Non-mediawiki?

Is it possible for something that is coherent with Wikimedia's philosophy in all other ways, but is not based on mediawiki (for instance, based on another web framework - Rails, for instance) to ever get accepted as a project? I am specifically thinking of applications where you might need special logic, such as a multilingual dictionary with pivots (NOT wiktionary, which is a bunch of monolingual and bilingual dictionaries, not a multilingual dictionary.) Develop a more gradual policy?

This version of the NPP required a major push and fairly bold binary change from 'not a project' to 'project' status. Since that's not how the successful projects got started -- WP, Wiktionary, and Commons each grew out of a gradual community of practice that had developed around some existing project (Nupedia in the first case, Wikipedia in the second two), rather than springing fully formed from someone's head. Perhaps we can come up with a new project policy that encourages and recognizes the need for a steady, gradual process: starting with something basic, small, and useful and growing into something that deserves to stand on its own with a separate domain and its own set of policies, power-users, &c. Adopting an existing project into Wikimedia

Hello, why is the Wikiversity project not activated for Iranians and Persian speakers? Please create this sister project in Persian And one more thing, Wiki News (its Persian sub-domain only) has been filtered in Iran by the Iranian government. I think it had access to the server by changing the IP server and domain or creating another domain and configuring it.
