Wording: a user presents a clear and current danger to all Wikimedia communities
[edit]The wording in "a user presents a clear and current danger to all Wikimedia communities" does not seem to be intended literally. Even if it is not taken literally, it is not clear how to interpret "all"; "nearly all" probably does not help much.
