Our conclusions

“A Framework of Practice for OER in Germany” proposes concrete recommendations to policymakers and educational actors regarding the ways in which the creation, distribution, and use of OER can be funded and supported. The report identifies challenges, puts forward concrete ideas, and demonstrates prospects for a broad implementation of OER in the German education system.

The Framework of Practice was developed on the basis of the project’s four key themes: licensing and legal certainty; quality assurance; qualification models; and financing and business models. The aforementioned challenges and perspectives relating to the four areas of education open up areas of activity and practical solutions for the further development of OER in Germany.

Four areas for future OER activity in Germany are outlined in the Framework of Practice:

  1. Funding and incentive systems: Targeted funding for OER and need-based incentive systems are necessary for educational actors to place greater focus on OER.
  2. Advice and qualification: In order to ensure that OER are distributed widely and established sustainably, additional offers for advice and qualification must be created.
  3. Tools and findability: In order to accommodate the concept of editable material, practical work must be supported with technical tools and the findability of existing material must be improved.
  4. Networks and collaborations: Only with a broad network of active participants will the education sector change in a way that exploits the full potential of OER as a powerful vehicle for digitization.

The Framework of Practice therefore makes a very important contribution to the debate on OER, which, with the support of everyone involved, will form the basis for taking concrete action to further implement OER. The end product created jointly through the project reflects the core values of OER: opening up and shaping education together and creating new dynamics (link: see … ). Further dissemination and communication of the project’s results form part of Wikimedia Deutschland’s work for 2016.
