Global renamer requests from en.wiki

There have been increasing number of requests for global rename permission from en.wiki, many of them experienced administrators but with little to zero global experience. Looking at the GRP page, I don't see any policy nor guidelines against this, but I know there are some users with concerns in regards to this trend, even though the current consensus appears to be that this is not a concern (in which I agree). I was wondering has there been any discussion about this topic?

If there is no policy nor guideline against global renamer requests from users/administrators that have no demonstrated knowledge (such as not being familiar with SUL/checking global contributions) nor experience outside of their home project, would it be better if that's codified somewhere? Or if this is a concern, should that be mentioned somewhere in the GRP page? Alex Shih (talk) 18:51, 15 October 2018 (UTC)

I prefer to codify as little as possible. I can't speak for others, but I have a general concern with enwiki's policy on bad usernames - the block first, ask questions later approach. It creates the need for admins to have global renamer access. That said, I don't have an issue with trusted admins gaining access to this permission, even if they need it because of some poorly construed newbie-biting local policy. – Ajraddatz (talk) 19:12, 15 October 2018 (UTC)
  • As far as I know, the only reason we now need a global rename right is that usernames have been unified, and not because of any other cross-wiki considerations that I've seen published anywhere - are there any? I'm therefore really not sure what the problem is with en.wiki admins being able to request the ability to rename en.wiki editors who qualify for being unblocked. When I rename for a username unblock, I do a quick check of global contributions to see if they're blocked anywhere else (and none that I've reviewed so far ever has been - if I saw cause for concern globally I'd check with the mailing list). So what is it that people fear might actually go wrong? (I agree about current en.wiki policy, but there's nothing we can do to address that here. But as an aside, what do other large projects do about, say, someone with a prohibited promotional username using their account for promotional purposes?)
