These stalkwords are shown as openly useable, but last time I used them on #Wikipedia-en I was quieted, please explain this?--Ipatrol 23:00, 2 February 2009 (UTC)

By "appropriately", it means in emergency situations only. For example, sudden mass-vandalism, enwiki DYK blanked (it happened once), template vandalism. Generally there will be an admin idling in the room, so if it's not urgent, chances are they'll see it and get to it eventually. Alternatively, use the appropriate on-wiki request pages. The mass-ping attracts a large number of people at a single time, which is why its liberal use is discouraged. Best, PeterSymonds 02:57, 3 February 2009 (UTC)
