Add topicLanguage extensions for int: segments: do we change from /en to /local?

- The switch from en to ja is normal.
- We use the following code:
{{int:project-localized-name-pawiki/{{TRANSLATIONLANGUAGE}}}}{{int:comma-separator/{{TRANSLATIONLANGUAGE}}}}. Mediawiki does the magic of convertingproject-localized-name-pawikiand the comma to the language. - If the comma is not how it should be, my advice is to have a look at https://translatewiki.net/wiki/MediaWiki:Comma-separator/ja.
