Technical issues

There are currently two major technical issues that need to be fixed before this is enabled; a separate right for marking filters as global, and a local whitelist ability. I have enquired about both of these and believe that they are possible. The only other concern I have is the option to remove users from all privileged groups - I don't see this as being needed, especially at the global level. False positives could cause a lot of damage. privacy issues

moin, besides the point that i support the overall proposal: there is an elephant in regard to privacy in the room. de.wp has a well known longstanding "german interpretation" of the wmf privacy policy, applying to local actions (CU,OS) and meta (stewards, et. alia) alike. they banned (example) some types of filter to be in line with the local interpretation (and german privacy laws). thus, if we don't want to limit the scope of the global fiter to the german red lines, we shouldn't apply the device to de.wp - at least not as long as they continue to provide a sufficient level of filter-use of their own, regards --Jan eissfeldt (talk) 23:14, 18 February 2012 (UTC)

The filter in question prevented more than 3 edits being made within 30 hours on certain edit-war affected pages. Such filters shouldn't be in the scope of this anyway. --MF-W 19:01, 29 February 2012 (UTC)
agreed, my eample should be off limits. we have to sort out the other details as well before it goes live. the point made by Snowolf is a sound one and i think we can find a way to reach agreement on the spam issue Ajraddatz raised below in response as well, regards --Jan eissfeldt (talk) 14:21, 2 March 2012 (UTC)
