License review

@DBrown SPS: Hello, Wikimedia Commons already has a process for review files from YouTube and other external websites called License review. However, due to the large number of files uploaded daily and the excessive backlog, it is difficult to review every files in a short period of time. Any suggestion or ideas on the current process?
