You are correct that Teles is not a translation admin, but that is not relevant; only admins can block, not translation admins (it is obviously possible to be both, for example I am both). I recommend that you work on articles on ptwiki or stop dwelling on Wikimedia during your block, since there is nothing you can do about it (except {{unblock}}, which would probably be declined, but maybe not). If you ever return to translating, please be very careful, i.e. only translate if you are 100% sure.
