There could be one simple rule:
If the picture, that is derived from any pictures copyrighted by the Wikimedia Fundation, is to be used on one of the projects of Wikimedia Fundation and on those projects only, then it is allowded to change them and upload with the copyright set to Wikimedia Fundation.
And it would probably be needed to add (mixing and re-licencing would break GPL):
It is not allowded to mix any pictures copyrighted by the Fundation with pictures that are on any free licences unless you are the author of those pictures.
