Towards Creating an India Chapter

I believe India has acquired the critical mass of in terms of Internet penetration and Wikipedia usage to warrant the creation of an Indian Chapter. I would like to devote myself to this task. I have gone through the Requirements for future chapters. These are clear enough to me. However, I would be thankful if somebody could take me through the steps involved in implementation of these requirements at the ground level. Or else, it would be great if someone could acquaint me with the practicalities involved in creation of a new chapter.
