General questions/remarks on the bylaws

• What is meant exactly by "issues"? Is this something similar to "points on the agenda" ?Effeietsanders 10:20, 11 November 2009 (UTC)
  • The Chinese version seems more likely means "motion", I dunno if the legal language require to use "Issue" -- ※   JéRRy   ┼   雨雨   ※  16:41, 17 March 2010 (UTC)
• Several articles seem to have been repeated. I would try to avoid that, because that causes confusion in the interpretation. Effeietsanders 10:20, 11 November 2009 (UTC)
• Is the President of the General Assemblee the same person as the President of the Executive Committee? And the VP's? Effeietsanders 10:20, 11 November 2009 (UTC)

Chapter III

• The goals need to be stated more generally. They should not refer to Wikimedia Foundation in this way, because it gives the idea of a dependent relationship. It is better to take over the goals as they are stated by the Wikimedia Foundation or some other chapters. For example: Effeietsanders 10:35, 11 November 2009 (UTC)
  • (WMF): The mission of the Wikimedia Foundation is to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally. In coordination with a network of chapters and individual volunteers, the Foundation provides the essential infrastructure and an organizational framework for the support and development of multilingual wiki projects and other endeavors which serve this mission. The Foundation will make and keep useful information from its projects available on the Internet free of charge, in perpetuity.
  • (WMUK): The charity's Object is to aid and encourage people to collect, develop and effectively disseminate knowledge and other educational, cultural and historic content in the public domain or under a license that allows everyone to freely use, distribute and modify said content, by means including (but not limited to): The principal Object combines the m:Mission of the Wikimedia Foundation, as per by the m:Requirements for future chapters with the phrases used to describe our charitable purposes in the Charities Act 2006, viz. "the advancement of education", "the advancement of culture" and "the advancement of heritage". 1. promoting freely accessible online information repositories whose content is freely and collaboratively editable; 2. acting as a voice and representative for the community of UK residents and citizens who use and edit such repositories; 3. preserving world heritage, and particularly that of the UK, through such repositories; 4. supporting the charitable work of the Wikimedia Foundation; This sub-clause has been carefully worded to comply with the Guidance of the Charity Commission here regarding supporting foreign organisations. Supporting the charitable work of a foreign is permissible so long as the final decisions over the allocation and use of funds rest with the chapter's Board and supporting that organsation is not the sole Object of the charity. 5. enabling, assisting, promoting and promulgating wider participation in the creation, dissemination and expansion of information and educational resources covering the world's knowledge and languages to all persons, everywhere; 6. furthering the development of electronic, printed, and other resources required to support such participation; 7. producing, publishing and developing, or causing to be produced, published and developed, information resources, whether in printed, electronic, or other forms; 8. making use of or encouraging the use of information resources for the advancement of education; and 9. encouraging the adoption of practices and policies to widen education, participation and dissemination of information worldwide.
  • (WMNL): 1. The objective of the association is: a. to promote the acquisition and release of free and/or free accessible information in any manner, thereby using, but not limited to, the internet to store and keep this information.; b. To support the objectives of the Wikimedia Foundation Inc., a non-for-profit organisation established in Florida (USA). 2. The association shall attempt the realisation of its objectives by applying any legal means. 3. The association neither has any power, nor assumes any responsibility, for the information as meant by article 2.1.a., neither to the content thereof, nor to the way this content is being acquired and processed.

• I don not udnerstand the role and authority and the diffrence betwwen: Represeantive committee, supoervison committe, executive committe, and are the role as chair related to the gerela assmeby or the executive comitte. Chapter VI

• Art. VI-1-IV: This states that the president has the right to approve the annual plan, report, budget and final accounts. However, Art. V-3-II says this is the responsibility of the General Assemblee. This seems contradictory or at least confusing. Effeietsanders 10:35, 11 November 2009 (UTC)

Chapter X

• Art. X-2: This states that there is one VP, but art. V-2-I states there are two VP's? Effeietsanders 10:35, 11 November 2009 (UTC)

Chapter XI

• Art. XI-2/3: This seems to state that only a) permanent residents and b) Wikimedians can join as a member? It seems reasonable to open up membership more broadly, because that means you're not required to actually proof they are editors. This releases you of some privacy problems.
