Milion Articles in Polish Wikipedia were delivered as planned; promotional booklets and gadgets were produced in even higher amount than planned and used effectively during various events and meetings. Open'Er and "Przystanek Woodstock" (major music festivals in Poland) booths have not been organised. In case of Open'Er our plan for a booth has not been accepted by organizer this time, for "Przystanek Woodstock" there were no volunteers ready to participate in the event. Instead we had a booth during "50+ festival" in Poznań - an event targeted at elderly people.
- In terms of organizing our own conferences and meetings
- Wikimedia Polska Annual Conference, Public Domain Day and OpenGLAM conference have been held as planned; several local meetings were supported financially by WMPL as planned. A new, interesting regular meetup/workshops (WOW) in Warsaw started to be organized and became our new tradition. GDJ (Wikipedia Polska workshop for devoted editors) has not been organized due to lack of interest within Polish Wikipedia community.
- In terms of the international support
- Foreign scholarships for chapters' meeting in Milan, Wikimania and CEE meeting were donated to both Polish and international participants as planned, however the overall amount of money was much lower than planned mainly due to lower costs of CEE meeting.
- In terms of budget
- The expenditures were 34% lower than planned and the income was slightly higher than in 2012, therefore we had a 29% surplus. However the 2013 surplus was much lower than in 2012 (40%) and 2011 (39%), so our budget seems to be more balanced this year.
Fit to the strategy of Wikimedia Foundation
[edit]We believe that the goals and activities of Wikimedia Polska are complementary to the activity of Wikimedia Foundation and follow all the principles of its strategy for 2010-2015:
- Financial support (e.g. wikigrants, scholarships), education and community building actions are delivered to empower Wikimedians and our partners;
- Open board meetings, wiki, reports and introduced in 2013 formal structure of Public Information Bulletin are run to present an organization as transparent as possible, to all our stakeholders;
- Co-work and sharing experiences with our partners in Poland (GLAMs, Open Education etc.), region (WMCEE) and global (Wiki conferences, meta activities participation like GAC etc.) are continued in order to reach our goals more effeciently;
- Endavours in reporting + programme description&evaluation were initiated to improve our learning process;
- Organization is kept very lean (no Executive Director, very limited employment, volunteering Board, operating using mostly volunteers), carefully embracing professionalization in order to be more effective while staying true to our values.

[edit]Financial Report
[edit]The numbers in financial report are based on bank account data as of the end of 2013. Many described projects are currently in progress. The numbers should be considered as a rough snapshot of the current financial situation of Wikimedia Polska.
Structure of income
[edit]The main source of income for Wikimedia Polska are 1% tax deductible donations made by individuals. According to Polish law, physical persons can choose one and only one NGO with a state-recognized tax deductible status to donate it with 1% of their income tax. It is made via tax form, which taxpayers have to fill each year from January 15 till April 30.

The overall expenditures were 34% lower than planned[1], mainly due to much lower operational costs (80 000 PLN vs. expected 120 000) and lower costs of international support and promotion. The overall income was slightly higher than in 2012 (599,104 vs. 516,900 PLN in 2012), and 29% higher than expenditures.
General/Infrastructure
[edit]Wikimedia Polska is a registered association run under Polish law and having a legal personality. It was established on November 15, 2005 in Łódź and obtained its tax deductible status on March 28, 2007.

- Number of regular employees: 2 (secretary running an office, accountant)
- Number of irregular paid staff: 3 time contractors (Wiki Loves Monuments community coordinator and technical coordinator; Wikiexpeditions coordinator)
Structure and governance
[edit]- The Executive Board consists of seven active Members: the President, Vice-president, Treasurer, Secretary and three regular Members.
- Audit Committee consists of three active Members including its Head.
- Arbitration Committee consists of three active Members including its Head.

Office and maintained infrastructure
[edit]Wikimedia Polska runs one physical office. The headquarter is located in Łódź, Tuwima 15 Street. Rented facitility of approx. 20 m² is equipped with 3 computers and a printer/copier/scanner combo.
The Chapter has been maintaining one dedicated servers and one virtual:
- Dedicated server rented from OVH company ([1])
- The server is used currently by 40 people (40 shell accounts), mainly for operation of bots and holding source photographs and scans. The server holds 3 wikis (Polish Wikipedia ArbCom wiki, internal wiki of WMPL and open test wiki for checking if Polish Wikipedia templates and scripts are compatible with new versions of MediaWiki), and 3 wordpress based services: official blogs of Polish and Belarussian editions of Wiki Loves Monuments and main blog of Wikimedia Polska. The server holds also a dozen of disussion lists [2] (see also: Listy dyskusyjne).
- Due to the high demand, it is planned to rent additional resources. Unfortunately, the current vendor stopped renting new servers which led to a short-term contract extension and WMPL is preparing to migrate services to a new provider.
- Virtual server on az.pl company
- which is mainly used as a mailbox for holding official E-mail accounts of WMPL (for employees, members of the Board, press officer and leaders of WMPL projects). See: Adresy e-mail.
Operated Internet domains
[edit]WMPL pays for holding 16 domains, including 5 new domains for new projects of Wikidata and Wikivoyage (wikivoyage.pl, wikipodroze.pl, wikipodroznik.pl, wikiprzewodnik.pl, wikidane.pl - see UZ 2012-53). Most of the domains are simply redirected to the relevant Wikimedia Projects and are mainly held in order to avoid squatting. http://www.wikipedia.pl points to the search site in order to avoid direct legal responsibility for Polish Wikipedia content. http://wikizabytki.pl is used for official blog of Wiki Loves Monuments contest in Poland. http://www.koed.org.pl points to the official page of Coalition for Open Education. Wikilovesmonuments.by domain and wikiekspedycja.pl domains were abandoned as there was no communisty interest to keep it any longer. In case of Wikilovesmonuments.by which was registered by us in 2012 - our attempts to contact people for Belaruss interested in organising WLM failed.

Activities
[edit]Content creation
[edit]Wikimedia Poland continues to support several endeavors aiming to enrich wikis with a difficult to obtain content.
Wikigrants
[edit]- Budget - VIII Edition - 3,200 PLN, IX Edition - 5,000 PLN
Wikigranty (Wikigrants) is an on-going initiative funded by Wikimedia Polska, dedicated to provide financial support for volunteers willing to enrich Wikimedia projects and asking for such an aid.
This local micro-grant system is administrated by a special committee, supervised and supported by Wikimedia Polska. Its aim is support Wikimedians by covering costs of books and other source materials necessary for editing Wikipedia and the sister projects, some equipment (scanners, cheap cameras), as well as travel, museum tickets and copying costs. The system has been maintained since 2006 and proves to be effective and relatively cheap.
On December 31, 2012 the eighth edition has been finished (2012-01-31 - 2012-12-31, see VIII Ed projects, resolution). Within this run Wikigrants Committee awarded 17 grants so far (none in December), comparing to 16 grants awarded in the previous Feb - Dec 2011 edition. As the Executive Board remained content with the results, Wikigrants were continued in consecutive years.
In 2013 (Feb 1 - Dec 31) the ninth Edition has been run with small adjustments to the budget (5000 PLN) and rules (see Attachment); and 4 new members of the grant making committee out of 5 (UZ 2013-6). Out of 30 submissions (increase of 50% from the 8th Edition), 27 have been funded (increase of 58.8%), financing mostly books and travels and using by the end of the year 100% of the dedicated budget.
As the Board recognizes visible effects (in terms of both content and community) achieved at a very sensible cost, the tenth Edition of Wikigrants has been established for 2014, with a doubled budget (see UZ 2013-62).

WikiSkaner

(3 scanners obtained in previous budget years: UZ 2012-5, WG 2012-6, WG 7th Ed. - cont'd in WG 2013-5)
In January 2012 a WikiSkaner initiative was started and proper funds were addressed (resolution). The scanner has been purchased and installed in order to upload high quality scans to Wikimedia Commons. Furthermore, a project of scanning of historical stereoscopic photographies was undertaken (resolution) and two farther scanners were obtained via Wikigrants.
In 2013 the scanning activity has been continued while the decisions of finishing two scanning projects and transferring these scanners to other users were made. Presently the scanners remain in use as an asset of Wikimedia Polska.

WikiKopter
[edit]In 2011 Wikimedia Polska decided to obtain own quadrocopter in order to obtain interesting photos (see UZ 2011-35). After initial problems the UAV has been repaired and prepared for the use.

Wikiexpedition(s) 2013

Wikiexpedition is an expedition around one of the regions of Poland in order to gather documentation concerning that region (especially photographic). The first Wikiexpedition took place in 2008. Since then, Wikimedia Poland supports an expedition every year.
In 2013, Comparatively to 2012 and previous years, Wikiexpedition programme has been once again expanded, gaining a record high number of participants and a new mean of travel.
While in 2012 two groups were sent to east-southern and east-northern corners of Poland (resolution), in 2013 three teams of Wikipedians (west, central and east, 15 people) were sent to gather pictures and expand articles on less inhabited parts of Lower Silesia (south-western Poland). The initiative once again had a good local and even national media coverage, radio, press (including on-line titles) and TV.
Moreover, this year an extraordinary Railway Wikiexpedition has been conducted with cooperation of Polish Railways. 6 teams were scheduled, so e.g. in August a group of Wikimedians hit the tracks to photograph railway in western Poland. What is more, Wikimedia Polska sponsored 3 Wikimedians (including one from Czech Rep.) participating in a Chernobyl Wikiexpedition organized by Wikimedia Ukraine.
Members of Polish Wikimedia community also participated in Chernobyl Wikiexpedition organized in May 2013 by Ukraine Wikimedia Chapter. Wikipedia Polska sponsored flight tickets and accommodation in Kiev for two Wikipedians from Poland and one from Czech Republic. The most important point of Expedition was trip to Chernobyl Exclusion Zone. There was also an opportiunity to discuss about Wikimedia projects with participants from other countries (Russia, Estonia, Czech Republic) - Wikimedia Ukraine organized mini-conference where all the members gave short presentation about their chapter and most interesting project they were involved in.

Wiki Loves Monuments 2013
[edit]- Budget - 45,000 PLN (not yet fully calculated, see UZ 2013-21) + a special prize of 700 PLN (UZ 2013-58)
Wiki Loves Monuments (in Polish called Wiki Lubi Zabytki) was organized in Poland for the third time. The previous edition set a very high standard (over 600 participants uploaded over 50 000 pictures which made Polish contest the most successful of all similar contests worldwide in term of numbers of pictures) to meet.
In 2013 volunteers updated the lists of monuments and several regional events were organized with our partners. Moreover, the awards were increased from 6,000 PLN to 9,500 PLN total (plus extra reward of 700 PLN). Learning on the past experience, the number of staff was increased as well as two part-time contractors instead of one were hired: one community coordinator chosen from the outside of the Wikimedia movement, however with a good track of other NGO activity, and an established community member with technical skills serving as a tech coordinator.
In result, in September 2013 592 participants uploaded 47 976 photos to Commons. Although the record from the previous year was not beaten, Polish participants secured the first place in terms of number of pictures for the second consecutive year. On November 16th a final social event with awards handed was held in Warsaw.
The side effect of the contest is establishing and further improvement of the cooperation with several local heritage institutions and NGO's as well as attracting new Wikimedians. Partnerships with public institutions like National Heritage Board of Poland and NGOs improved a visibility and credibility of the competition and wiki projects.

Syberia 2013

Wikimedia Polska supported a trip organized by a group of volunteers to Siberia and European part of Russia. [3]. The result is a 231 pictures uploaded to Wikimedia Commons by user:Wozny [4]
"Podaj cegłę" project
[edit]- Budget up to 1000 PLN (spent around 200)
The idea of "Podaj Cegłę" project is the colecting freely obtained sample books from publishers and individual donors which are suitable sources for Wikipedia articles and sending them to Wikipedians who may need it. The Association covers only the cost of shipping books. Till now around 50 books were distrbuted. The project is in progress. See more: [5] and [6]
Kolędy Polskie
[edit]- Budget 12 690 PLN
The aim of the project was to obtain quality examples of traditional Polish music. Recording of eleven Polish Christmas carols in a semi-traditional arrangement was ordered. Songs were performed by young artists, students of Music Academy from Warsaw performing solo and in ensembles, with instrumental tracks prepared for these sessions. The recordings were made by Studio Accantus from Warsaw.
The carols were recorded as high quality ogg files - with and without vocal + background midi files and uploaded to Wikimedia Commons under a proper license. See: category on Commons and[7].
Relacje Wikinews
[edit]- Budget 3 388,64 PLN
The aim of the project was to support Wikinews reporters in covering costs of travel and equipment needed to write cover-ups from major political events in Polish Parliament, Chancelery of Prime Minister and Chancelery of President of Poland. 38 news were writen in Polish Wikinews and around 500 pictures were uploaded to Wikimedia Commons. Wilamowice
[edit]- Budget - 7650 PLN (partially spent in 2012)
Wilamowice is a small town in Silesia, Poland. It is famous of its own unique culture and language, which is currently spoken by less than 100 elderly people, so it is under danger of being extinct. The Wilamowice project (resolution 1, 2, 3) is devoted to preserving and documenting the language by a creation of Vilamowian-Polish-English vocabulary with recorded pronunciation of the words. The project started in 2012 and was finished in 2013. A group of Polish Wikipedians regularly met Mr. Józef Gara who agreed to record the proper pronunciation of Vilamovian words. The pronunciation has been recorded and the 3871 ogg files has been uploaded to Wikimedia Commons. They will be integrated with Polish Wiktionary and Vilamovian Wikipedia. Mr. Gara donated also his book, which contains a dictionary and poems written in Vilamovian. The book is currently under edition in Polish Wikisource . GLAM initiatives
[edit]Cooperation with AGAD
[edit]On June 28, 2012, Polish Central Archives of Historical Records (Archiwum Główne Akt Dawnych, AGAD) in cooperation with Association "Archivum Patriae" and Wikimedia Polska started releasing scans of old historical documents and manuscripts. On May 2013 the formal agreement between Wikimedia Polska and AGAD was signed. So far 1211 scans have been uploaded to Commons.

Cooperation with Senat RP
[edit]On May 17, 2013, the Chancellery of the Senate of the Republic of Poland and Wikimedia Polska Association established cooperation, permitting to share the pictures taken by the official Chancellery photographers. The current agreement allows us to upload pictures provided by the Chancellery in batches, after their sources have been carefully scrutinized. Photographs are provided in maximum resolution, as originally shot by professional photographers, to ensure higher quality than that of photos available directly on the Senate website. The Chancellery has opted for the CC-BY-SA 3.0 PL license. Till now 592 files were uploaded + under the agreement for earlier upload additional 236 files were obtained. The files are mainly portraits of Polish and foreign politicians visiting Senate. The cooperation is about to continue in 2014.

OpenGLAM conference

In 2013, in order to further strengthen its outreach activities, visibility and cooperation, Wikimedia Polska ran, in collaboration with partners, its first two-day conference aimed at GLAM community.
OpenGLAM Conference was the very first conference regarding openness of GLAM institution held in Poland. It took place at the Zachęta National Gallery of Art (Warsaw) on 11-12 October 2013. It was co-organized by Zachęta Gallery, Wikimedia Polska and "Centrum Cyfrowe:Projekt Polska" Foundation. The main aim of the conference was to present outstanding examples of implemented openGLAM initiatives in Poland, as well as to discuss the benefits – and challenges – of openness. Galleries, Libraries, Archives and Museums representatives, educators, activists, students, Wikimedians and other interested parties were the target audience and the conference gathered many people WMPL had not attracted before, not to mention invited speakers, from e.g. Wikimedia Movement (including foreign guests).
There were 4 thematic paths:
- GLAM Institutions Projects: about open culture initiatives realised by cultural institutions,
- WIKIprojects: about WikiGLAM projects, existing and possible forms of cooperation between GLAM institutions and Wikipedia,
- Open Cultural Education: about use of resources of GLAM institutions in cultural educations and the idea of Open Educational Resources in culture,
- Law: about legal aspects of digitalization, public domain, free licenses and legal aspects of sharing resources of cultural institutions.
The conference was attended by around 200 participants - mainly people from Polish GLAM institution. Wikimedia Polska organized "Wikiprojects" thematic path and paid for travel and accommodation for invited foreign lectures among others representatives of Wikimedia Deutchland, Wikimedia UK and Wikimedia Sverige.

Outreach and promotion

[edit]Wikimedia Polska organizes regularly Wikiworkshops for various groups of potential editors. In 2013, 14 workshops took place all over the country and also one in Lithuania. Among most prominent ones:
- Belarussian Wikipedia Day (See: Dzień Białoruskiej Wikipedii w Polsce and Belarusian Wikipedia Day in Lithuania (Dzień Białoruskiej Wikipedii na Litwie) - which was focused on Belarussian student studying in Poland and Lithuania. It was attended by around 50 students.
- Wikiworkshop for librarians and information science students&scholars in Biblioteka Pedagogiczna in Wrocław - a full day of lecturing, Q&As and training sessions in Wikipedia editing with experienced Wikipedians, explaining Wikipedia rules and good practices, community and free licences, technical details of editing Wikipedia. Actual account making and editing Wikipedia live included. More than 50 attendees, co-sponsored and partnered with official partners (regional pedagogical library and Wrocław University) and Wikimedia Polska.
- So called "Academy of Free Licences" (Akademia Wolnych Licencji) - the workshop of a proper re-use and attribution of Wikimedia project's content for TV and radio journalists - organised in cooperation with Telewizja Polska SA Academy in Warsaw. It was attended by 16 journalists.
- Wikiworkshop for 50+ people in Łódź, co-organized with "4Future" foundation (Warsztaty Łódź 50+ 2013) - attended by 18 potential 50+ editors
- Workshop for students of Law Department of University of Białystok (Wikipedia page)
- Workshop for scholars of Lane Kirkland cross-cultural project of Fulbright Foundation (Wiki-warsztat dla Kirklandystów).
POTY and Wiki Loves Monuments Exhibitions

- Starting from 2011, Wikimedia Polska has been supporting a moving exhibition of the best pictures awarded in the Wikimedia Commons Picture of the Year competition. The printed reproductions (21 of A0 size, 1 of A1) of winning pictures from the years 2006-2012 are presented in publicly accessible places across Poland in order to promote Wikimedia Commons, Wikimedia/Wikipedia, Free Culture and Licenses. In 2013, thanks to our volunteers, the exhibit was presented in 4 Polish cities, Białystok, Piotrków Trybunalski, Wola Krzysztoporska and Kalej. Wikimedia Polska provides its patronage and covers costs of print, frames and transportation. The endeavor is planned to be continued in the future on the on-going basis. - Wiki Loves Monuments exhibitions, Budget - 5000 PLN (still in progress)
- The same idea was applied to Wiki Loves Monuments - a moving exhibition of 2012 and 2013 winners of Polish eddition WLM (26 A1 size reproductions) are presented in publicly accessible places across Poland. - WLM exhbition on Polish Railways Stations, Budget - 2500 PLN
- Additionaly WLM winners (both Polish and international) was presented on several Railways Stations accross the Poland in cooperation with "Open Gallery" - an initiative of Polish Railways LTD. Targi 50+
[edit]Wikimedia Polska organised a booth on Targi Aktywni 50+ (Active 50+ Fair) in Poznań, 16-17 March 2013. "Targi" is probably the biggest in Poland venue regarding NGO's initiatives focused on 50+ people. During the fair around 1000 people visited Wikipedia/Wikimedia Polska booth. More information: [9]
Promotional materials
[edit]- 1000 folders for documents with Wikimedia Polska logo, 500 cotton shopping bags and 280 T-shirts with Wikipedia logo and 1000 bookmarks with a basic guide how to edit wikis have been ordered. Moreover, new roll-ups with wikilogos for use on fair trades, conferences and meet-ups were purchased and the already printed pamphlets on editing were used. Mass printed materials were handed out to targeted event attendees (guides for wikiediting workshop attendees, t-shirts as gifts for Wikimedians and prizes on small competitions etc.).
Conferences and meetings
[edit]Wikimedia Polska International Conference 2013
[edit]Budget - 50,000 PLN (limit) (see UZ 2013-25)
On 3-5 May 2013 the ninth annual meeting of Polish Wikimedians (7th time under the WMPL Conference brand) took place in Kraków.
The program included 16 presentations and discussions regarding projects supported by Wikimedia Polska and its partners. The key part was a General Assembly of Wikimedia Polska Members, with a discussion upon the Association's projects and future and an approval of the annual Financial Report and General Report presented by the Board, as well as reports of Audit Committee and Arbitration Committee. The conference was attended by 83 regular participants and 16 one-day guests.
Wikimedia Polska acted as a sponsor of the event, additionally providing scholarships for participants from Poland and abroad. Furhter details [10]
One Million Articles on Polish Wikipedia and Its 12th Birthday Party
[edit]On the day of 24th of September, 2013 - just two days before its 12th birthday - Polish Wikipedia crossed a line of one million articles as the ninth language edition in the world. This meant it was the biggest encyclopedia in Polish and a key source of knowledge. This was acknowledged with a special cake on a birthday party in Warsaw on the 28th of September (UZ 2013-52).

Other events in Poland
[edit]Wikimedia Poland sponsored a series of smaller meet-ups of Polish Wikimedians in Warsaw, held in our partner's place under the brands Wikimaraton and WOW - Warszawskie Otwarte Wikispotkania. Moreover, Wikimedians organized two wikibirthdays (global in January and national in September in Poznań and a Wikimedia Day plus two Wikimarathons in Katowice, encouraging a spirit of co-operation and fun from editing within the community.

Public Domain Day 2013

Wikimedia Polska co-sponsored a meeting on a Public Domain Day (usually Jan, 1) when we celebrate an entrance of new works into the Public Domain. The event was run by the Koalicja Otwartej Edukacji, where WMPL is a founding member and WMPL financed a cost of print of pamphlets.
Conferences attended by our members
[edit]- Our representative to WCA (user:Aegis Maelstrom) took part in the Wikimedia Chapters Association London meeting in WMUK Office, where the future and a further action plan needed to restart this organization were discussed among several Chapters reps and two Wikimedia Foundation Board members. (see UZ 2013-9)

- Three Wikimedia Polska Board members participated in Wikimedia Conference 2013 in Milan. Moreover, Wikimedia Polska sponsored costs of travel of a number of representatives of partnering organizations from other countries (see: UZ 2013-14 and UZ 2013-15 respectively).
- Wikimania 2013: Wikimedia Polska provided 14 grants for travel, accommodation and participation expenses: 10 for applicants from Poland and 4 from the outside, for a maximum amount of PLN 60,000 total (resolution). Grantees were then selected from the submitted applications by a special committee consisting of 3 members, including one member of the Board - the Treasurer. Additional funds were provided for 2 members of Wikimedia Polska Board (resolution). Our grantees took part in the majority of events providing a wide coverage of the Wikimania to the community (using wiki, social media etc.), including side meetings with WMF and the Preconference (WCA discussion).
- Internet 2013 in Vienna - a special scholarship for User:Saper was granted to visit Internet 2013 conference in Vienna. Our scholar was the only representatives of Wikimedia community on this important conference.
- Two our representatives - user:Yarl and user:CLI were supported to attend Program Evaluation and Design Workshop in Budapest run by Wikimedia Foundation (22-23 June 2013)
- Wikimedia Polska donated 8 scholarships for Polish attendees (resolution) and 14 000 PLN for foreign scholars (resolution) for Wikimedia Chapters CEE Meeting in Modra, Slovakia.
- 2 scholarships (for user:Ency and user:Saper) for travel and accommodation during Wikimedia Conference Russia were donated. (resolution)
- One scholarship for user:Yarl for travel and accommodation for German WikiCon 2013 was donated. (resolution)
