Movement Charter Context and Stakeholder Alignment Mapping
This document outlines the work that has been done from July 2024 to January 2025 to collectively map the input that communities and contributors have shared into the first round of the movement charter process. Alongside the three pilots, this document takes forward the work around building understanding about our shared roles and responsibilities, putting that into the context of what the world needs from the Wikimedia movement now and the purpose of a charter.
A charter is intended “to provide a sense of belonging, as well as clearly defining roles and responsibilities for current and future members of our Movement.”
The Wikimedia Foundation remains committed to a future charter for our movement, with a goal of agreeing on our shared roles and responsibilities. This document recommends three proposals for the Foundation over the next year:
- Proposal 1: Proceed with 3 experiments in 2025 with report outs by January 2026. Progress is already underway with three pilots that the Foundation is moving forward with key movement stakeholders - around (1) a new strategy for resource and grants distribution globally, (2) a new product and technology advisory committee and (3) a strategy for the future of movement organizations, like affiliates.
- Proposal 2: Consider any governance reform in 2025 for the Board to prepare for a future Global Council.
- Proposal 3: Following outcome/learnings from 3 experiments, return to the next phase of a movement charter after January 2026.

By understanding these complexities, we can start to work on next steps to develop a charter for the movement that will serve our collective needs.
Process
The Wikimedia Foundation led the initial work on the mapping exercise, and invited people and groups who expressed interest in staying involved in this conversation to review. Regional conferences in October-November 2024, as well as other in-person events, created opportunities for conversations around the mapping exercise and the future of a movement charter. We also invited feedback on the talk page both on the outline and the process throughout the mapping exercise. The mapping work was overseen by the Governance Committee of the Wikimedia Foundation Board of Trustees.
Next Steps
The mapping exercise and three pilots are the main topic of discussion for the January 30 Open Conversation with the Trustees. Further updates will be part of the Foundation’s annual planning process, alongside opportunities for ongoing discussion, including onwiki, virtual calls, and regional conferences.
