[edit]The semantic web is here! However a much needed to tool to make the creation of well-formed and valid RDF/XML easier for content creators, is a quality editor.
Such an editor should be able to do basic parsing of natural language and over time, learn about the user and be able to make inferences based on context that would automatically generate references to other known references on the topic context.
Take for example the following poem by Bruce Lansky:
I didn’t study for the test and now I’m feeling blue. I copied off your paper and I flunked it just like you.
This text, while very clear to the reader, means very little to a machine. However, if we parse such a passage in the context of the author of the passage, we could infer that "I" refers to "Bruce Lansky".
RDF/XML turns the web into a true semantic web with greater meaning that has the potential to make for very sophisticated search tools that understand context, not just words.
