Internationalization (redubbing)

Under Internationalization I think it would be good to somehow add a link to c:Help:AI video dubbing which is how the first videos by Terra X in English have been created. I think the best scalable way to improve this approach would be to work on the SoniTranslate issues named there to improve the quality and to work on some Web UI on toolforge for creating many transcripts and redubs (and maybe also for getting these checked).

It's a complementary approach to encouraging other countries' public broadcast entities to release their media products under CCBY so they can reach a wider audience and be more useful. Once English-language TerraX (and others) videos are widely used, this may facilitate people in other countries such as media organization people to think about publishing their media under CCBY (the English-language videos here are largely not by media organizations).
