User creation log

Hey, I wondered if somebody could answer this for me. I am creating my own wiki site (click here to view it), and I was wondering how I can create a user creation log, like on wikipedia when a new user is made, it is logged. Propose replacing section 7

I propose replacing all of translated section 7 with this text (or a consensual variation)
