B.既然附屬公司沒辦法提供任何形式的回饋，那就不構成擁有共同目標組成，只有收取利益，沒有實質的活動，互信互助的結構不存在，基金會需要的是有共識有活力的成員，而不是一味的只是付出，影響了“平衡”同一個地區無法再有新組織成立，所以必需制度統一的規格，不符合標準的由開放同一個地區的新成員加入（可以是個人，能先與基金會併行協助處理事務）
