Related topic: A better roadmap page should be created for setting up a new language, covering all projects, which should have a complete todo, or checklist, section, including things like translating the user interface, and then adapting it for the specific project, be it a monolingual or multilingual wiki, etc. even if many things may not apply to some languages or projects, or tasks.

If there is a subcommittee in charge of dealing with the language specific stuff, maintaing such a page, and prodding knowledgeable people to keep it up to date, e.g. after changes in the wikimedia code, or policy alterations in projects, etc. should imho be among their responsibilities. --Purodha Blissenbach 00:07, 4 September 2006 (UTC)Reply

(Replying to each paragraph in turn). Thanks, I will look up the details of that and add it to the current schemes section.
This is what we're trying to do. We want it to be as easy as possible to start a new language, whilst still not allowing junk through. Regarding interface localisation specifically, there is a Betawiki project underway to make translated interfaces for all languages, which will speed matters up.
There is a subcommittee for languages, although it seems to be drowning in bureaucracy at the moment. They would like to be responsible for localisation as you say, however the flood of bureaucracy may not allow this.
