Rename this global permission to Global temporary account IP viewers on CentralAuth?

Both the local user group on Meta and the global user group (given to CheckUsers or oversighters on projects) have the exact same name (Temporary account IP viewers). Therefore, I propose changing the global user group's name to Global temporary account IP viewers to more commonly reflect that it is truly a global user group, and to avoid having the same name as the local user group.
