To answer your question, the top 10 ring is for the ten wikis with the most visits per hour according to Wikipedia Statistics. We used to have the largest 10 wikis around the logo, but the community voted to change the criterion in 2008. The Chinese Wikipedia's visitor statistics can change drastically depending on whether the site is blocked in the PRC, so I wouldn't be surprised if Dutch reclaims that spot at some point in the future.
