hmong.es/wiki/

I'm seeing several instances where hmong.es/wiki/ is being flagged as having been the source for possible plagiarism. The site itself is offline and the URL is for sale, but checking in the Wayback Machine, it looks like the site was republishing/reskinning Wikipedia articles. This has been tagged. It isn't a copyright violation, as it is a close paraphrase of a US federal government publication that is ineligible for copyright. Its use has been attributed. The source is Balkan Battlegrounds published by the CIA. Only the extracts reprinted from The Death of Yugoslavia are copyrighted. See this.
