I find it not satisfying to read newsletters with obsolete links. As the first subject announces the separation of Collab and Language, I wish we refresh obsolete link Wikimedia Global Collaboration team to relevant and new Collaboration page with Special:MyLanguage/ formatting. Thank you for spotting that, Omotecho.
I've updated the issue, but that will not reflected in the distributed versions. The template we use is also now updated.
Add the Special:MyLanguage/ formatting would be useless while those pages are not marked for translation.
I do my very best to make the best newsletter as possible. Do not hesitate to help if you spot something you can fix in the future. That would be very much appreciated.

The translation system simplifies the work, but there is a bit of things to know. Your problem reminds me my first steps as a volunteer translator on translatewiki.net, where I've been trapped in things like yours until someone rescued explained me. :)
Your current problem is that you have been trapped by translations variables. It happen to me as well in the past!
If the source is This is [[Help:Link|a link]]., you will the source in the translation interface will be This is [[$link|a link]]..$link is a variable you mustn't change.
Some examples: this translation will work Ceci est [[$link|un lien]]., but the following translations will not work: Ceci est [[Help:Link|un lien]]. (that's your configuration), Ceci est [[Help:Link|un lien]]. (it works, but if $link is updated, that translation will not be updated), Ceci est [[$lien|un lien]]. (never translate a variable).
In this diff, you have updated the page but not used the variables. :)
The source you have when you edit is: Latest news from the [[$Collaboration|Wikimedia Global Collaboration team]], about '''[[$map|Map improvements 2018]]''', '''[[$Notifications|Notifications]]''', '''[[$SD|Structured discussions]]''' and '''[[$ERI|Edit Review Improvements]]'''. Please tell other users about these changes. Not all changes will affect you.

Ce bon! You are a great teacher, and please see my latest edit which is as you have pointed me to. A great lesson it has been, and I have very good view now.
By the way, although purged the screen, I am not sure why the whole translated page does not display after the second dagger (*Collaboration has a new project: Map improvements 2018.) That sentence corresponds to this one in ja. Do you see /ja page from the title to the end note “delivered by bot”? I'm afraid that is not right yet. Check again the example I gave you, the right sentence is in it. And as we say in my family, "the more time it takes to learn something, the better at applying it you will be". No worries! :)
On the translation you quote, you have to translate the content of the wikilink. Not "$maps" but "Map improvements 2018". Same thing on that one, I have English for links labels. you can safely translate "More information" and "Help pages" but not "$info" and "$help".
