Please describe the kind of cross wiki abusive activity you see from the IP or account. Saying an IP or account is a long term abuser is not helpful, but saying "IP vandalizes at ban.wikipedia, no.wikipedia and vi.wikipedia" is. This is especially important for range blocks. If you do not provide enough details, your request might be declined.

(The same can be said for the many accounts locked by EPIC at roughly the same time that use languages ​​used in Japan and Japantown, and that contain the same surname (presumably relatives) [1])
Given that so many read-only accounts that do not edit qualify as LWCU locks, I think that the very long period of blocking for one year that is imposed on that IP address range of Japan's major telecommunications company KDDI is widespread and many people are affected. Long-term abuse. Lock evasion of Special:CA/Vikworker8.

Here’s my reasoning for those interested. I think this is worth mentioning because this user has been reported twice at en:Wikipedia:Sockpuppet investigations/Vikworker8, but both cases are still open.
The latest lock evasion, Special:CA/Elonweraned, showed up 3 days ago. Both accounts appeared one after the other at ja:Wikipedia:Articles for deletion/Alireza Jadidi, which seems too much of a coincidence. On top of that, they both said the exact same thing: "Try to improve the article rather than trying to delete it" (ja:Special:Diff/103810844 vs. ja:Special:Diff/103839104). Looks pretty obvious to me.
Another note: User:Elonweraned didn’t trip LWCU last time, even though multiple accounts have been locked in the past month. That makes me suspect the sockmaster is using one-time proxies like VPNs to dodge detection. Dragoniez (talk) 18:23, 21 February 2025 (UTC)Reply

@EPIC: Also they are attempting creating account to avoiding the local ban on idwiki. according the montoring he using "Oukkasyah Hebat" for the main one previously he got blocked from editing in idwiki for adding misinformation and Vandalism. AF1011 (talk) 01:44, 24 February 2025 (UTC)Reply

You've been granted a second chance with your main account, but just like enwiki would not unblock your sockpuppets locally we typically do not unlock sockpüppets. Your main account has been unlocked and given a second chance, but this doesn't apply to your sockpuppets. This is consistent with policies like en:Wikipedia:Sockpuppetry#Blocking.
