How to add the questions

Jaime, Edward: Even though when discussing this page, we agreed on having two sections: «Open questions» and «Next steps», I see that it is more relevant to give each question a section, and another section, at the end, for Next steps. My rationale is to bring out the actual questions, and facilitate reading. In this way, also, we can give each question an ID, and link directly to the section from any other part of the report (navbar, other pages, etc). What are your thoughts?
