One subtlety is that the parser function #if causes the parser to convert once more, so the else text must be "dressed up" with one extra layer of {{subst}} ( i.e., the code {{<includeonly></includeonly>subst:subst}}Rightbraces{{<includeonly></includeonly>subst:rightbraces}} ).
