Hey, Likelakers. In fact, bureaucrats can only block if they are also administrators. You can check on its rights that the group 'bureaucrats' doesn't have the permission to block users. Yes, you are right. However, even though the 'crat group does not directly have the right to block, they are, as you stated, also usually flagged with the sysop flag as well. Since a user is, if refering to them by their flags, usually, if not always, refered to by the highest-power flag in their "possesion". Say I have the 'crat and sysop flags. If I was being refered to via my flags, I would most likely be refered to as a 'crat.
That, and the fact that a 'crat can +sysop themselves if they wish.

I understand your reasons, but I still think it is not correct. Being a bureaucrat does not allow any user to block. The capability to block only exist iff an user has the sysop flag. Is not usual, but is possible to have any of these flags separatedly. For example, it is being proposed on pt.wiki (and accepted at this moment) that being a sysop shouldn't be anymore a requirement to become a bureaucrat. If approved, these flags will be given separatedly and the bureaucrats won't be able to block unless they are also sysops. Another example: If I want to test the blocking tool on test.wiki, I need the flag of sysop. If I receive the flag of bureaucrat, I won't be able to block. Bureaucrats cannot give sysop flag (or any other) to themselves following their wishes. Community approval is required unless there is a local rule of some project I am not aware, but this rule would be required anyway.

Maybe you can adjust that text by saying that usually bureaucrats are also sysops, so they can block too for this reason. The way that it was written, will make people believe that the group of bureaucrats have the permission to block, which is not correct. Thanks for answering.
