What are valid reasons to close a (semi-)active project?

If inactivity is not a valid reason to close a project, what about lack of community interests by detecting lack of responses from certain communities about (revitalizing) their own projects? Is that a valid reason? What are other valid reasons? Can a (semi-)active project be controversial or questionable, like Bulgarian Wikinews? George Ho (talk) 08:52, 21 February 2020 (UTC)

"Note that small/inactive wikis do not generally cause harm if they stay open: automatic spam is always blocked."
