In an edit comment Nemo bis asked link to Internal (where this page may be moved: do we really want random people to create such portals?)

I disagree with the idea to move this to internal. Internal is for stuff that is confidential and cannot be discussed publicly. Everything else should be transparent and on the public wikis.

But I agree that the portals shouldn't be created by random people. They also shouldn't be created by chapters. They should be created by the Foundation. The Foundation should create a uniform portal for all ccTLDs. The design should be uniform, each domain should provide access to the Wikipedias in all languages autochthonously spoken in the respective country. Country Portal Policy

  1. Who should own the country portal ?
  2. What is are the server requirement if it is owned by a country chapter ?

Some additional questions:

  • How should it work?
    • Full redirection to **.wikipedia.org/URI? (eg. http://wikipedia.qu/wiki/42 would redirect to https://qu.wikipedia.org/wiki/42)
    • Provide content under the ccTLD? (framing, internal forwarding, ...; eg. you see the wikipedia.org content under wikipedia.qu)
    • Provide a portal? What kind of portal (search, sublanguage portal, redirect to a given portal on the national WP, ...; eg redirects to https://qu.wikipedia.org/wiki/Portal:Everything)?
  • How to assure quality of service?
  • How to assure maintenance?

Incorrect Statistics

Number of articles appearing for language Urdu on main page of website Wikimedia India are incorrect. This may be the case for other languages as well.
