Effect of blocking private IP addresses

I wanted to raise awareness of this issue [1], whereby a block placed on a private IP address will apparently affect unrelated users of the same private address via XFF. Presumably this is unintended. This came up recently[2] as a reason why we cannot soft-block private IP addresses on English Wikipedia to prevent bots from editing logged out.
